The Social and Cultural History of the Five Civilized Tribes was commissioned by the Smithsonian Institution for inclusion in their series, Handbook of North American Indian, Volume 14, Southeast. The manuscript was dictated to tape in 1979 in Eastern Oklahoma by Mr. Thomas. The transcript was developed by the Native American Studies Program at Claremore college (now Rogers State college) and edited/revised by Mr. Fink. The manuscript was never published.

When Does Majority Rule Supply Public Goods Efficiently?, Ted Bergstrom

H.R. Bowen showed that if voters have equal tax shares and if marginal rates of substitution are symmetrically distributed, then majority voting leads to efficient provision of public goods. These conditions are not likely to apply in a community with asymmetric income distribution. This paper defines a new idea for public goods allocation, a "pseudo-Lindahl equilibrium" which combines majority voting with tax rates that depend on income and other observable characteristices in such a way that the majority rule outcome is Pareto optimal for an interesting class of societies. The informational requirements for implementing pseudo-Lindahl are much less stringent than …

In this Article, Professor Baron challenges the position taken recently by Dr. Arnold Relman in this journal that the 1977 Saikewicz decision of the Supreme Judicial Court of Massachusetts was incorrect in calling for routine judicial resolution of decisions whether to provide life-prolonging treatment to terminally ill incompetent patients. First, Professor Baron argues that Dr. Relman's position that doctors should make such decisions is based upon an outmoded, paternalistic view of the doctor-patient relationship. Second, he points out the importance of guaranteeing to such decisions the special qualities of process which characterize decision making by courts and which are not …

After a brief outline of the macro- and micro-model approaches to shopping, a perception and spatial behavior model is selected as a framework for the research study. The study aims to identify the variables constituting the mental image of a consumer's shopping environment and which of these variables are considered important in spatial choice. Statistically significant differences in the preferences of shoppers are found based on the type of township the shopper lives in, the purpose of the shopping trip, and the shopper's income group. An Agentive Perspective Of Urban Planning, Nicholas Patricios
Nicholas Patricios
An agentive model of person-environment relations is proposed based on environmental behavior research. The agentive process consists of three stages: awareness of information in the phenomenal environment; perception and cognition - construal - of the environmental information; and action in the behavioral environment. The agentive model of urban planning brings together theory and practice and would assist efforts to resolve conflicts and achieve consensus in urban planning transactions.

This paper summarizes the early results of the two systemwide off-peak free-fare transit experiments being conducted in Trenton, New Jersey, and Denver, Colorado. These experiments, which are sponsored by the Urban Mass Transportation Administration (UMTA) under its Service and Methods Demonstration Program, are the first free-fare programs of such size and comprehensiveness. The demonstrations have already provided a number of interesting, if still tentative, conclusions. The first major conclusion is that, while free fare induces large and sustainable ridership gains (19 percent in Trenton and 34 percent in Denver), the general aggregate behavior of the population in making their modal …
