Scholarly research on diversity, equity and inclusion (DEI) in the decision sciences is largely concentrated in areas of management and organization design. However, DEI is relevant to other domains of inquiry, and can be understood in terms other than economic efficiency and organization effectiveness. I discuss what a research agenda in decision sciences would look like if DEI, and a focus on social costs and benefits and social justice were central to this work. Examples to be discussed include: the new economy, climate resilience and disaster response, and human services.

Equity In Transportation Planning: An Analysis Of The Boston Region Metropolitan Planning Organization, Marcos Luna

This article presents an analysis of representational equity within the Boston Region Metropolitan Planning Organization (MPO). MPOs are regional transportation organizations that exert significant influence over state transportation planning and the allocation of funding. The analysis shows that under almost any voting or membership configuration, population representation is correlated with racial and ethnic composition. This outcome is not just a function of the system of representation but also the geography of residential segregation. The results of this analysis highlight the problem of creating systems of equitable representation within the context of preexisting and persistent social inequalities.

In our 2011 paper “The bounds of smart decline: a foundational theory for planning shrinking cities,” we outline five propositions for just planning processes in cities losing population: inclusion, deliberation, recognition, transparency, and scale-appropriateness. Each proposition addresses a perceived weakness of planning processes in shrinking cities, and with each we list a set of actions planners can take in “moving the dial” toward more just outcomes. In this article, we test this theory to what we call Baltimore’s Abandoned Housing Strategy, a series of citywide policy interventions intended to facilitate the productive reuse of vacant and abandoned properties. Developments in the law are making the corporate form more opaque and allowing the agents who animate it to escape individual accountability for their actions. The law now provides protection for agents to engage in widespread frauds that inflict massive harm on the public. This article challenges the academic orthodoxy that shareholder and director liability are enough to control agent behavior by developing a paper dragon analogy to focus on the importance of agents in corporate animation. It provides compelling evidence that shell-hardening pushes and disguises the way that corporations and agents commit large-scale wrongdoing, and it traces the contributing legal streams that protect the agents who engage in this behavior. The only way to combat widespread frauds that inflict damage on the public is for the corporate shell to be-come less opaque.

Numerous studies in the finance literature have investigated technical analysis to determine its validity as an investment tool. This study is an attempt to explore whether some forms of technical analysis can predict stock price movement and make excess profits based on certain trading rules in markets with different efficiency level. To avoid using arbitrarily selected 26 trading rules as did by Brock, Lakonishok and LeBaron (1992) and later by Bessembinder and Chan (1998), this paper examines predictive power and profitability of simple trading rules by expanding their universe of 26 rules to 412 rules. Market and property-rights based approaches to environmental problems have been heavily promoted by conservative think tanks. Consequently policies such as emissions trading, water markets, tradeable fishing quotas and conservation banking pervade environmental policy in English speaking nations. They have enabled the corporate neo-liberal agenda of deregulation, privatisation and an unconstrained market to be dressed up as an environmental virtue. Although ambiguity exists regarding how states must respond to the mandates of Fordice to dismantle dual systems of education in previously segregated states, several scholars note Fordice should manifest itself in the enhancement of public Black colleges. Managing for social equity performance has long been a goal without much guidance for public managers. We examine social equity performance in the context of indirect governance through the administration of grant programs and, more specifically, the matching of policy responses (grant funding) to social needs. Grant program managers must allocate funding to match needs while also ensuring accountability, but common administrative models that rely on competition can undermine social equity performance.
