Of all the dour portraits lining the august halls of Economics, it is that of Thomas Robert Malthus which seems perhaps to scowl the most grimly. Describing an approach or policy as Malthusian in everyday conversation conjures a host of disturbing images, bare fields and squalling babies chief among them. Such allusions provoke even stronger reactions within the discipline Malthus helped to found, ranging from Keynes's fervent championship to the sneering dismissal of Samuelson. This issue of Focal Point explores how the increasing emphasis on using evidence–based practices and a "system of care" approach is driving changes in jobs and roles related to children's mental health. Articles in the issue describe how agencies and providers of services and supports have responded to these changes by creating new types of positions or by redefining existing roles. This is a working document and is the third report in this series. This report presents a vision for coordination and sustainable economic development in the Vancouver-Seattle-Portland megaregion. Building on two previous studies, the report includes a detailed sector-based economic analysis and recommendations for further strengthening Cascadia's economic "competencies" in areas of green building and architecture, creative services, agriculture and food production and high tech. According to the City of Portland’s Office of Sustainable Development (OSD), construction, remodeling, and demolition (CR&D) waste comprises 20 percent of the City’s waste stream. Additionally, per capita waste generation in this sector is increasing faster than in the residential or commercial sectors. However, the current amount of CR&D waste that is landfilled can be reduced: 90 percent of the waste from a typical project can be diverted from landfill disposal. Although OSD currently requires that 50 percent of CR&D waste from every project is recycled, the City estimates that contractors recycle slightly less than this. OSD’s Portland Recycles! Plan …

The Urban Vitality Group (UVG) partnered with the City of Portland, Bureau of Planning to study the effects that food carts have on street vitality and neighborhood livability. The number of food carts within the city seems to be growing, while the City lacks sufficient knowledge about the industry to guide policy. The purpose of the study was to assess the benefits and negative consequences of allowing food carts within the city and to ascertain what economic opportunities may be offered by food carts, especially for low-income and minority entrepreneurs. This paper catalogues the forces at work threatening the Atlantic languages of Guinea and Sierra Leone. Compared to Mande, the other major language group in the area, and to figures for Africa in general (Sommer 1992), the Atlantic Group is beset by ominous forces. These include what could be considered ecological features (e.g., Mufwene 2001): the Mande Expansion (Niane 1989), colonialism, the spread of Islam, and globalization. There are other forces to be sure, such as the influence of Christian missions (Welmers 1971; cf. The social practices framework has had a major impact on adult literacy and numeracy research over the past quarter century in the US, the UK and other countries. To date, the social practices view has had far less influence on the development of policies and programs in adult literacy and numeracy education. To help this happen, new kinds of assessment tools aligned with the social practices framework are needed to support appropriate changes in curriculum design, learner assessment and program evaluation.

The article discusses the creation of reading programs in academic and public libraries to encourage students to read for pleasure in the U.S. At the California State University in East Bay, a collection of academic books was purchased to support research. A family reading program and online library skills tutorial for low-literacy adults were created at Oakland Public Library (OPL) in California.

As future professionals, graduate students must be information literate; however, information literacy instruction of graduate students is often neglected. To address this need, we created literature review workshops to serve graduate students from a wide range of subject disciplines at a point of shared need. Not only did this strategy prove to be successful in reaching a large number of students from a wide range of subject disciplines, the data gathered from the students identified some of the gaps graduate students have in their knowledge about library services.

This chapter explores the possibilities for embedding library services in online course management systems, including the creation of portals to library services for online learners. While technology is always an issue, many of these strategies are decidedly low-tech, but “high-touch,” putting a human face on what was before a faceless edifice. Embedding the library within the course management system streamlines access for online learners, making it more likely that they will utilize library resources and services.

Meeting the needs of families involved with the child welfare system because of a substance abuse issue remains a challenge for child welfare practitioners. In order to improve services to these families, there has been an increasing focus on improving collaboration between child welfare, treatment providers, and the court systems. This paper presents the results from qualitative interviews with 104 representatives of these three systems that explore how the collaborative process works to benefit families, as well as the barriers and supports for building successful collaborations. Increased Hiv Risk Associated With Criminal Justice Involvement Among Men On Methadone, Matthew Epperson, Nabila El-Bassel, Louisa Gilbert, E. Roberto Orellana, Mingway Chang

This paper examines the relationship between HIV risk and criminal justice involvement among a random sample of 356 men enrolled in methadone maintenance treatment programs in New York City. Bivariate and logistic regression analyses were performed to estimate the associations between measures of criminal justice involvement and participant HIV risk, controlling for socio-demographic variables. A lifetime history of incarceration was significantly associated with being HIV positive (Adjusted OR = 5.08). Recent arrest was associated with unprotected vaginal sex and having multiple female sexual partners. Sex trading was associated with both arrest and incarceration, and the strongest association was found between …

Excavations of prehistoric and contact-period houses on the southern Northwest Coast of North America have exposed very large interior pit complexes. The complexes are either long trenches or rows of pits beneath the house floors. They are associated with substantial permanently occupied houses dated to between 300 CAL B.G. and A.D. 1830. The pits add significantly to the storage potentials of these houses and suggest surplus production.

In the words of the former UN Secretary General Kofi Annan, “membership of [politically divided] Cyprus in the European Union coupled with Turkey’s membership aspirations has seriously complicated future peace negotiations on the island.” (Hürriyet, June 16, 2006). This is a rather harsh assessment of EU’s Cyprus policy given the fact that membership in the Union would most likely create the optimal conditions for peace and stability between the Greek and Turkish Cypriots. In this article we propose the pedagogical model bridging activities to address advanced foreign language proficiency in the context of existing and emerging internet communication and information tools and communities. The purpose of this research is to compare descriptively the issues arising from comparing the direct and indirect objects in both Albanian and Spanish. Both languages belong to different Indoeuropean groups, however they keep some morphosyntactical similarities in some of the functions of these two cases. In Albanian, five cases are used to indicate relations between words. In Spanish, the morphological difference of cases (inherited from Latin) has only been kept in the third person of the indirect and direct object pronouns. Despite progress in interdisciplinary research, difficulties remain. In this paper, we argue that scholars, educators, and practitioners need to critically rethink the ways in which interdisciplinary research and training are conducted. We present epistemological pluralism as an approach for conducting innovative, collaborative research and study. Epistemological pluralism recognizes that, in any given research context, there may be several valuable ways of knowing, and that accommodating this plurality can lead to more successful integrated study. Vehicle theft, like most crime types, is spatially concentrated, with more than one quarter of these crimes occurring within fifty meters of a major roadway. Spatial analysis and mapping of all motor vehicle thefts (MVT) occurring in the PIRS system for the Lower Mainland District in 2004 and 2005 emphasize clear clustering around major roads. This map also reveals hotspots of MVT intensity occurring in specific point locations across the landscape. Future fact sheets will analyze these activity nodes to determine the specific land uses around which MVT events tend to cluster.
