Oregon’s Senate Bill 90 (SB90), signed into law and effective as of July 1, 2017, requires the Oregon Office of the State Chief Information Officer (OSCIO) to draft a proposal for an Oregon Cybersecurity Center of Excellence (CCoE). SB90 specifies that the CCoE must include information sharing and incident response support functions, and liaise and participate in cybersecurity initiatives nationwide; the Center also bears responsibility for drafting both a Cybersecurity Strategy and Cyber Disruption Response Plan. The CCoE has also been identified as the body responsible for carrying out strategic initiatives on behalf of the Oregon Cybersecurity Advisory Council (OCAC). …

To test the feasibility of applying its ”Total Employer Cost of Compensation” (TECC) analytical framework to K-12 school personnel, the Center for Public Service (CPS) collected and validated data from five Oregon school districts (Beaverton, Hillsboro, Lake Oswego, Salem-Keizer, and Portland), along with two in Washington State (Seattle and Vancouver) and one in Idaho (Boise).
The four main categories of TECC costs – salary; employer-paid health care; retirement benefits; and the value of paid time off (PTO) – were then calculated for several different K-12 teacher “archetypes” – e.g., Entry-level teachers with a BA degree; Mid-stage teachers with an MA …

Driven largely by dramatic increases in Oregon Public Employee Retirement System (PERS) costs, Oregon’s local governments face historically unprecedented increases in their “Total Employer Costs of Compensation,” or “TECC costs.” Even with 3% annual growth in general fund revenues under Oregon’s strict, voter‐passed property tax limits, the resulting budget squeeze could force reductions of 10% or more in the number of public employees who provide key public services – from police and fire/emergency medical protection to education, health care, and infrastructure maintenance.

In February 2016, researchers from the US Forest Service had detected toxics in moss samples adjacent to several businesses in Portland. This began a series of events that highlighted both the significance of public records requests and the difficulty Oregon Department of Environmental Quality (DEQ) has in responding to complex requests.
The interest in issues related to air toxics put a strain on the capacity of the agency to respond in a timely fashion to the news media as well as citizens groups.

Hazardous materials are prevalent in all communities in the United States. They are stored and they are transported. Regardless of the method of transport, (for this study defined as: pipeline, rail, roadway, air, or water) hazardous materials are generally transported without incident. However, consequences of a hazmat transportation incident can be extreme with serious repercussions to public safety, life and wellbeing, the environment, and infrastructure. To plan for and mitigate these consequences, communities may choose to examine the transportation of hazardous materials through high risk areas – areas with sensitive ecosystems or high population – to better develop strategies.

In January of 2016, the Center for Public Service (CPS) was approached by Energy Trust of Oregon to conduct a review of the tax assessor data on manufactured houses in Oregon. The purpose of this review was to find the average age at which manufactured housing units in Oregon are decommissioned. A brief review of the literature on this topic that has been published indicated that this question had not yet been answered in the field.

In April 2015, Metro and community partner 1000 Friends of Oregon received the Oregon Innovation Award from the Center for Public Service at Portland State University to develop an approach for better connecting historically underrepresented communities* to Metro’s decision-making processes. The award provided 1,000 hours of research, facilitation and consulting services from a Hatfield Resident Fellow and Center for Public Service staff.

Center for Public Service (CPS) helped the City of Brookings respond to public concerns and opposition to suggestions for a City annexation of the adjacent community of Harbor. The City and CPS agreed to a consulting study in which CPS assessed the public service situation in the City and Harbor area, and then modeled and analyzed two annexation scenarios. Development of the annexation scenarios was especially complex. The Center for Public Service worked with the City of Creswell, Oregon to assess their current policing arrangements and service demand, and to develop a series of options for police services. Creswell is a small city of about 5,000 just south of Eugene, Oregon. Creswell currently purchases its police services from the Lane County Sheriff under an annual intergovernmental agreement (IGA). Citizens in the community have challenged this model and proposed the establishment of a city police department. On February 25, 2013, the PPS Board unanimously approved Resolution 4718, which directs staff “to develop and recommend a process for a comprehensive review of school boundaries district-wide and policies related to student assignment and transfer to better align with the Racial Educational Equity Policy and promote strong capture rates and academic programs at every grade level.”

Fairview, Troutdale and Wood Village, and all other Oregon cities, are responsible for providing their citizens with fire and emergency medical (EM) services. Rather than establish internal city fire departments, the Three Cities entered into an intergovernmental agreement (IGA) to purchase services from the City of Gresham in March 2006. These services include fire suppression, fire prevention, emergency medical services, and hazardous materials response (2005 Fire Service IGA). Under this IGA, the Three Cities collectively reimbursed Gresham $2.705 million for FEMS in 2012-2013. The current IGA will expire June 30, 2015, and the Three Cities are preparing to review their …

In July 2014, the Center for Public Service (CPS) at Portland State University undertook a project commissioned by the Clackamas County District Attorney’s Office to conduct a preliminary analysis of data related to Oregon’s juvenile justice system. The statistical analysis focused on identifying possible correlations between indicators of juvenile justice interventions and public safety outcomes within Oregon counties. Results indicated a handful of significant correlations. Generally, across counties and variables, higher levels of intervention correlated significantly with higher levels of public safety outcomes and higher levels of non-intervention correlated significantly with lower levels of public safety outcomes. Clackamas County conducted its first diversity assessment in 2001. Since then, the County has taken significant steps to promote diversity within the organization, including the creation of a Diversity and Inclusion Manager position. This 2011-2012 assessment is the first phase of the County’s attempt to evaluate its current diversity climate and the effectiveness of its diversity efforts.
Results in this report are based on data collected from February to April 2012. In July 2012, after the data collection of this phase I assessment process, the Clackamas County Board of County Commissioners adopted a resolution titled ”Valuing Diversity in Clackamas County.” …

Portland State University, Hatfield School of Government (PSU), and Northwest Energy Efficiency Alliance (NEEA), has formed a partnership to develop Sustainable Municipal Operations Plans that documents sustainability and energy management best practices. The goal of this partnership is to determine how a City/municipality can actively manage energy as a controllable expense by following a predetermined operation protocol. The PSU team developed a framework of best practices for sustainable municipal operations in different categories including facilities, fleet, purchasing, operations and the work environment. After identifying pilot jurisdictions, the team applied these best practices to the current operations of local governments in …

In the spring and summer of 2012 the State of Oregon commissioned a study from Portland State University’s Center for Public Service to examine the single biggest cost of most government jurisdictions: personnel costs. Working closely with the League of Oregon Cities and the Association of Oregon Counties, the state and the CPS research team identified 21 different city and county jurisdictions in Oregon and southwest Washington, in addition to using state of Oregon data. The Gateway Center for Domestic Violence, which opened in September 2010, is governed by the terms of an intergovernmental agreement between the City of Portland and Multnomah County, Oregon. The intergovernmental agreement established an Advisory Council. It also requires a formal evaluation of the Center. This report assesses the Gateway Center’s operation based on the success measures identified by the Gateway Center Advisory Council.

In order to obtain input from DAS customers and employees, the Department of Administrative Services (DAS), in partnership with the Executive Leadership Institute (ELI) at Portland State University, and Pivotal Resources Inc, conducted two surveys: one for customers and one for DAS employees. The purpose of the survey was to provide information to the HB 5002 External Working Group, and to inform and guide the change initiative at DAS.
The web-based customer survey was sent to State of Oregon employees electronically. Approximately 15,000 state employees and board members received the e-mail inviting them to participate in the customer survey. 1,656 …
