The Warren Court went to great lengths to expand criminal defendants' rights, and in doing so it frequently relied on state majoritarian institutions' policies or international norms to accomplish its goals. The Court and justices were almost twice as likely to use state laws than international policies in their reasoning. The Court was also almost two-and-a-half times more likely to use state or international policies in its rationale when deciding in favor of the criminal defendant in relation to the state's interest.

This study operationalized the Four Worlds model for mass media values in a new context — that of a foreign-language newspaper serving a recent-immigrant community within a First World society, namely a Hispanic community in central Arkansas, in the United States. The study established baseline representations of previously described “First World” and “Fourth World” values in a mainstream central Arkansas newspaper, and in Cherokee and Koori newspapers. This study demonstrates the taxation burden applied to Australian superannuation. The superannuation schemes and supporting taxation systems of five OECD countries are reviewed. A hypothetical scenario is applied to demonstrate the imbalance of the Australian system relative to comparable nations. Given concerns about the aging population, this research supports calls for further reforms to the taxation of superannuation in Australia, highlighting the need to make superannuation taxation policies more consistent with government efforts to encourage superannuation savings and self-funded retirement.

This session will explore challenges and opportunities in hosting mid-career international scholars by examining two Fulbright programs (Humphrey Fellowships and Scholars-in- Residence) that are unique in requiring U.S. institutions to initiate the application process. Panelists will discuss how these programs: foster a mutual exchange of knowledge and understanding; help U.S. institutions of higher education advance their international presence; assist in faculty and curriculum development; and diversify and enrich their campus and the surrounding host community.

This paper looks at the growing trend of calls for reform, under the guise of globalisation. Such calls are/have been made by the current Australian Federal Government (AFG) in their national policy setting role. What is relevant to this paper is the AFG’s involvement in accounting standard setting, and their push for International Harmonisation (IH) of Australian Accounting Standards (AAS), through full adoption of international accounting standards set by an international standard setting body. South Asia has the largest concentration of child labour and of children not participating in school education. This paper aims to examine the trends in the incidence of child labour in five countries of the region, for the period 1965-1995 and to to delineate patterns in socio-economic correlates relevant to this issue. Multilateral organizations and national governments need to focus the greater part of their efforts on the children most at risk-i.e., those in morally and physically hazardous occupations. The national governments must focus more on agriculture and home-based occupations in the informal sector which account for a large amount …

The Workgroup on public education was brought together to formulate an international perspective on public education for the important public health challenge of increasing colorectal cancer screening. The focus of the group did not include professional education, which is an important channel for public education, since another Workgroup covered that topic. The results of the Workgroup represent an expression of expert opinion and did not include a comprehensive review of the literature. However, the recommendations for further research may stimulate a more in-depth examination of the literature in some areas and generate ideas for investigation.

Many believe that social capital fosters the accumulation of human capital. Yet international university students arrive in their host country generally denuded of social capital and confronted by unfamiliar cultural and educational institutions. This study investigates how, and to what extent, international students renew their social networks, and whether such investments are positively associated with academic performance. We adopt a social capital framework and conduct a survey of international students at a typical Australian university in order to categorise and measure investments in social capital renewal, and test a multivariate model of academic performance that includes social capital variables, amongst …

An international study compared methods used to monitor and evaluate the outcomes of university research in the United States, Canada, the Netherlands and elsewhere. It aimed to provide a foundation for improving the evaluation of research and research training in Australian universities. Evaluation methods were considered in terms of their audience, the type of outputs, outcomes or impacts being measured, and the types of research funding support schemes to which they were applied. The study found that Australian research agencies are generally in line with ‘common practice’ in the countries studied, and in some cases in advance of it. The …

For this project, we assemble a new dataset consisting of more than 25,000 residential and business broadband plans from all OECD countries from 2007–2009. We explore three issues: the relationship between plan components—such as metering—and consumer prices, price changes over time, and how broadband prices vary across countries.
This paper, part 2 of the project, studies prices and price changes over time in the United States and other OECD countries. We find that residential prices in the U.S. remained fairly stable overall in this time period for both standalone and triple play (voice, video, and data) plans, though prices for …
