Cross-sector partnerships that combine the perspectives and needs of public, private, and nonprofit sectors have been used to address public policy challenges. Research has shown that trust and reputation among partners play an important role in the performance of partnerships. Trust has been positively associated with the reduction of transaction costs of partnerships, and therefore, this study used a Transaction Cost Economics (TCE) approach as the theoretical framework.

Why Local Governments Collaborate: Perspectives From Elected Officials And Local Government Managers On Regional Collaboration, Stephanie D. Davis

This study examined the factors that influence a local government’s decision to engage in regional collaborations. Analysis of 7 local government managers and eleven elected officials revealed that the decision to engage in regional collaboration was influenced by external factors, organizational factors, and internal motivations. Elected officials and local government managers identified a disaster occurrence, fiscal stress, outside agencies, jurisdictional benefit, and communication as key factors. Legal aid programs comprise a robust national infrastructure attempting to alleviate and reduce poverty. Since their proliferation as part of the War on Poverty, these organizations have provided individual civil legal assistance and engaged in collective legal and political strategies to advance systemic change. Starting in the 1980s, however, public policies have been enacted to cut funding and restrict the ability of federally funded legal aid programs to engage in collective and systemic advocacy. The purpose of this study was to explore the definitions, benefits, challenges, methods and perceived levels of current collaboration of Virginia’s 47 Soil and Water Conservation Districts, each a political subdivision of state government. In response to mandates from the federal government, many academic librarians face a new challenge to become service providers for research data management. A panel at RDAP14 convened representatives from Virginia Commonwealth University, James Madison University and a collaboration of seven New England libraries to discuss their strategies in response to the regulations when faced with limited resources. Nonprofit housing organizations primarily exist to address the housing needs of low-income residents, whose housing needs are not sufficiently met by the public or private housing market. NHOs are very similar to private corporations in their size, productivity and commitment to the “bottom line.” However, unlike private firms, NHOs are “mission driven” instead profit-driven corporations. The purpose of the study was to explore the definitions, benefits, and challenges of collaborations as used by nongovernmental organizations in their pursuit of public policy advocacy, and more specifically the role of NGOs as advocates in the public policy process.
