Beyond Guilt: How To Deal With Societal Racism, Lauren N. Nile, Jack C. Straton
Education Faculty Publications and Presentations
This article addresses the specific form of racism that we refer to as “societal,” and provides a method of responding to the guilt-based reactions of many European Americans to the subject of racism. We examine the “daily indignities” to which people of color are subjected and the additional hurt they feel when those indignities are either denied or blamed on them. Finally, we provide practical methods for European Americans to engage in micro-revolutionary change, using their invisible privilege to interrupt the small-scale, insidious incidents of injustice that pass before their eyes.

The Development Of Language Choice In A German Immersion School, Miranda Kussmaul Novash
The Development Of Language Choice In A German Immersion School, Miranda Kussmaul Novash
Dissertations and Theses
When bilinguals converse with one another, they make choices about which language to speak. Many different factors have been shown to influence adult bilinguals' language choice, including interlocutor, setting, discourse content and discourse function. Less, however, is known about the factors influencing the language choice behavior of young bilinguals. Although case studies have provided into the type of language choice behavior exhibited by individual children, there is a lack of knowledge of the course of development from the language choice behavior of early childhood bilinguals to the more complex behavior of adult bilinguals.
This thesis examines the developmental pattern of …

Old Town Fairview: A Neighborhood Analysis And Implementation Strategy, Kristen Godkin, Johanna Hastay, Eve D. Pepos, Cathreen Richards, Thomas Soppe, Peter Stiffler
Master of Urban and Regional Planning Workshop Projects
The purpose of this document is to develop, identify, recommend and prioritize the steps for an implementation strategy that promotes the ongoing revitalization goals for Fairview's Old Town neighborhood that is both tailored to current residents' needs and existing housing costs.
Communities are stronger when residents are actively involved. The Old Town project's effort utilized a community based collaborative approach that included Old Town residents, absentee land owners, the City of Fairview planners and the Portland State University project team. The specific steps included: a demographic profile, a land use analysis, a survey of current housing conditions, a community survey …

Wildlife Crossings: Rethinking Road Design To Improve Safety And Reconnect Habitat, Theresa Carr, Radcliffe Dacanay, Kevin Drake, Charl Everson, Arianne Sperry, Kerri Sullivan
Master of Urban and Regional Planning Workshop Projects
This guidebook provides Portland-area planners with relevant information about wildlife crossings in an urban context. While information on wildlife crossings and their effectiveness has been available for a long time, U.S. planners have very little experience with them. In addition, existing information is geared towards rural applications and is not easily transferred to urban environments. It is important to organize this information in a way that is useful to local planners for a number of reasons. First, users should be familiar with the range of available options. Second, there are a number of federal funding alternatives that could be used …

Planning At The Roots: Low-Income And Communities Of Color In Portland, Oregon, Allison Parzych, Jennifer F. Porter, Shayna Rehberg, Sarah Ruether, Gwen Sheinfeld
Master of Urban and Regional Planning Workshop Projects
In an effort to highlight community-planning efforts in low-income populations and communities of color, a group of Masters of Urban and Regional Planning students conducted interviews with community leaders and wrote this chapter of cases to be incorporated into ONI’s Community Involvement Handbook. These cases are meant to provide inspiration and understanding about the strengths and differences between planning approaches used in diverse communities working outside of the neighborhood association structure. This chapter may also help to inform opportunities for neighborhood associations and other organizations to better collaborate with diverse community groups.

Fostering Business Cohesion: The Greater Brooklyn Business Community, Shelley Holly, Dan Marchand, Katherine Prew, Read Stapleton
Master of Urban and Regional Planning Workshop Projects
Since 1996, the Greater Brooklyn Business Association (GBBA) of Portland, Oregon has worked with the community and other organizations to assist in the production of several planning documents related to the revitalization of the business environment in the Brooklyn area. Previous studies have focused primarily on transportation related planning concerns surrounding Southeast Powell Boulevard and main street community development issues associated with Southeast Milwaukie Avenue.
This study builds on previous planning efforts to provide the GBBA with: a profile of existing businesses; documentation of business concerns and planning needs; a document that can be used for future involvement and lobbying …

The City of Portland currently faces a difficult challenge. As the population continues to grow, greater pressure is placed upon the limited amount of public open space available for recreation. As stated in the Portland Parks & Recreation (PP&R) 2020 Vision Plan, "Demographic, recreational, and funding trends suggest that both current shortages and future needs will intensify and produce inequities in our cherished park system" (PP&R, 2001).
Today, Portland's already strained park system struggles to accommodate demands for the myriad of recreational activities. Competition among park users - joggers, tennis players, picnickers, dog owners, bicyclists, and others - for limited …

