High school graduation rate has become an increasingly important measure of school performance over the past fifteen years. Graduation is an important event, as studies have shown that failing to graduate from high school is associated with several negative consequences including lower lifetime wages, poorer health, and an increased likelihood of incarceration. This paper examines several district- and school-level variables that may impact the high school graduation rate in a given school, district or region.

When considering the quality of an education system, it is important to understand the resources available to students. Without proper resources, schools are unable to provide a quality educational experience, and students leave school unprepared to be fulfilled, productive members of society. School funding is therefore an important, and often controversial, topic in education policy. Arkansas’ public education system first ran into constitutional trouble over school funding in 1983 when the Supreme Court decided in Dupree v. Alma that the school funding formula was unconstitutional because it was based on valuations of the local tax base, not on the needs …

In this paper, we present the results of a random assignment evaluation on the Razor C.O.A.C.H. (Creating Opportunities for Arkansan’s Career Hopes) program. As the program started in the 2012-13 school year, this evaluation analyzes the impact of the program in its second year of operation and includes two cohorts of students. The focus of the comprehensive evaluation is the impacts of the program on students’ academic outcomes, short-term noncognitive outcomes, short-term college and career readiness outcomes, and post-secondary outcomes.

The 2013-14 school year marks ten years since the Arkansas General Assembly passed legislation to construct a new K-12 funding system in response to a 2002 Arkansas Supreme Court ruling in the decades-long court case, Lake View School District No. 25 v. Huckabee. The General Assembly established a foundation formula to provide adequate funding to districts across the state and created categorical funding to provide additional equity funding to districts based on need. In April 2014, the National Center for Education Statistics published a national report on state-level graduation rates in 2010-11 and 2011-12. The news was positive for the nation, as the national rate reached 80% for the first time, and for Arkansas, as students in the Natural State boasted higher than average rates in both years. While the statewide news was good, Arkansans may well be interested in the graduation rates of particular schools across the state.

The “Promise” strategy gained prominence with the announcement of the Kalamazoo Promise program in Michigan in November 2005. The program, known as a universal, place-based scholarship initiative, offers full college tuition to any Kalamazoo Public Schools graduate attending a public college in Michigan. In January 2007, El Dorado, Arkansas announced the El Dorado Promise: a new program that guaranteed that high school graduates from the area can afford college thanks to a $50 million gift from the Murphy Oil Corporation. The El Dorado Promise is modeled after the Kalamazoo program; scholarships are not based on students’ grades in high school …

Public school choice is an umbrella term for policies that allow students to enroll in a public school other than their residentially-assigned school. Public school facilities funding was approached somewhat differently from the remainder of the work on public schools resulting from Lake View. A primary concern regarding school facilities was the lack of a comprehensive assessment of some 1200 schools in the state in over 250 independent public school districts. The public education system in Arkansas has undergone a significant transformation during the past ten years. This has come about as a result of several factors including the passage and implementation of federal legislation known as the No Child Left Behind Act, the ruling by the Arkansas Supreme Court in the Lake View case, and the legislation and executive decisions resulting from the efforts to create an equitable and adequate system of public education in the state.

Across Arkansas, it is safe to say that districts are interested in hiring the best teachers; but how do district leaders attempt to recruit and hire the most effective teachers? How do district leaders attempt to identify which teacher candidates will be the most effective? Recently, a number of school districts have an even greater reason for their new hires to be excellent teachers, because these districts have schools that have been labeled as focus or priority schools, resulting from poor academic performance.

State education policymakers in Arkansas, and in all states around the country, take great interest in the state assessment scores published each year and are pleased when they are able to present positive results. This has certainly been the case in Arkansas with the annual publication of the results of student performance on the state Benchmark exams. While the state exams provide useful information that allow policymakers to compare schools and districts within Arkansas, they do not allow policymakers to assess the performance of Arkansas students relative to other students in the nation.

School funding has been an area of contention in the courts of nearly every state. Many of these court cases have challenged the constitutionality of state funding formulas, arguing the funding system was inadequate or inequitable because poor urban or rural districts often faced a disadvantage in garnering tax dollars for education. Specific to Arkansas, in the 1983 decision Dupree v. Alma School District, the Arkansas Supreme Court declared the state’s funding system was not meeting its constitutional requirements.
