Problem Statement: Much has been documented on the impact of emotional intelligence (EI) on adolescents in terms of their problem-solving skills (Ajawani, 2012), creativity (Vijaykumar, 2012), and academic performance (Shenoy & Thingujam, 2012). Increasingly, emphasis has been paid on the effect of EI on health among this population. For example, EI has been shown to interact with personality traits to affect psychological well-being (Salami, 2012). EI, based on literature focusing on the adult population, shows that it is a protective factor and can buffer against psychological distress (e.g. Hunt & Evans, 2004; Schmidt & Andrykowski, 2004). It presents a critique of the idea that the state has a justified claim to regulate themovement of people because they reflect the collective endeavours of the members of the state to pursue a shared project of self-rule or self-determination. As late as 2001, Indian outward investment was less than US $1 billion. Instead, India, like all developing countries, was actively courting foreign investment into the country. By 2006, India had reached the tipping point. For the first time, Indian outward investment of US $10 billion had outstripped foreign investment into India. The spending spree continued unabated in 2007. Indian companies arranged or concluded US $21 billion in 40 foreign investment deals in January and February of 2007 alone. Cabins could be leased for four years by students who would in turn become landlords of other students and/or room mates. States frequently administer federal law, yet scholars have largely overlooked how the practice of cooperative federalism affects the balance of power across the branches of the federal government. This Article explains how states check the federal executive in an era of expansive executive power and how they do so as champions of Congress, both relying on congressionally conferred authority and casting themselves as Congress's faithful agents. By inviting the states to carry out federal law, Congress, whether purposefully or incidentally, counteracts the tendency of statutory ambiguity and broad delegations of authority to enhance federal executive power. The limited field of view of static egocentric visual displays employed in unmanned aircraft controls introduces the soda straw effect on operators, which significantly affects their ability to capture and maintain situational awareness by not depicting peripheral visual data. This article argues that dispersed ownership resulted less from inexorable forces and more from private ordering. Neither legal nor political conditions mandated or prevented the appearance of dispersed ownership. Rather, entrepreneurs, investment bankers, and investors — all seeking to maximize value — sometimes saw reasons why selling control into the public market would maximize value for them. But when and why? That is the article's focus. This chapter focuses on a number of specific sovereign wealth funds (SWFs) whose portfolios indicate strong interests in finance both in their home countries and abroad. It first reviews empirical evidence that shows SWFs having been major investors in Western financial intermediaries for decades. It then considers the organization and governance of SWFs, with particular emphasis on the three main schools of thought as well as the predictions one can derive from them vis-à-vis the behavior of individual actors in the global financial network: economic theories, economic sociology, and political economy. This chapter examines the governance of China's financial system, which, it shows, cannot be adequately explained using conventional paradigms that rely on ownership and legal or regulatory controls alone. Instead, China's governance regime relies heavily on human resource management, which uses control rights over the career path of top-level financial cadres. This article discusses the concept of the so-called experimentalist governance. It explains that the experimentalist architecture in regulation is well illustrated by the European Union Water Framework Directive (WFD) and its Common Implementation Strategy. The article suggests that experimentalism appears particularly well suited to transnational domains, where there is no overarching sovereign with the authority to set common goals even in theory, and where the diversity of local conditions and practices makes the adoption and enforcement of uniform fixed rules even less feasible than in domestic settings.

Comprehensive evaluation of PTSD includes diagnostic interviews, self-report testing, and physiological reactivity measures. It is often difficult and costly to diagnose PTSD due to patient access and the variability in symptoms presented. Additionally, potential patients are often reluctant to seek help due to the stigma associated with the disorder. A voice-based automated system that is able to remotely screen individuals at high risk for PTSD and monitor their symptoms during treatment has the potential to make great strides in alleviating the barriers to cost effective PTSD assessment and progress monitoring. Many techniques have been recently developed for classification of hyperspectral images (HSI) including support vector machines (SVMs), neural networks and graph-based methods. To achieve good performances for the classification, a good feature representation of the HSI is essential. A great deal of feature extraction algorithms have been developed such as principal component analysis (PCA) and independent component analysis (ICA). Sparse coding has recently shown state-of-the-art performances in many applications including image classification.
