Studies show the need for innovation and higher productivity yields can be best achieved through workforce heterogeneity. Creating effective DEI training frameworks is crucial for belonging, sustainable social well-being and enacting real change. Prenatal and early childhood home visiting is an effective strategy for promoting positive birth outcomes, improving family well-being and preventing child abuse and neglect. One key to successful services is having a strong, well-supported home visiting workforce. In Oregon and nationally, this critical workforce is facing a crisis as programs struggle to hire and retain skilled home visitors, and workers face low pay, difficult working conditions and high job stress.

Home visitors of color—those whose lived experience and background reflect the cultural, racial and linguistic diversity of so many Oregon families—cope with compounding stressors related to structural racism, bias and documented pay inequities.

This learning brief is the first in a series to share findings from a 2023 statewide survey of Oregon’s home visiting workforce. This study has provided a wealth of information about this workforce and how to improve and support its well-being and retention, with a focus on the needs and experiences of home visitors of color and those who speak languages other than English.

Recognizing that university statements about equity, diversity, and inclusion are often cosmetic, performative, or at best, aspirational, rather than indicative of on-campus realities, this project analyzes interpretations of student identity and diversity through publicly available materials. Low-income residents, immigrants, seniors, and people with disabilities - people who are often the most transport disadvantaged and thus stand to gain the most from tools that could reduce transportation costs and time – are often poorly served by new transportation tools and services, whether due to issues of affordability, gaps in technology adoption, unbanked populations, social or knowledge gaps, physical access, or other barriers. During the COVID-19 lockdowns, home deliveries have changed from being a desirable luxury or comfortable solution to a health-supporting and essential service for many COVID-19 at-risk populations. However, not all households are equal in terms of access to home deliveries. The onset of COVID-19 has brought to light access inequalities that preceded the pandemic and that the COVID-19 lockdown has exacerbated and made visible. Periodically, newspaper or magazine articles appear proclaiming amazement at how white the population of Oregon and the City of Portland is compared to other parts of the country. It is not possible to argue with the figures—in 2017, there were an estimated 91,000 Blacks in Oregon, about 2 percent of the population—but it is a profound mistake to think that these stories and statistics tell the story of the state's racial past. The purpose of this report is to provide evidence for the need to further intentionally incorporate equity into Oregon’s 100 Year Water Vision. Four case studies contextualize this need and highlight the variety of water issues throughout the state, supported by linguistic analyses of local newspapers. As Oregon policy-makers are responsible for ensuring working water systems for all Oregonians, we also suggest implementable criteria for the evaluation of equity in water issues and decision-making. This student-led and interdisciplinary report comes from the Haeffner-Cowal Oregon Water Stories research lab at Portland State University.

Portland State University’s Homelessness Research & Action Collaborative worked with the Joint Office of Homeless Services, Shannon Singleton, and Street Roots to survey people who are living unsheltered to better understand their needs. Because of the racial disparities that we know exist, we set out to create and administrate a survey that would also ask these questions with a focus on people of color.

Many advocates, local officials, and people experiencing homelessness agree that Portland needs a better way to respond to low-priority calls for service involving those experiencing homelessness and behavioral health crises. This report examines efforts to address homelessness in Portland through the development of a plan to dispatch the Portland Street Response unit rather than police.

A team of community partners spread out across the city July 16 and 18 to interview people experiencing homelessness to help inform the design of the Portland Street Response pilot project (PSR). An additional team went out on Sept. 6.

Through a previously funded research project, Encouraging Low-Income Households to Make Location-Efficient Housing Choices, our team developed a toolkit to assist households utilizing Section 8 Housing Choice Vouchers with finding location-efficient/affordable housing. These tools are currently in use by the region’s four public housing authorities (PHAs). Transportation costs are typically a household’s second largest expense after housing. Low income households are especially burdened by transportation costs, with low income households spending up to two times as much of their income on transportation than higher income households (Litman, 2013).

Thus, access to location efficient housing is especially important to low income households, including those who use a housing voucher to help pay for housing costs.
