ICCS 2016 was the second cycle of the IEA Civic and Citizenship Education Study (ICCS). ICCS studies the ways in which education systems from around the world prepare young people to undertake their roles as citizens in society. In Latin America, this area of learning is set within particular challenges and contexts. Compared to established Western democracies, most countries in this region returned to democratic rule only three or four decades ago or even more recently, and their political, social, and economic stability continues to be called into question. This is a review essay of The Two Faces of American Freedom, by Aziz Rana. The book presents a new and provocative account of the relationship between ideas of freedom and the constitutional structure of American power. Through the nineteenth century, Rana argues, America’s constitutional structure was shaped by a racially exclusionary, yet economically robust, concept that he calls “settler freedom.” Drawing on the burgeoning interdisciplinary field of settler colonial studies, as well as on the vast historical literature on civic republicanism, Rana contends that the concept of settler freedom necessitated a constitutional framework that enabled rapid territorial expansion and …

Immigration regulation is defined here as any policy that has the objective of encouraging or discouraging immigration. There are two major categories of immigration regulation: those policies that directly affect the inflow of immigrants and those that influence the everyday lives of immigrants and processes related to the acquisition of legal permanent residency or citizenship. Immigration regulation is quite diverse across time and space; immigration policy is fluid and dynamic and is affected by socioeconomic, cultural, and political factors. This article describes a cultural production process called religification, in which religious affiliation, rather than race or ethnicity, has become the core category of identity for working-class Pakistani-American youth in the United States. In this dialectical process, triggered by political changes following the September 11 terrorist attacks, the Muslim identity is both thrust upon Pakistani-American youth by those who question their citizenship and embraced by the youth themselves. The headscarf debate in France exemplifies what is widely perceived as the battle between a culture-free citizenship and a culturally-laden other. This battle, however, presumes the existence of a neutral state that must either tolerate or ban particular cultural differences. In this Article, I challenge that presumption by demonstrating how both cultural difference and citizenship are imagined and produced. The citizen is assumed to be modern and motivated by reason; the cultural other is assumed to be traditional and motivated by culture. Yet citizenship is both a cultural and anti-cultural institution: citizenship positions itself as oppositional to culture, even as …

With the deployment of technology, federal programs to enlist state and local police assistance with immigration enforcement are undergoing a sea change. For example, even as it forcefully has urged invalidation of Arizona’s S.B. 1070 and similar state laws, the Obama administration has presided over the largest expansion of state and local immigration policing in U.S. history with its implementation of the “Secure Communities” program, which integrates immigration and criminal history database systems in order to automatically ascertain the immigration status of every individual who is arrested and booked by state and local police nationwide. Proxy Citizenship And Transnational Advocacy: Colombian Activists From Putumayo To Washington, Dc, Winifred Tate

Proxy citizenship is the mechanism through which certain rights of citizenship—the ability to make claims for redress to a state—are conferred on activists through relationships with NGOs. Focusing on advocacy from within the policy process, U.S. and Colombian NGOs channeled political legitimacy and rights of access to Colombians, whose claims emerge from the experience of governance as articulated through testimony. This process, and its roots within the shared history of the Putumayo region of Colombia and Washington, DC, reveals emerging practices of citizenship claims and transnational political participation.

This project is a partnership involving the University of Wollongong, Apple Computers, WIN Television and participating schools, supported with a grant from the Australian Research Council. Schools participating in the project are involved in the analysis and creation of news items for television. This inquiry attempts to address the question: How has the Singapore city-state used its education system in integrating three important cornerstones of nation-building? Using selected data from the National Orientations of Singaporeans Survey complemented by policy documents, this article explores three specific questions: (1) How is citizenship education pursued? (2) How is national identity forged? And (3) How is political socialization engendered? The inquiry concludes with challenges that the Singapore education system faces as it tries to address its nation-building project.

Should citizenship status confer social rights independent of an individual’s economic contribution? This study approaches this question through looking at social settings in which answers are contested. Specifically, it documents and analyzes qualitative semistructured interviews and focus group interviews with 221 Singaporean citizens. As such, it complements existing critical policy studies on shifting conceptualizations of social citizenship and the rise of neoliberal governance. Data analysis illustrates interviewees’ perceptions and lived experience of neoliberal, or ‘market citizenship’, bias in state population policy. Interviewees, moreover, find existing pronatalist incentives helpful but insufficient, largely because they see a decision to have more children …

Role Expectations As Antecedents Of Citizenship: The Moderating Effects Of Work Context, Erich C. Dierdorff, Robert S. Rubin, Daniel G. Bachrach

In this field study of 198 incumbents, we examine how facets of work context affect the relationship between employees’ role expectations and supervisor ratings of their citizenship. Building on an emerging focus in the citizenship literature, we expand the scope of role perceptions to capture employees’ beliefs about the importance of various work activities and worker attributes needed for successful role performance (i.e., role expectations). Results support the role theory framework that we develop and suggest that aspects of both the social and task context moderate the relationship between employees’ role expectations for prosocial role requirements and citizenship. This paper examines changing German and Korean policies towards transborder coethnics (Germans in Eastern Europe and the former Soviet Union, and Koreans in Japan and China) during the high Cold War and post-Cold War eras. The paper contributes to the emerging literature on transborder forms of membership and belonging by highlighting and explaining the selective, variable, contingent, contested, and revocable nature of states’ embrace of transborder coethnics. The explanation highlights the relationship of transborder populations to predecessor polities; changing geopolitical contexts and domestic political conjunctures; the constitutive, group-making – and group-unmaking – power of state categorization practices; and the enduring …

‘We’Re Just Like The Irish’: Narratives Of Assimilation, Belonging, And Citizenship Among Arab American Activists, Caroline Nagel, Lynn Staeheli

This paper examines narratives of assimilation and belonging as activists attempt to position Arab-Americans as citizens and full members of the American polity. In interviews with activists, the experience of the Irish as immigrants and citizens was often invoked as the paradigmatic example of how immigrants are incorporated as citizens—an example that activists promoted as one that Arabs would follow. By invoking the Irish experience, activists hope to remind Americans that immigration history is not one of effortless assimilation, but is rather characterized by systematic exclusion and marginalization. In so doing, they articulate narratives of assimilation and belonging that draw …
