Extensive research has found that there are differences in reported levels of fear of crime and associated protective actions influenced by socio-demographic characteristics such as race and gender. Further studies, the majority of which focused on violent and property crime, have found that specific demographic characteristics influence fear of crime and protective behaviors. However, little research has focused on the influence of socio-demographic characteristics on perceptions, and protective actions in response to the threat of terrorism. This study seeks to capture the responses of regular Americans to explore if the role of anger in responses to terror attacks, with the goal of answering two related questions: 1) Is anger an essential emotion in public reactions to terror attacks? and 2) What are the ramifications of including anger in a model of public reactions to terrorism? This paper argues that many of the negative aspects of responses to terrorism come from the anger that terrorism invokes in victim populations. Anger elicits the desire for revenge in the victim population as well as distrust of the terrorists' co-ethnics. …

The purpose of the article is to examine the meaning of habeas corpus in the age of the war on terror and the detention camps at Guantanamo Bay. Since the war on terror was declared in 2001, the writ has been invoked from quarters not normally considered within the federal courts’ domain. In this article, I set out to do two things: first, I provide an overview of the writ’s history in the United States and explain its connection to federalism and unlawful executive detention. Mass fear has been posited as the main emotional outcome of terror attacks. Indeed, the term “terrorism” itself emphasizes that such attacks are meant to stoke fear. Yet, a critical piece of the post-terror attack dynamic has been largely ignored: the public rage that comes in response to terror attacks. In this paper, we analyze the equilibrium responses (in terms of defense, R&D and preemption) to a potential terrorist attack in a two-country framework (Home and Foreign) using a multi-stage game with imperfect information. We highlight three different types of strategic interactions: (a) how the choice of defense, R&D and pre-emption affects the choice of the same in the other country (strategic interdependence across countries); (b) the strategic interaction between the instruments of terrorism deterrence, namely, defense, R&D and pre-emption in a given country and (c) the strategic interaction between the terrorist and the defender. Between 2005 and 2010 Dutch Special Operations Forces (SOF) carried out three mission in Afghanistan. The authors describe these missions in which both Army SOF and Marine SOF took part. They describe SOF and analyze the planning and execution of SOF missions. Further, they discuss the insights and developments that resulted from these experiences. By doing this, they not only clarify but also explain recent developments in the Dutch SOF realm. The lessons learned and best practices identified are a sound foundation for the future of Dutch SOF. This article presents an analysis of the Canadian government's research and policy-making processes in connection with oppositional political terrorism during the time between the McDonald Report (1977) to the Third Kelly Committee (1999). In particular, the article examines this subject by reviewing popular, scholarly, and governmental literature; relying on personal experiences; and, most importantly, focusing on information gathered during a series of interviews with key informants conducted over a 14-year period. The article concludes with a list of factors that impeded government research and policy development connected with this subject and policy area and a handful of suggestions for overcoming …

West Africa and increasingly some of its Sahelian states namely Burkina Faso, Mali, Mauritania and Niger are prey to a number of factors that make them suceptible to illicit trafficking, organized crime and terrorism. They are ranked among the most vulnerable 10 out of the 177 countries listed in this context. The structural weakness of the Sahelian states economies, characterized by small domestic markets and an over-reliance on only one or two export commodities, renders them highly susceptible to external shocks and low intensity security threats. With the advent of the Anthrax attacks in the fall of 2001, this Nation has been confronted with a serious policy conundrum. On the one hand, we have strengthened programs that encourage the use of our best scientific resources to develop countermeasures to the weaponization of highly dangerous biopathogens. On the other hand, research on those countermeasures requires the use of the very biopathogens we seek to defeat. This paper emerges from, and engages with, the current proliferation of discussions concerning Arendt’s views on sovereignty, humanity, and superfluousness. Tracing some of the different strands of her notion of human superfluousness, I look at how the exclusion and deprivation inherent in the idea of superfluousness is reflected in, and illuminated by, contemporary questions surrounding stateless persons, and several key experiences of terrorism. I argue that the strong and radical connections this notion has with Arendt´s concept of violence deserve more emphasis than it has hitherto received. On October 17, 2006, President Bush signed into law the Military Commissions Act of 2006 (MCA). Congress passed the MCA to authorize the trial by military commissions of detained terrorism suspects after the Supreme Court's decision in Hamdan v. Rumsfeld invalidated the military commissions previously established pursuant to a 2001 military order from President Bush. The MCA adds chapter 47A to title 10 of the U.S. Code to give statutory authorization for the military commissions. We test traditional assumptions about the volatility of mass opinion in times of national crises using data about views of terrorism from national surveys of the United States general public in 1995 and 1997, findings from a national survey immediately following the terrorist attacks of September 11, 2001 (9/11), and panel data from a follow-up survey in 2002. We compare public assessments of the threat of terrorism, willingness to restrict speech to prevent terrorism, support for employing conventional military force against countries that support terrorism, and levels of certainty about culpability required prior to using military force.
