Portland has faced a mass displacement of Black households from the historically segregated area of Albina through various phases of urban renewal, urban deterioration, and gentrification. A substantial number of them have moved to East Portland, a suburban segment of the City of Portland that was unincorporated county land prior to the 1990's. As Black people have left Albina, the roots of Blackness there have eroded from the area as businesses and churches catering to them have also closed as a result of lost patrons.

A right to housing is a central iteration of the broader demand for a democratic right to the city. The perpetual housing crisis for lower-income people results from a commodified system in which access to housing is based on the exchange value interests of property owners, rather than a universal right to a decent, affordable home. This system is a pillar of neoliberal urban governance and justified by a hegemonic ideology that equates speculative homeownership with the American Dream. Like many other waterbodies in the United States, Johnson Creek, a tributary of the Lower Willamette River is water quality limited for bacteria. Escherichia coli (E. coli), a member of the fecal coliform bacteria group, has been found to have a high association with human pathogens and the occurrences of gastrointestinal illnesses in waters used for contact recreation; E. coli is commonly used as an indicator of fecal contamination. In the State of Oregon water contact recreational standards for fecal exposure is assessed by measuring in stream levels of E. coli. Because Johnson Creek is water quality …

Objective: This initial phase of research lays the foundation for a survey using contingent valuation (CV) and choice experiment (CE) methods. We asked select Portland residents what they care about most in Forest Park, their willingness to pay (WTP) for improving ecosystem services and how they generally think about the value of those goods and services. These results will help us narrow the experimental design of the forthcoming CV/CE study.

Using the travel cost method, this study estimates the per-trip value and total annual value of recreational visits to Portland’s Forest Park. Based on the opportunity cost of visitors’ time and the estimated costs of travel, we derive a demand function for visits to Forest Park on the assumption that visitors value their trips to Forest Park at least as highly as the alternative uses of their time and money. The Portland Parks and Recreation Department supplied survey data for 2277 Forest Park visitors, of which we use 1626 observations.

As in many cities across America, the relationship between African Americans in Portland, Oregon, and the city police force was fraught with tension through the late twentieth century. Scholars Leanne Serbulo and Karen Gibson argue that Portland's African Americans, who collectively made up less than ten percent of Portland residents and were segregated into neighborhoods including the Albina district, experienced police as figures of colonial oppression. The authors chronicle how, over two decades bordered by African Americans' deaths at the hands of police, neighborhood activists attempted to reform the police department and met resistance. Forest Park, a 5,000 acre heavily-forested park within the city limits of Portland, Oregon was selected as the study area for performing a fire simulation analysis. A well-documented fire swept over a large area of the park in 1951, and provides both direct inputs, including the ignition point, and context for the present day fire simulations. The goal of the research was two fold. First, determine the difference between small area simulations using standard and custom surface fuel models. Art is often used as a catalyst to stimulate redevelopment and neighborhood change. This often occurs inadvertently as the presence of artists in certain communities can attract both public and private investment to revalorize economically depressed areas. Marginal neighborhoods in inner-urban areas offer inspiration and diversity to artists seeking lower-cost housing. Their presence effectively makes these marginal communities "safe" for middle-class residents looking to live in a funky, urban neighborhood. Ultimately, however, artists are eventually priced out of the communities they helped to create.

This study takes a cultural perspective in studying the "Alberta Arts District," a gentrifying neighborhood in Northeast Portland in which bohemian cultural production/consumption has become the dominant and commodified vision of the community. Survey data demonstrates residents' general opinions and levels of participation in the changing neighborhood. Forty long-time residents, black and white, homeowners and renters, are interviewed in-depth regarding their perceptions of change. Long-time residents of gentrifying neighborhoods are often overlooked as a less powerful group that only has to negotiate rising rents and property values. The present thesis chronicles the decision to replace Portland, Oregon's Harbor Drive, a downtown highway located between Front A venue and the Willamette River, with Tom McCall Waterfront Park, a thirty-seven acre linear greenway, in the late 1960s and 1970s. These events provide an example of the battle against the ascendancy of the automobile and the ability of concerned citizen groups to affect city planning decisions.

In 1974, the City of Portland established, by city ordinance, the Office of Neighborhood Associations (ONA). This ordinance also codified a set of commitments the City would make to involve citizens in local decision making pertaining to a wide variety of issues, from land use development policies to various service allocations.

Beginning with thirty active neighborhood-based groups in 1974, ONA helped organize thirty more neighborhood associations (NAs) over the next five years. Today, the City hosts over ninety active NAs. Hawthorne Boulevard: Commercial Gentrification And The Creation Of An Image, Rachel Ann Hardyman

Portland's Southeast Hawthorne Boulevard illustrates commercial gentrification in progress. Once a declining service district, "Hawthorne" is now one of the city's most popular shopping streets. Tracing and classifying businesses, using address listings from city directories, gives an accurate picture of changes since 1980. Three parallel trends can be distinguished in the makeup of the business mix: a shift from services to retailing; a move towards a regional, rather than a neighborhood, market area; and a cultural upgrading associated with the influx of increasingly expensive stores. Classification also aids in the definition of a tipping point at which revitalization became gentrification. …

The purpose of this study was to assess the adjustment of 157 children discharged from Edgefield Lodge in an effort toward accountability to both clients served and the public.

Level of adjustment of the children was determined by checking the records of various community agencies including the Police, Sherriff, Youth Service Centers, Juvenile Court, Children’s Services Division, and the schools. Using the information gathered, the adjustment of each child was scored using the Community Adaptation Scale which was developed for that purpose. Theses adjustment scores were the main outcome variable in the study.

This study was concerned with the impact of divorce on parents and children. The writer spent a minimum of sixteen hours per week from September, 1974 to May, 1975 in field work at the Solo Center, as part of the requirements for a Master’s Degree in Social Work at Portland State University. Multiple areas of interest for research at the Center narrowed to a focus on the closely interwoven problems of child custody, child support, and visitation.

The Community Attention Home, The Dalles, Oregon, provides services to those children, who, due to dependency, delinquent behavior, or family disruption, cannot remain within their present environment. The Home provides short-term shelter care with staff emphasis on proper diagnostic assessment for subsequent placement. The purpose of this study was to evaluate a token economy program at Oregon State Hospital in terms of patients’ behavioral improvement during the first seventy days of the program. As the study progressed, it became apparent that a study of the problems involved in initiating this program would be significant.
