The Management of Residual Explosive Remnants of War (MORE) framework is a holistic long-term risk management (LTRM) approach for handling the reality of risks posed by explosive ordnance (EO). These IEDD Standards have been designed for the safe, effective and efficient disposal of IEDs. They aim at ensuring uniformity and technical specificity related to the generation of an IED disposal capability. They establish the minimum competencies required for IEDD operators and frame the methodology for the clearance of IEDs. The Standards provide guidance on how to carry out IED disposal planning, the competencies and associated training and equipment required to conduct IED disposal operations, as well as the appropriate approaches to IED clearance in rural and urban areas, IED information management and IED risk education.

Improvised explosive devices (IEDs) present significant risks to mine action (MA) operators and the programmes within which they work. Such risks can be managed through well-informed risk identification and assessment, the avoidance of some activities, and the procurement/development of the necessary skills, equipment and procedures to address others.

In January 2017, exploitation work was carried out by Fenix Insight Ltd on mines and other ordnance recovered by the Land Release Contractor (LRC).
Examination of grenades used in booby traps revealed that one, considered to be complex and dangerous, had been rendered safe by the ageing process. The other, though more familiar, was still fully functional and highly lethal. The findings highlight the continued danger from unexploded ordnance, and the need for threat assessment to be based on technical evidence rather than intuition.

The 'do no harm' approach to mine action requires that mine action organisations consider the possible negative impacts of mine clearance operations. They must ensure they do not lead to longer-term vulnerability or threaten livelihoods and food security and, by mitigating environmental damage, they should contribute to disaster risk reduction. The combined use of remotely sensed data and Geographic Information Systems (GIS) can be a sound solution to assess pre-contamination conditions, monitor both the environmental impact and the effects of mitigation activities, analyse consequences of natural disasters on contamination, and, finally, support an evidence-based decision making process.
