This paper outlines a theory of project appraisal wherein the neoclassical premises of conventional cost-benefit analysis are replaced by their Keynesian counterparts. The paper shows how the social rate of return on investment, the private and social rates of discount, and other concepts used in cost-benefit analysis may be modified to take account of the income externalities generated by the multiplier, mark-up pricing, and the causal priority of investment over saving.

Ranking Serials In Ocenography: An Analysis Based On The Indian Contributions And Their Citations, Tapaswi M. P, Maheswarappa B. S

An analysis of serials preferred and cited in various communications by the Indian oceanographers during 1963 to 1992 is presented. A shift in preference of serials from general sciences to oceanography (interdisciplinary) and to core subject in oceanography is noticed. The contributions to Indian serials showed a decrease. The implications of this trend are discussed. The rank list of serials cited by Indian oceanographers was correlated with the rank list of serials cited at international level. A negative correlation with a marginal difference of-0.214 is observed between these two rank lists. This difference is attributed to studies from different geographical …

Mexico’s Federal Electoral Institute (IFE) suffers from a dualistic and ambiguous internal structure. On the one hand, the electoral codes confers considerable powers to the Institute’s administrative organs. On the other hand, it endows the General Council, IFE’s superior body of governance and oversight, with legal responsibilities so fundamental, comprehensive, and open that they tend to subvert administrative autonomy. According to the institutionalist interpretation offered in the present essay (on the basis of a series of open-ended interviews with leading representatives of the Institute), the General Council tries to resolve these structural contradictions to its benefit by recentralizing decision-making power. …

Mental health parity legislation could substantially reduce the degree to which financial responsibility for the treatment of mental illness is shifted to government, especially state and local government. There is substantial evidence that both mental health and addictions treatment is effective in reducing the utilization and costs of medical services. There appears to be a lack of substantial evidence to discourage Florida from pursuing mental health and substance abuse parity legislation.

The primary aims of this paper are (a) to examine the importance of cultural norms and what part they play in requiring us to tolerate others out of respect, and (b) to formulate some guidelines designed to prescribe boundaries to liberty and tolerance conducive to safeguard the rights of individuals and, in turn, democracy. I argue that a liberal democracy can interfere in the business of its sub-cultures when some cultural norms subvert the basic principles upon which a liberal society is founded. The tax office wins most cases in Japan. We think about why this might be. We find that although judges who rule in favor of the taxpayer do not suffer in their future careers, if the loser-- whether governemnt or taxpayer-- appeals and wins, the reversed judge's career does take a turn for the worse. This implies that the government cares more about accurate judging than about pro-government judging.
