The Federal Highway Administration (FHWA) has set a high priority on the use of existing dynamic message signs (DMS) to provide travel time estimates to the public. The Oregon Department of Transportation (ODOT) currently has three DMS in the Portland metropolitan area configured to display travel time information. In the near future, ODOT would like to make travel time estimates available on additional DMS, over the Internet on tripcheck.com and via 511. Travel time estimates are valuable to the traveling public; however, the estimates must be accurate to be useful. The FHWA indicates that 90% accuracy is ideal and suggests …

Lampreys were and continue to be an important resource for Native Americans in the Pacific Northwest. Lampreys possess several skeletal structures that are regularly identified in marine mammal and bird stomach contents and fecal samples, suggesting that lamprey elements may preserve in archaeological contexts. However, their remains have not been identified in archaeological faunal samples in the Pacific Northwest. This may be due to the lack of an adequate "search image" for lamprey remains among faunal analysts and limited use of line screen sampling. Portland State University's Institute on Aging and Center for Transportation Studies, along with the Population Research Center, were contracted by the Oregon Department of Transportation (ODOT), via the Association of Counties, to project the transportation needs and associated costs for elders and people with disabilities from now to 2030. The study also identified and assessed the feasibility of funding alternatives to address the needs identified.

Evaluations of Community Health Worker programs consistently document improvements in health, yet few articles clearly describe the roles of Community Health Workers (CHWs) from the CHWs' perspective. This article presents the CHWs' points of view regarding the various roles they played in a community-based participatory research (CBPR) project, Poder es Salud/Power for Health in Portland, Oregon, including their roles as community organizers and co-researchers. Methods: Authors draw from an analysis of transcript data from in-depth interviews conducted with CHWs to present a description of the strategies employed by the CHWs to build leadership skills and knowledge among community members. This report presents the results of a study conducted by the Population Research Center (PRC) to address long-range planning needs of Marion County and to produce population forecasts at the county and sub-county level. This report considers recent and historical demographic changes experienced within the County and provides forecasts from 2010 to 2030 in 5-year intervals. Expected future populations that result from the most-likely demographic trends throughout Marion County are presented in this report for all cities in the County.

Research on walking, the built environment, and healthy communities is a fairly recent area of inquiry, accelerated over the last ten years by an increased interest in the relationship between urban form and public health. A series of macro-oriented logic models and micro-focused data collection tools have been developed over this time in order to understand this healthy communities issue, as well as operationalize the hypotheses around the connection between the built environment and physical activity. In the United States, having health insurance is considered to be the best guarantee of having access to timely and effective health care services. With millions of uninsured adults in the U.S., many states have moved beyond traditional Medicaid programs and expanded eligibility to low-income adults who are not otherwise eligible for public health insurance. While popular with the public, these programs are vulnerable when states face economic downturns. Western juniper (Juniperus occidentalis var. occidentalis) has been expanding its biogeographic range since the mid-1800's, resulting in decreased biodiversity, altered wildlife habitat, increased soil erosion, reduced stream flows and reduced forage production. The direct causes of western juniper aforestation are unclear but appear to be related to altered fire regimes, over grazing, and climatic shifts.

The purpose of the evaluation project is to assess the process and the outcomes of implementing an intervention based on the Teen Dating Violence Awareness and Prevention Toolkit. For this purpose, the IDVSA research team developed a model for schools to follow based on multiple materials in the Toolkit. The project looked at how effective the intervention was in increasing awareness of dating violence among teens and knowledge of how to respond if they or their peers are in an abusive relationship.

Despite four decades of national policy interventions, equal access to postsecondary education has not been achieved. Though gains have been made, students of color, low-income students, and first generation students are still excluded from postsecondary participation. Early intervention programs and privately funded scholarships are among the many public and private voluntary responses to this problem.

Oregon's state-supported, school-based, volunteer mentoring program for equalizing postsecondary opportunities grew out of a long-standing partnership between a state administrative agency and statewide community foundation. School District Enrollment Forecast Reports

The area served by the Phoenix-Talent School District (PTSD) has experienced population and housing growth in recent years, but the District’s K-12 school enrollment of 2,708 students in 2007-08 was five percent lower than its 1999-00 peak of 2,839. The enrollment decline is largely attributed to the smaller elementary classes of the early 2000s, compared with the peak enrollments of the middle to late 1990s. Middle school enrollment peaked in 2003-04, and high school enrollment peaked in 2005-06. Although secondary school enrollment has been declining in the past few years, elementary enrollment has been relatively stable since 2002-03. The number …

Although mothers who are economically disadvantaged have high rates of emotional distress, the rate of their use of mental health services is relatively low. What accounts for this underutilization of care? Although there is evidence that insurance coverage and access to care account for some of this disparity, barriers to mental health services reach beyond basic access issues. When considering why some choose to seek mental health care while others do not, it is important to consider treatment acceptability among low-income mothers.

X Is A Journey: Embodied Simulation In Metaphor Interpretation, L. David Ritchie

This essay compares simulation-based accounts of metaphor processing recently proposed by Gibbs (2006a) and Ritchie (2006), using examples of metaphors based on the metaphor vehicle "journey" from four different texts. From analysis of these different examples, it is concluded that simulation may come into play at different levels, depending on the metaphor and the context in which it is used. Further, it is suggested that the imaginative simulation of the object or action named by a metaphor vehicle, proposed by Gibbs, incorporates a partial subset of detail-level perceptual simulators. Amid these challenges, concerns about personal finances are prevalent among employees and detrimental to workers' health, well-being, and families. In this thesis, I propose an appraisal-based model of financial stress whereby actual income and expenses are related to perceptions of income adequacy to afford wants and needs. The Lincoln Vision Plan presents a concept for the evolution of Portland’s south downtown into a place where state-of-the-art resource management practices, unique systems of public open spaces, and a variety of transit options will support a vibrant, dynamic, high density, ecologically-friendly neighborhood. It is our hope that this Plan, created by Portland State University’s spring 2008 Urban Design Workshop, can serve as a foundation for further discussion and action to bring to life the immense potential underlying this district.

To address their long-range planning needs, The Tigard-Tualatin School District (TTSD) requested that PRC prepare 10 year Enrollment Forecasts for the District and each of its existing schools. This forecast for the 2008-09 through 2017-18 school years has been prepared as a supplement to the 2008-09 to 2012-13 forecast that was presented to the TTSD Board in December, 2007. Forecasts for 2008-09 and 2009-10 for the District and its schools are identical to those published in December, and secondary school forecasts are unchanged through 2012-13. This project considers the socio-economic impacts of the new highway user fee structure made possible by advanced technology. The fee structure also has implications for land use and healthy communities ( urban/rural, income distributional, and environmental impacts). The 2001 Oregon Legislature created the Road User Fee Task Force (RUFTF) to make recommendations regarding a potential replacement for the gasoline tax. A vehicle mile tax has subsequently been proposed as the replacement. Preliminary work has been devoted to exploring technical and institutional options for implementation of such a charge.
