The article presents a chronology of significant events in the history of Georgia's public library service from 1809 to 2008. In 1809, a subscription library was opened by the Savannah Library Society. In 1900, Mayors S. B. Price and Bridges Smith of Macon established the Price Free Library for the poor. From 1933 to 1934, jobs in public and school libraries in Georgia were created by the Civil Works Administration. The article examines two strategies for facilitating increased interlibrary loan patron satisfaction which are implemented in the Interlibrary Loan Unit at Kennesaw State University in the Atlanta metro area in northwest Georgia. To increase timeliness of materials received and realistic expectations of services, the strategies consist of educating interlibrary loan patrons. Automation and technology are also used to increase the requesting effectiveness of interlibrary loan staff and timeliness of materials to achieve patron satisfaction. The second strategy utilizes citation verification, checking online computer library center and borrowing request notes to increase fill rates.

The article explores similarities between reference service and the concepts of empowerment counseling, as defined by the Pennsylvania Coalition Against Rape, and crisis intervention, as defined by the Texas Association Against Sexual Assault, in the hope of enabling academic librarians to provide assistance that is informative and relevant to patrons who may be survivors of sexual assault. It is inferred that reference interview is important to providing the best library service possible. The role of reference librarians in giving empowerment counseling and crisis intervention to sexual assault survivors is discussed.
