The overrepresentation of Black students in special education, particularly in the most restrictive educational placements, is well documented in the literature. In addition, Black students are disproportionately placed into far more segregated educational spaces than their same-aged White peers with similar dis/ability labels. With limited qualitative studies that center the voices of students of color labelled as severely disabled in restrictive educational settings, informed by the tenets of Disability Studies in Education (DSE), this study adds to the growing body of research foregrounding the voices of individuals with dis/abilities in telling their own story from their perspective through narrative portraiture. …

Afflictionary, Defining Disability and Chronic Illness Through Poetic Dictionary Entries is a poetry collection that uses the format of a dictionary to explore individualized experiences of both medical and non-medical words. The definitions and reference quotes that come before the poems come from the Oxford English Dictionary and various medical journals. The quotes act as a prompt or framework that helped shape the personal entries. They may echo the content in the poems, be placed in opposition, or complicate our understanding of the word. The Movement for Global Mental Health (MGMH) has been met with criticism for reifying Western conceptions of mental disorders and diverting resources from the investigation, intervention, and education regarding the social determinants of mental health. Advocates identifying as a person with a psychosocial disability are organizing to transform the MGMH from a top-down, individualized, and universal approach toward a rights-based conception that accounts for the cultural, political, and economic conditions that produce distress and disability. This dissertation aims at exploring the barriers to the adequate implementation of the legislation, policies and regulations related to the employment of women with disabilities in the Kingdom of Saudi Arabia in the private sector. It uses Article 27 of the United Nations Convention for Persons with Disabilities (CRPD) as an international standard. Students with disabilities who receive special education services are entitled under federal law, the Individuals with Disabilities Education Act, to have an Individualized Education Program (IEP) that includes measurable postsecondary goals and identifies the transition services that are needed in order for the student to reach those goals. Transition planning for students with disabilities in rural areas can be uniquely challenging due to lack of access to transportation, service providers, and accessible programs. Failure to prepare for postsecondary education or employment is correlated with life-long challenges, including poverty, un/under-employment, and limited educational attainment. The 2017 hurricane season in Puerto Rico brought rain and wind forces the likes of which had not been seen in 90 years on the island. Some say it will take at least ten years to recover from the damage caused to functional necessities such as roadways, assuming full recovery is possible. While the general populace in Puerto Rico struggled to recover, populations such as people with visual impairments experienced the struggle more acutely. The Patient Protection and Affordable Care Act (ACA) sought to improve the United States’ long-term services and supports (LTSS) system by expanding home and community-based services (HCBS). The ACA contained several optional Medicaid HCBS opportunities for states, including the Balancing Incentive Program, the 1915(k) Community First Choice personal care benefit, and the revised 1915(i) state plan benefit. This research examined these HCBS provisions to explain what factors determine whether states participate in the ACA’s new HCBS programs and, after adoption, what factors facilitate or impede implementation of these programs.
