A Concept Paper On Networks Of Excellence For Research And Education, Suresh V. Garimella, David B. Janes, Anne Slaughter Andrew

Research and education ecosystems, foundational components of knowledge-based economies, are relatively underdeveloped in Latin America. The entire ecosystem of a research university — including resources, corporate partnerships, and research — must capitalize on a symbiosis between the research, education and commercialization missions. A university cannot transform unilaterally nor can universities sustain the required transformation without government and industry participation. Initiatives to accelerate the development of research university ecosystems are critical for the realization of knowledge-based economies and resilient civil societies.

“Redes de Excelencia” focalizadas permitirán que las instituciones en América Latina desarrollen ecosistemas de investigación y educación de un modo mucho más rápido que si siguieran procesos "orgánicos" o locales. Una vez implementados, estos ecosistemas no solo permitirán profundas transformaciones que lleven a economías basadas en el conocimiento, sino que también desempeñarán roles claves en las redes necesarias para los sistemas de innovación regionales.

The University of the Future Workshop, a joint Colombia-Purdue event, was held at Purdue University in West Lafayette, Indiana, October 28-29, 2014. Participants included rectors and board members from six top universities in Colombia, along with executive directors of NGOs, government representatives from the U.S. and Colombia, and Purdue faculty and administrators. The workshop was focused on a dialog among participants on key programs and focuses that will allow universities to be responsive to the 21st century needs of the Americas.

First Steps Towards Hearts And Minds? Usaid's Countering Violent Extremism Policies In Africa, Daniel P. Aldrich

The United States government has adopted new approaches to counter violent extremist organizations around the world. “Soft security” and development programs include focused educational training for groups vulnerable to terrorist recruitment, norm messaging through local radio programming, and job creation in rural communities. This article evaluates the effectiveness of one set of these multi-vectored, community-level programs through analysis of data from 200 respondents in two similar, neighboring cities in northern Mali, Africa. Plug-in Hybrid Electric Vehicles (PHEVs) will soon start to be introduced into the transportation sector, thereby raising a host of issues related to their use, adoption and effects on the electricity sector. We evaluated several variants of a variable biofuel subsidy and compared them with the fixed subsidy and Renewable Fuel Standard. We used two different modeling approaches. First we used a partial equilibrium model encompassing crude oil, gasoline, ethanol, corn, and ethanol by-products. Second, we used a stochastic simulation model of a prototypical ethanol plant. From the partial equilibrium analysis, it appears the variable subsidy provides a safety net for ethanol producers when oil prices are low; yet, it does not put undue pressure on corn prices when oil prices are high.
