Boyd School of Law was hired by the state to conduct the audit. The purpose of the findings and recommendations of this audit are to assist in improving the Nevada …

Contract Management: A P.A. Education For Boundary Managers., M. Ernita Joaquin

Public Policy and Leadership Faculty Publications

Graduates of public administration programs might reasonably be expected to accurately spell out, even in their sleep, POSDCoRB. After all, it was Luther Gulick's rock-hewn formulation of the skills involved in public administration, circa 1937. Almost seven decades later, in their book Governing by Network, Stephen Goldsmith and William Eggers called for a
cultural transformation in the way we build capacity in the public sector, and, as I see it, crafting a new POSDCoRB for our time.

Organizational Credibility Counts, Christine G. Springer Sep 2008

Organizational Credibility Counts, Christine G. Springer

Public Policy and Leadership Faculty Publications

As economic stressors increase and voting participation decreases, it is important for public administrators to find ways to minimize the negative consequences of distrust in government and to rebuild credibility by making the necessary changes to organizational culture, improving business practices, working with the media to build new more positive relationships, and by accentuating the good news about progress made. Events like Hurricane Katrina tragically teach us how long lasting one negative event can truly be because it is truly a disaster not only for those directly affected but also for those indirectly involved due to its negative affect on …

An Economic Development Plan For Boulder City, Mel Barosay, Amber Z. Cunningham, Dollinda Fields, Silas Prince Aug 2008

An Economic Development Plan For Boulder City, Mel Barosay, Amber Z. Cunningham, Dollinda Fields, Silas Prince

UNLV Theses, Dissertations, Professional Papers, and Capstones

Boulder City is rich with natural resources such as abundant land, 50% of Hoover Dam's power generation at cheap rates, and a high priority right of Colorado River Water. In addition to low utility rates, Boulder City residents have the lowest property taxes by far compared to other cities in southern Nevada. Unfortunately due to needed infrastructure replacement and new expenses facing Boulder City, such as paying for a portion of the third intake at Lake Mead, revenue is no longer covering the city's expenses.

Through the previous group's (grad students of the Spring 2008 Semester) research, we combined both …

Plant Recruitment In A Northern Arizona Ponderosa Pine Forest: Testing Seed- And Leaf Litter- Limitation Hypotheses, Scott R. Abella Aug 2008

Plant Recruitment In A Northern Arizona Ponderosa Pine Forest: Testing Seed- And Leaf Litter- Limitation Hypotheses, Scott R. Abella

Public Policy and Leadership Faculty Publications

Seed availability and leaf litter limit plant establishment in some ecosystems. To evaluate the hypothesis that these factors limit understory plant recruitment in Pinus ponderosa forests, I conducted a seeding and litter removal experiment at six thinned sites in the Fort Valley Experimental Forest, northern Arizona. Experimental seeding of four native species (Penstemon virgatus, Erigeron formosissimus, Elymus elymoides, and Festuca arizonica) and raking of litter occurred in 2005. Seeding resulted in a substantial recruitment of 14 to 103 seedlings/m2 (1 to 10/ft2) one month after seeding for two species (P. virgatus and E. elymoides), but these densities subsequently declined by …

The Effects Of Daily Diabetina Tea Consumption On Glycosylated Hemoglobin, Fasting Glucose And Lipid Levels, And Body Mass Index In Normoglycemic Individuals, Lauren A. Emes, Daniel C. Benyshek Aug 2008

The Effects Of Daily Diabetina Tea Consumption On Glycosylated Hemoglobin, Fasting Glucose And Lipid Levels, And Body Mass Index In Normoglycemic Individuals, Lauren A. Emes, Daniel C. Benyshek

Undergraduate Research Opportunities Program (UROP)

Type 2 diabetes mellitus is a chronic disease responsible for high levels of morbidity and mortality in the United States, especially among some ethnic minority populations. Diabetina tea, a commercially-available herbal blend tea, is a well known herbal remedy for high blood sugar among Hispanic American diabetics. This study will examine the effect of twice-daily unsweetened Diabetina tea consumption over an 8 week period on glucose (sugar) and lipid (fat) metabolism. Potential effects of Diabetina tea consumption on glucose metabolism will be measured by glycosylated hemoglobin (HbA1c) and fasting glucose tests, while the potential effects of Diabetina tea consumption on …

Re-Framing Assessment: A Patron-Centered Approach, Jeanne M. Brown Aug 2008

Re-Framing Assessment: A Patron-Centered Approach, Jeanne M. Brown

Library Faculty Presentations

The Strategic Plan is a standard blueprint guiding library assessment activities. Many, if not most, Strategic Plans are organized along library departmental lines and/or library functions, and use language with which librarians frame their efforts—not language with which patrons would necessarily resonate. In an effort to drive home the concept that it is “impact on the patron” which should be the touchstone for all we do, the UNLV Libraries Dean and Assessment Librarian have created a framework which turns the Strategic Plan document on its head, making it patron-centric. From six goals, the UNLV plan was revised to focus on …

Goffman’S Biography And The Interaction Order: A Study In Biocritical Hermeneutics, Dmitri N. Shalin Aug 2008

Goffman’S Biography And The Interaction Order: A Study In Biocritical Hermeneutics, Dmitri N. Shalin

Bios Sociologicus: The Erving Goffman Archives

This paper examines the interfaces between Erving Goffman’s biography and theory. It rests on the premise that Goffman’s Behavior in Public Places can be profitably explored in light of Goffman’s behavior in public places, and vice versa. The tentative conclusion I have reached after examining available biographical accounts is that Goffman was a student of civility whose standards he flouted, that his demeanor was sometimes intentionally demeaning, his deference willfully deferred, and his incivility painfully obvious to those present. The argument is made that Goffman’s infringements on the interaction order were strategic, systematic, theoretically significant, and worthy of close study …

The Logic Of Movement: Consumption Logistics On The Las Vegas Strip, Robert Dean Aug 2008

The Logic Of Movement: Consumption Logistics On The Las Vegas Strip, Robert Dean

UNLV Theses, Dissertations, Professional Papers, and Capstones

The omnipresence of consumption in advanced societies is indisputable; spaces designed to facilitate consumption (or means of consumption) are one aspect of that presence. On the surface, these spaces appear to be quite harmless dreamworlds full of possibilities, but at another level they are highly instrumental, composed of various mechanisms that work to sell commodities through the manipulation of consumer behavior. I argue that consumption spaces express a logic of movement, and a consumption logistics, that is based on the commodity form and relatable to warfare that works to domesticate consumers into the commodity system. I engage in an exploratory …
