In response to recent reports and noted issues of prison crowding, NDCS (Nebraska Department of Correctional Services) contracted with NCJR (Nebraska Center for Justice Research) to investigate the impacts of crowding. Going beyond the CSG, CJI, and Master Plan reports (Council of State Governments, 2015; Criminal Justice Institute, 2022; Dewberry, 2023; JFA, 2020), NDCS requested NCJR identify which facilities and populations are impacted greatest via crowding. Further, findings provide areas of recommended changes needed to ease growth and help maintain safety and functionality of NDCS institutions. The relationship between abuse and offending is likely indirect, by way of mental illness and/or substance use disorder. However, the effects of abuse experiences prior to incarceration, as well as the impact of abuse perpetrator type and abuse timing on mental health and substance use outcomes, are underexplored in jail populations. The current analysis addresses this gap. In 2017, an assessment with 79 questions was administered to 4,713 individuals admitted to a large, Midwestern jail. The majority of the population (72.3%) reported no history of abuse, but 17.5% indicated a history of physical abuse, 3.2% a history of sexual abuse, …

In the wake of the Tulsa, Oklahoma hospital shooting in the summer of 2022, it was made clear that more security needed to be implemented in healthcare facilities. As a result, I inquired: What is the happy balance for healthcare facilities to maintain their accessibility to the public while also implementing security measures to prevent terrorist attacks? With that base, I give recommendations in the areas of cybersecurity, physical infrastructure, and physical and mental health, based off the existing literature and data gathered from terrorist attacks against hospitals over several decades.

As needs assessments are comprised of subscales that include non-observable, latent constructs, the comprehensive assessment of these items and scales is essential. Specifically, to ensure these tools are measuring offender needs as intended, their construct validity must be confirmed. The current project used a multi-level, multi-group analysis of the MPACT with a large, 10-state sample of youth. Building on previous work (see Mei et al., 2022), authors confirmed the dimensionality and reliability of the six MPACT needs domains. The purpose of this research is to understand who volunteers for Vocational & Life Skills (VLS) reentry programming in institutional and community correctional settings. We had three primary goals for this research note: 1) describe key differences between participants versus non-participants, 2) describe how VLS participants in facilities differ from participants in community VLS programs, and 3) describe key findings from our statistical models predicting who volunteers to participate in VLS programs. The violence seen at the U.S. Capitol Building on January 6, 2021 has sparked concern at the threat of domestic violent extremism (DVE) within the United States. Over 700 individuals have been federally charged in connection with the events of January 6 including almost 100 women. Women’s involvement in DVE is underestimated and understudied. This project utilized a corpus of over 1,000 court documents to content code variables relating to violence and DVE affiliation for the individuals who have been federally charged in relation to January 6th. Nebraska Division of Parole Supervision has created a violence-reduction (VRP) aftercare program and a CBI intervention which maintains an open group structure to effectively reduce the recidivism rate of high-risk parole clients, particularly those who have been identified as likely to reoffend violently and those who have previously failed on community supervision. Long-term goals are to ensure 1) the highest risk parole clients receive a higher dosage of evidence-based interventions, 2) the reduced use of parole sanctions and revocations and 3) a reduced overall recidivism rate for parole clients. Entertainment media regularly depict torture as effective. Indeed, most popular films contain torture—often outside of counterterrorism-specific plotlines. In the counterterrorism-specific context, watching a scene where torture works increases support for the practice. Yet counterterrorism-specific media is a niche genre, and we do not know if this holds for torture scenes more generally. We address this gap with a 4 (movie rating) x 3 (scene type) experiment with U.S. adults. While participants recognized that torture scenes are in fact torture, viewing these scenes did not impact support for the practice. The N-SAT is intended to standardize assessment of youth referred to diversion in Nebraska. It determines risk level of further involvement (1-year) in the justice system (i.e., delinquency/ criminality). It was not purchased “off the shelf”, rather was developed by the Nebraska Crime Commission (NCC). It is free for Nebraska agencies to use, provides domain scores for referral and treatment purposes, and is more accurate than other tools used in Nebraska.

What factors impact how people mobilize against state human rights abuses? Drawing on Image Theory, we examine how perceptions of an out-group, government abuse, and sociopolitical orientations impact political action. Using an online survey-embedded experiment with a sample of 2,932 U.S. adults, we manipulated two factors: (1) the level of government abuse and (2) the risk of punishment for taking action against the state, while also including social dominance orientation (SDO) and right-wing authoritarianism (RWA) as covariates. Do media frame attacks with Muslim perpetrators as “terrorism” and attacks with White perpetrators as the result of “mental illness”? Despite public speculation and limited academic work with relatively small subsets of cases, there have been no systematic analyses of potential biases in how media frame terrorism. We addressed this gap by examining the text of print news coverage of all terrorist attacks in the United States between 2006 and 2015. Controlling for fatalities, affiliation with a group, and existing mental illness, the odds that an article references terrorism are approximately five times greater for a Muslim versus a non-Muslim …

Biased Coverage Of Bias Crime: Examining Differences In Media Coverage Of Hate Crimes And Terrorism, Adam Ghazi-Tehrani, Erin M. Kearns

News media differentially cover violence based on social identity. How does media bias apply to terrorist attacks—typically “upward crimes” where perpetrators hold less power than targets—that are also hate crimes—typically “downward crimes”? We compare coverage of incidents that are both terrorist attacks and hate crimes to coverage of incidents that are just terrorism in the U.S. from 2006 to 2015. Attacks that are also hate crimes receive less media attention. Articles are more likely to reference hate crimes when the perpetrator is unknown and more likely to reference terrorism when the perpetrator is non-white in some models.

The Nebraska Center for Justice Research at the University of Nebraska-Omaha conducted an evaluation of Youth Impact! which was completed in 2014. Youth Impact! is the Douglas County implementation of the Crossover Youth Practice Model, as developed by Georgetown University’s Center for Juvenile Justice Reform. This project consisted primarily of: 1) a process evaluation, 2) an outcome evaluation, 3) a systems-impact analysis, and 4) a cost-benefit analysis. This evaluation suggested that the reduction in information silos across the juvenile justice and child welfare systems led to better decision-making because of interagency collaboration and information sharing, although agency professionals still faced …