A Bounded Rationality Analysis Of The Cyprus Problem, Birol Yesilada, Jacek Kugler, Harry Anastasiou, Ahmet Sozen, Brian Efird
Political Science Faculty Publications and Presentations
The time frame for a final decision on the Cyprus problem is narrowing very rapidly. The latest peace plan proposed by the U.N. Secretary General Kofi Annan, known as the Annan Plan, to solve the problem between the Greek Cypriot (G/Cs) and Turkish Cypriot (T/Cs) communities underwent the last refinements in February 2003 to bridge the gap between the two sides. Yet, despite intense domestic (especially in the Turkish north) and international pressures on the two sides to sign the agreement the Turkish Cypriot leadership rejected the proposal as being insufficient in meeting their demands. Despite the apparent low in …

Portrayals Of Disability In The Professional Preparation Of Speech-Language Pathologists, Jane Eric Sleeper Gravel
Dissertations and Theses
The purpose of this dissertation research was to discover, describe, and analyze how disability is portrayed to students attending graduate programs with the objective of becoming certified to practice the profession of speech-language pathology (SLP). Curricular materials drawn from the 228 SLP graduate programs in the United States were analyzed, using qualitative research strategies, to shed light on the processes by which portrayals of disability affect the presuppositions and practices of professionals who work in disability services.
The analysis provided supporting evidence for the claims of disability scholars and activists that the concept “disability” is a malleable social construction that …

Artifacts And Cultures-Of-Use In Intercultural Communication, Steven L. Thorne
Artifacts And Cultures-Of-Use In Intercultural Communication, Steven L. Thorne
World Languages and Literatures Faculty Publications and Presentations
This article develops a conceptual framework for understanding how intercultural communication, mediated by cultural artifacts (i.e., Internet communication tools), creates compelling, problematic, and surprising conditions for additional language learning. Three case studies of computer-mediated intercultural engagement draw together correlations between discursive orientation, communicative modality, communicative activity, and emergent interpersonal dynamics. These factors contribute to varying qualities and quantities of participation in the intercultural partnerships. Case one, "Clashing Frames of Expectation -- Differing Cultures-of-Use," suggests that the cultures-of-use of Internet communication tools, their perceived existence and on-going construction as distinctive cultural artifacts, differs interculturally just as communicative genre, pragmatics, and institutional …

Falling Into History: The Imagined Wests Of Kim Stanley Robinson In The "Three Californias" And Mars Trilogies, Carl Abbott
Urban Studies and Planning Faculty Publications and Presentations
Analyzes Kim Stanley Robinson's two science fiction trilogies, the "Three Californias" trilogy '(Wild Shore, Gold Coast,' and 'Pacific Edge),' published during 1984 - 1990, and the Mars trilogy '(Red Mars, Green Mars,' and 'Blue Mars),' published during 1993 - 1996, to show how they incorporate themes of the complexity and contingency involved in settlement of the frontier associated with the "new Western history" of the 1980's - 1990's. The Mars trilogy co-opts the American West's status as a place of resource development when Robinson narrates the conquest of nature through technology. The Orange County trilogy explores, inter alia, intentional communities, …

A Comparative History Of Aids In Latin America: Brazil And Cuba, Shawn Smallman
International & Global Studies Faculty Publications and Presentations
According to a joint report of the World Health Organization and the Pan American Health Organization in September 2002 there were approximately 1.4 million HIV+ people in Latin America, and a further 420,000 HIV+ people in the Caribbean. The number of infections had increased by nearly 10% from the previous year in Latin America, and 16% in the Caribbean. While striking, these figures may obscure the diversity of the HIV epidemic in the region. Latin America has a varied pattern of infections, which means that the experience of Bolivia, Ecuador and Mexico is quite different from that of Honduras, Haiti …

Anecdotal evidence suggests that new CEOs with foreign backgrounds direct their firms to become more international in their operations. We examine this hypothesis formally using data on U.S. S&P-500 manufacturing firms from1992 through 1997 and biographical information on CEOs’ birth and education locations that allow us to identify changes from U.S.- to foreign-connected CEOs. Robust to a variety of specifications, we find that a U.S. firm’s switch from a U.S. to a foreign CEO leads to substantial increases in the firm’s proportion of its foreign assets and foreign affiliate sales. In fact, our preferred specification indicates that foreign asset and …

Livestock farming has been transformed in the past twenty years from a business dominated by relatively small producers to one dominated by large facilities raising thousands of animals. A side effect of this development has been a new set of environmental concerns unique to this industry. While regulation of livestock agriculture has historically been a state/provincial and local matter, governments from the local to the federal level have found themselves grappling with the issues created by these new, concentrated facilities. This Report surveys the current environmental requirements for "intensive livestock operations" (ILOs) in the United States, Mexico and Canada. The …
