The Effects Associated With New Public Management-Inspired Change Within Juvenile Justice In New South Wales, Ann Dadich, Brian Stout, Hassan Hosseinzadeh

This study is the first to examine reactions to, and the management of organisational change within the juvenile justice sector through the public administration lens. This is achieved via a state-wide study on the introduction of a policy framework in eight juvenile justice centres to manage detainee behaviour. Data on centre demographics, framework implementation, and associated outcomes were analysed. Despite the common framework, the eight centres reacted to, and managed organisational change in disparate ways with disparate effects - some of which appear counterintuitive. This paper offers an Indigenous-centred, critical perspective on the Colonial Projects (Thomas, 1994) employed in settler-colonial contexts to negate, or at the very least nullify, the negative impact of two inter-related 'wicked problems' that are deemed peculiar to these jurisdictions: the high levels of Indigenous over-representation in the criminal justice system, and the impact of Indigenous resistance to the hegemony of the imposed, criminal justice systems deployed by settler-colonial states. The study and impact of the globalisation of crime control policy and related products have recently begun to receive significant attention from critical Indigenous scholars. Should there be a female age limit on public funding for assisted reproductive technology (ART)? The question bears significant economic and sociopolitical implications and has been contentious in many countries. We conceptualise the question as one of justice in resource allocation, using three much-debated substantive principles of justice—the capacity to benefit, personal responsibility, and need—to structure and then explore a complex of arguments. Capacity-to-benefit arguments are not decisive: There are no clear cost-effectiveness grounds to restrict funding to those older women who still bear some capacity to benefit from ART. As governments, communities and individuals grapple with how to deal with the avalanche of negative news regarding the environment, children are often left out of the decision-making processes. Traditional Western schooling is still dominated by the 'banking' method of teaching, in which knowledge is deposited into the minds of the children under an adult-centric educational paradigm. On any given day during 2006-07 there were approximately 6,000 young people in Australia under juvenile justice supervision. This amounts to 12,765 young people who spent time under supervision through that year and 10,675 of them were aged between 10 and 17. The majority received a non-custodial sentence, which includes community-based orders and good behaviour bonds, however 43% experienced some form of detention (AIHW, 2008). The number of young people under community-based supervision showed a distinct downward trend between 2003-04 and 2006-07 (AIHW, 2008). HIV continues to spread unabated in many developing countries. Here we consider the interventions that are currently in place and critically discuss the methods that are being used to evaluate them as reported in the published literature. In recent years there has been a move away from highly individual-oriented interventions towards more participatory approaches that emphasise techniques such as community-led peer education and group discussions.
