Assembly Bill 629 of the 2007 Nevada Legislature mandated that a performance audit of Nevada’s child welfare agencies be conducted. This legislation was passed in response to documented concerns regarding the appropriate provision of services by the agencies, including inconsistent data and multiple safety issues. The UNLV Research Team comprised of staff from the Nevada Institute for Children’s Research and Policy, the School of Social Work and the William S. Cultural Site Stewardship Program

The Clark County stewardship database is the only one of its kind among all Nevada counties. Funding for this database from Clark County is vital to maintaining the integrity and confidentiality of Clark County cultural resources.

Two programmers were hired to design and implement a relational database for the CSSP. During this quarter, a system was designed in ACCESS and has accomplished the following:

• Store personnel information and required documentation on volunteer site stewards. Names of all 3 52 stewards were inputted and fully populate the database. Ethics Statements and Volunteer Agreements unique to each steward are recorded.

During the past five years, virtual schools in the United States have gained popularity and acceptance as viable alternatives to the traditional school system through provisions for charter schools under Title V, Part B, Subpart 1 of the Elementary and Secondary Education Act of 1965 (ESEA), as amended by the No Child Left Behind Act of 2001. Cooperative Conservation: Increasing Capacity through Community Partnerships – Cultural Site Stewardship Program is a Round 4 Southern Nevada Public Land Management Act (SNPLMA)- funded project implemented by the University of Nevada, Las Vegas Public Lands Institute on behalf of and in cooperation with four Federal agencies. One of the first steps in addressing the problem of childhood lead poisoning is to identify the possible sources of exposure in specific communities and target high-risk populations with appropriate interventions. Due to several factors, such as lack of funding and lack of blood lead reporting, little information exists regarding the occurrence of childhood lead poisoning and the prevalence of potential exposure sources in the state of Nevada. Cultural Site Stewardship Program

A list of cultural sites unique to each of the four agencies is in the process of being compiled by the project manager. The first round, currently numbering more than 300 sites, is being defined in general categories by location and urgency for attention. Additions, refinements, and corrections will be ongoing.

Trainers for Nevada Heritage Site Stewardship were questioned in order to begin tailoring operating procedures for CSSP recruitment and training.

Cultural Site Stewardship Program

Although the task agreement formally commenced June 30, 2004, the agreement was not fully executed by both parties until July 22, 2004. Since that date, UNLV met with the Interagency Cultural Resources Team on July 23, 2004. Bobbie Antonich, Government Technical Representative for the National Park Service, and Nancy Flagg, Director of the UNLV Public Lands Initiative, brought the team up-to-date on the status of the task agreement, UNLV’s role in fulfilling the agreement.

After reviewing the progress of the Clark County GIS Vulnerability Project to date, it appears to me that now is an appropriate time to look to the end of the project, and use that to shape the next several steps. The NOAA guidelines may still have use, but it is more important that the project make progress than that it meet particular prescriptive steps.

Attention to several organizational issues will facilitate the efforts of the Clark County regional Pre-Disaster Mitigation project. Key considerations include defining terms efficiently, establishing and maintaining a clear timeline, determining rules for acceptability of new information, determining the nature and boundaries of concerns to be addressed, evaluating a full range of mitigation options, considering how to manage uncertainty, and ensuring stakeholder buy-in and participation. The NOAA seven-step process should serve as an operational template. Project participants should anticipate substantial uncertainty, and consider probabilistic methods (e.g. Monte Carlo analysis) for coping with uncertainty within a GIS framework.
