A Robust Hausman-Taylor Estimator, Badi Baltagi, Georges Bresson

This paper suggests a robust Hausman and Taylor (1981) estimator, here-after HT that deals with the possible presence of outliers. This entails two modifications of the classical HT estimator. The first modification uses the Bramati and Croux (2007) robust Within MS estimator instead of the Within estimator in the first stage of the HT estimator. The second modification uses the robust Wagenvoort and Waldmann (2002) two stage generalized MS estimator instead of the 2SLS estimator in the second step of the HT estimator. Small Sample Properties And Pretest Estimation Of A Spatial Hausman-Taylor Model, Badi Baltagi, Peter H. Egger, Michaela Kesina

This paper considers a Hausman and Taylor (1981) panel data model that exhibits a Cliff and Ord (1973) spatial error structure. We analyze the small sample properties of a generalized moments estimation approach for that model. This spatial Hausman-Taylor estimator allows for endogeneity of the time-varying and time-invariant variables with the individual effects. For this model, the spatial effects estimator is known to be consistent, but its disadvantage is that it wipes out the effects of time-invariant variables, which are important for most empirical studies. Monte Carlo results show that the spatial Hausman-Taylor estimator performs well in small samples.

The robustness of the LM tests for spatial error dependence of Burridge (1980) and Born and Breitung (2011) for the linear regression model, and Anselin (1988) and Debarsy and Ertur (2010) for the panel regression model with random or fixed effects are examined. While all tests are asymptotically robust against distributional misspecification, their finite sample behavior may be sensitive to the spatial layout. To overcome this shortcoming, standardized LM tests are suggested. Monte Carlo results show that the new tests possess good finite sample properties. An extensive literature that examines the relationship between family structure and children’s outcomes consistently shows that living with a single parent is associated with negative outcomes. Few studies, however, directly test the relationship between family structure and outcomes for the child once he/she reaches adulthood. We directly examine, using the Panel Study of Income Dynamics, whether family structure during childhood is related to the child’s economic wellbeing both during childhood as well as adulthood. Our findings suggest that the economic wellbeing of children of mothers who experience a marital dissolution and remarry are no different from the children of mothers …

This brief shows the impact of OIF and OEF National Guard and Reserve veterans' mental health problems on their likelihood of employment. This study, unusually, found that less than half of the surveyed National Guard and Reserve service members had obtained employment by 45-60 days post-mobilization, despite their possible mental health problems. Suggestions for future research include gathering information from all potential survey participants, as well as service members entering the civilian workforce, beyond the first 45-60 days post-deactivation, rather than within this period.

This research studies non-combat related aggressive behavior in service members and the influence of protective factors. Veterans with protective factors, such as having positive social support, are less likely to engage in violence, and therefore expanding social support programs are beneficial. Future research should consider exploring various components of work life in relation to potential aggression.

This study focuses on post-traumatic stress disorder (PTSD) among female veterans, and found that about 10.2% of female veterans using the VA in 2009 had a diagnosis of PTSD, compared to 7.8% of their male counterparts. In practice, occupational program facilitators and health professionals should focus on creating interventions that target the needs of veterans with multiple diagnoses. For policy, policymakers should also focus on initiatives that serve both female veterans with multiple diagnoses and health professionals providing care to these veterans. Estimation And Prediction In The Random Effects Model With Ar(P) Remainder Disturbances, Badi Baltagi, Long Liu

This paper considers the problem of estimation and forecasting in a panel data model with random individual effects and AR(p) remainder disturbances. It utilizes a simple exact transformation for the AR(p) time series process derived by Baltagi and Li (1994) and obtains the generalized least squares estimator for this panel model as a least squares regression. This exact transformation is also used in conjunction with Goldberger’s (1962) result to derive an analytic expression for the best linear unbiased predictor. The performance of this predictor is investigated using Monte Carlo experiments and illustrated using an empirical example.

This study examines the relationship between psychiatric status and work impairment among OEF/OIF veterans enrolled in VA healthcare. In practice, mental health services are a high priority for the Veterans Administration, which is now focused on integrating behavioral health services into primary care so OEF/OIF veterans face fewer obstacles in obtaining and sustaining psychiatric care. In policy, policymakers should integrate veterans’ health programs with systematic assessment functioning, and develop treatment geared towards addressing impaired job performance. This study analyzes the effect of experiencing combat on the physical and mental health of female veterans as compared to male veterans. For policy and practice, the research shows that female veterans who experienced combat might not reach out for health services, and therefore those barriers should be identified and addressed. Suggestions for future research include conducting studies with larger sample sizes and representative samples, as well as addressing the interpersonal stress female veterans experience.

This research examines stress on spouses and children as a result of family deployment during the Operation Enduring Freedom and Operation Iraqi Freedom, and found that the cumulative length of parental deployment was associated with an increased risk of child depression. This study indicates that children who have experienced more cumulative months of combat deployments over their lifetime are at a greater risk for psychological distress, and would benefit from policy that promotes programs addressing the needs of families during deployment and upon return from active duty. This study investigates how the severity of PTSD symptoms relates to employment and earnings. It found that veterans with more severe symptoms of PTSD were more likely to work part-time or not at all rather than have full-time work. In practice, treating PTSD, even if some symptoms remain, could result in better employment outcomes for veterans. In policy, policymakers should consider providing previously successful programs focused on veterans with PTSD for individuals with other mental health conditions. This brief is about the experiences and preferences for reproductive health care services among female veterans. In policy and practice, the VA should expand communication efforts to ensure that female veterans know the reproductive health services that are available to them, include more advanced fertility care, and widen the range of healthcare choices available to veteran women; the VA should look into covering healthcare for newborns and expanding access to infertility services. Suggestions for future research include using a random, nationally representative sample of female veterans, and looking at gender discrimination's potential impact on their quality of care.

The research in this brief shows that there is a negative association within combat deployment, military families, and spousal relationships. These groups need the proper resources to have successful family reintegration, and additional issues during this process can be exacerbated by pre-existing psychological trauma and family issues. Behavioral Couples Therapy (BCT) is a potential solution to relieving these challenges. Future research in this field should include additional research into types of therapies and their effects on comorbidities in military families, as well as empirical research into elements which might help prior to deployment.

This piece reports on some of the significant research and activities within the knowledge commons arena since the publication of Charlotte Hess and Elinor Ostrom’s co-edited book Understanding Knowledge as a Commons in 2007. Hess uses this overview to identify major lacunae in the study of the knowledge commons. First, the relationship between local, indigenous knowledge and more globalised forms of knowledge is poorly understood. Second, the principles of local commons have not yet been tested against global commons, which may be characterised by regional inequalities. It is well known that the standard Breusch and Pagan (1980) LM test for cross-equation correlation in a SUR model is not appropriate for testing cross-sectional dependence in panel data models when the number of cross-sectional units (n) is large and the number of time periods (T) is small. In fact, a scaled version of this LM test was proposed by Pesaran (2004) and its finite sample bias was corrected by Pesaran, Ullah and Yamagata (2008). This brief is about quality care for elderly veterans and how mental health of the patient can impact caregiver burden. For practice and policy, healthcare providers should include family caregivers in decisions about best course of care for elderly veterans, caregivers should communicate with physicians on the things that increase caregiver burden, and veterans' health organizations should create programs for caregivers to address caregiver burden. Suggestions for future research include using data from different points in time and looking at elderly veterans' health experiences outside of the VA system.
