The qualitative case study exposed the permanence of racism beginning in the antebellum public schools of Nashville and continued in the current actions in the Tennessee legislature with the expulsion of two Black male legislators. Critical race theory is used as the main descriptor for the actions of White politicians and legislators in Tennessee who continue the oppressive treatment of Black people in the state of Tennessee.

In 1989, American federal arts policy changed suddenly and drastically when the National Endowment for the Arts (NEA) gained unprecedented attention in Congress for controversial grant awards that supported two visual artists. Prior to this, federal arts policy was an insulated subsystem run by experts applying high art aesthetic standards to grantmaking. Informed by punctuated-equilibrium theory (PET), this investigation of congressional rhetoric shows that Republican policy entrepreneurs during this time effectively set a new, more negative tone about federal arts policy by harnessing conservative culture wars messages. Property taxation in the United States is a critical issue warranting examination because it involves the directed distribution of government costs and benefits for citizens. The central question exists: Why are Illinois’ property taxes so high? Path dependence was explored as a theory to explain Illinois’ property tax reliance issues, asserting that as local governmental units in the State face budget limitations, they find alternative revenue streams. Women remain underrepresented across every level of elected office in the United States. More than 30 years after the supposed “Year of the Woman,” women hold less than 30% of the elected positions in local, state, and federal office. In the past, researchers attributed the paucity of women in office to structural barriers, including sexism in the electorate, fundraising difficulties, and discrimination by party gate keepers. A growing body of research, however, attributes the dearth of female politicians to a lack of political ambition among women and to gender socialization that prevents women from seeing themselves as political leaders.

Boasting the strongest economy in South America, due to severe neoliberal economic structural adjustments made under the dictatorship of General Augusto Pinochet, it has long been held up as the perfect exemplar of economic growth and stability, as well as the poster child for the effectiveness of neoliberal economics. This dissertation explores Black political participation in the United States. I argue there is a relationship between Black political participation and trust in government, political efficacy, group consciousness, linked fate, political knowledge, and desire to engage in social activism. This argument draws on research on political participation, group identity, and political behavior and attitudes within the Black community.

This research examines the change in police practices after the death of Michael Brown in Ferguson, Missouri, in 2014. Immediately after his death and throughout the following years, police departments in St. Louis County faced immense pressure to change. The pressure originated from numerous fronts, including the media, local community groups, and politicians. Following a review of the development of the culture concept, this interpretivist, epistemologically critical realist, dissertation introduces intercultural adaptive frameshifting from the intercultural communication literature. To assess whether culture has effect within an epistemic community, four frameworks are evaluated within a non-IR field (global Christian reasoning).
