The capacity of state institutions is central to the efficient delivery and management of infrastructure. The paper examines two models for improving the skills of managers in central and line agencies of government for infrastructure procurement and management in emerging economies. The first examines the role of the Public Private Partnership (PPP) unit, a specialist agency equipped with the technical capabilities, transactional experience and budget to provide training and assistance to line agencies for the effective delivery of infrastructure projects. Improving Bid Efficiency For Humanitarian Food Aid Procurement, Aniruddha Bagchi, Jomon Aliyas Paul, Michael J. Maloni

The competitive bid process used by the US Department of Agriculture (USDA) to procure food supplies and transportation services for humanitarian food aid is subject to bidder gaming that can increase prices and deter competition. Additionally, suppliers and carriers are matched after bid submission, preventing synergies from coordinated planning. Given these concerns, we determine the optimal auction mechanism to minimize gaming then justify pre-bid planning between suppliers and carriers using properties of the cost distribution functions. We operationalize these changes with a uniform price auction. The improved mechanism should deter gaming, enhance bid participation, and increase delivered food aid volumes.

Organizations may view outsourcing as a way to manage risk. We developed a decision-analytic approach to determine which risks the buyer can share or shift to vendors and which ones it should bear. We found that allocating risks incorrectly could increase costs dramatically. Between 1995 and 1998, we used this approach to develop the request for proposals (RFP) for the US Department of Energy’s (DOE’s) privatization initiative for the Hanford tank waste remediation system (TWRS). In the model, we used an assessment protocol to predict how vendors would react to proposed risk allocations in terms of their actions and their …
