The objectives of Japan’s national energy policy today are defined by the Ministry of Economy, Trade, and Industry (METI) as the ‘‘four Es’’: energy security, environmental protection, economic efficiency, and economic growth. Although each goal is separately crucial to the long-term national good, implementation and compatibility of these four objectives have been in conflict for much of the time since World War II. The second largest economy in the world, Japan in the year 2000 represented 0.28% of the world’s landmass, 2.1% of the world’s population, and 15.3% of the world’s gross domestic product.
