This report begins with a review of the state of school facilities in Oregon and a summary of recent school bond successes and failures, followed by an overview of school capital funding policy since 2000. It includes a discussion of existing facilities financing options and two brief case studies showing that the availability of state subsidies and matching funds can influence local funding decisions. A brief summary of existing school facilities programs in Western states sets the stage for detailed presentation of the Task Force recommendations, funding formula, and proposed staffing for the Oregon School Facilities Program. The objective of the project was for the district to better understand the needs of the community it serves as well as to develop a plan for moving forward with the diversity and inclusion efforts of the district. The project also involved a review of practices and experiences from around the nation as well as a review of the composition of the community and perspectives of internal staff members. Specifically, the project had four components:

- Review of THPRD Programs
- Community Needs Assessment
- Examination of Existing Demographic and Quantitative Data

On February 25, 2013, the PPS Board unanimously approved Resolution 4718, which directs staff “to develop and recommend a process for a comprehensive review of school boundaries district-wide and policies related to student assignment and transfer to better align with the Racial Educational Equity Policy and promote strong capture rates and academic programs at every grade level.”

Fairview, Troutdale and Wood Village, and all other Oregon cities, are responsible for providing their citizens with fire and emergency medical (EM) services. Rather than establish internal city fire departments, the Three Cities entered into an intergovernmental agreement (IGA) to purchase services from the City of Gresham in March 2006. These services include fire suppression, fire prevention, emergency medical services, and hazardous materials response (2005 Fire Service IGA). Under this IGA, the Three Cities collectively reimbursed Gresham $2.705 million for FEMS in 2012-2013. The current IGA will expire June 30, 2015, and the Three Cities are preparing to review their …

In July 2014, the Center for Public Service (CPS) at Portland State University undertook a project commissioned by the Clackamas County District Attorney’s Office to conduct a preliminary analysis of data related to Oregon’s juvenile justice system. The statistical analysis focused on identifying possible correlations between indicators of juvenile justice interventions and public safety outcomes within Oregon counties. Results indicated a handful of significant correlations. Generally, across counties and variables, higher levels of intervention correlated significantly with higher levels of public safety outcomes and higher levels of non-intervention correlated significantly with lower levels of public safety outcomes.
