The purpose of this research is to design an architecture of early warning system with Global Navigation Satellite System (GNSS) and terrestrial infrastructure for improving a coverage of disaster information dissemination. In the proposed architecture, segments and information flow are identified in order to introduce an early warning system to target areas where there are no such kinds of public alert distribution. Article 1 of the US Constitution assigns the US Congress numerous responsibilities. These include creating new laws, revising existing laws, funding government programs, and conducting oversight of these programs' performance. Oversight of US Government agency space policy programs is executed by various congressional space policy committees including the House and Senate Science Committees, Armed Services, and Appropriations Committees. These committees conduct many public hearings on space policy, which invite expert witnesses to testify on US space policy programs and feature debate on the strengths and weaknesses of these programs. The researcher applied a mixed methods approach to conduct a cross-sectional assessment of the safety culture, safety climate, and SMS at a regional airline in the United States. Data collection techniques were comprised of interview, on-line-survey, and a focus group activity. Participants in the current study were maintenance technicians, flight attendants, dispatchers, pilots, and managers. Results indicated significant differences of perception of safety climate, safety culture, and Safety Management System between the maintenance technicians and flight attendants. The U.S. Government faces acute budgetary deficits and national debt problems in the Obama Administration. These problems have been brought about by decades of unsustainable government spending affecting all agencies including the National Aeronautics and Space Administration. (NASA). An outgrowth of this fiscal profligacy is the presence of wasteful and duplicative programs within NASA that prevent this agency from achieving its space science and human spaceflight objectives. Weather accounts for the majority of congestion in the National Airspace System which highlights the importance of addressing weather uncertainty to mitigate delays, and this paper presents an effort in this direction. Firstly, a new dynamic stochastic 0-1 Integer Programming (IP) model is proposed, which models the Single Airport Ground Holding Problem (SAGHP) with respect to uncertainty in the separation between flights instead of Airport Acceptance Rate (AAR) or landing capacity. Uncertainty in separation according to different weather conditions is represented through the scenario tree by using stochastic linear programming. Automated separation assurance is the most mature concept to handle increasing airspace traffic and capacity needs, yet the system lacks a way to pre-emptively identify aircraft separation problems. The intensity control measure looks to find situations where if an aircraft pair makes an unplanned change in heading or altitude at the wrong moment, an unrecoverable situation arises. This research analyzes static, open loop air traffic data in an en-route sector to determine how many high intensity aircraft pairs (HIP) exist per minute, and if the intensity measure is a safely manageable function for air traffic controllers. Although pilots regard pilot weather reports (PIREPs) as valuable flight planning resources, the number of PIREPs that pilots submit is relatively small. In a previous survey, pilots indicated that submitting PIREPs sometimes requires too much effort, and that they are often unable to recall the information fields required to complete a report. Pilots also indicated that the idea of submitting a PIREP often does not occur to them, and that they feel that other pilots are mainly interested in receiving reports about severe weather. Passive bistatic radar remote sensing offers a novel method of monitoring the Earth's surface by observing reflected signals of opportunity. The Global Positioning System (GPS) has been used as a source of signals for these observations and the scattering properties of GPS signals from rough surfaces are well understood. Recent work has extended GPS signal reflection observations and scattering models to include communications signals such as XM radio signals. In this study, I propose a systematic method of detecting aircraft deviation due to air traffic controller (ATC) intervention. The aircraft deviations associated with ATC interventions are detected using a heuristic algorithm developed from analyzing the actual positions of an aircraft to its filed flight plan when the aircraft trajectories were identified as having an encounter in a loss-of-separation incident. An actual (closed-loop) flight trajectory of the Cleveland Air Route Traffic Control Center (ZOB ARTCC) was collected from the FlightAware database. Optimizing usage of unimpeded taxiways is a near-term operational change to mitigate emission impact on aviation and increase efficiency at airports. An unimpeded taxiway is a path for an aircraft to taxi around an active runway. Unimpeded taxiways provide benefits such as increased departure throughput, increased safety, reduced surface congestion, more efficient taxi-in procedures, and thereby also yield environmental benefits. Over the last five years, a new power control inceptor for tiltrotor aircraft, known as the Rotational Throttle Interface (RTI) was designed and built. Prior to the RTI, no tiltrotor inceptor had been able to simultaneously indicate both the direction and magnitude of thrust conformally. The purpose of the RTI is to provide an interface that maps to the intended vehicle response throughout ALL ranges of operation. Doing so is expected to reduce confusion that may have contributed to several tiltrotor accidents

This goal depends on a large network of complex interconnected systems - sensors, weapons, soldiers - linked through a maze of heterogeneous networks. The sheer scale and size of these networks prompt behaviors that go beyond conglomerations of systems or `system-of-systems'.
