For most people at the time, far from battles or capitals, the Civil War arrived in long gray columns of text. A new system of telegraph stations, railroads, and press organizations spread words with unprecedented speed and in enormous quantity. Reports form the battlefield poured out in brief messages and long torrents, editorials commenting on every event and utterance. Even generals and presidents understood the shape and meaning of the Civil War through print.

Environmental Studies and Sciences

In the past decade, we and others have compiled an extensive dataset of O, C and Sr isotope stratigraphies from sedimentary basins throughout the Paleogene North American Cordillera. In this study, we present new results from the Piceance Creek Basin of northwest Colorado, which record the evolving hydrology of the Eocene Green River Lake system. We then place the new data in the context of the broader Cordilleran dataset and summarize implications for understanding the synorogenic evolution of large-scale drainage patterns. This research brief, the third in a series examining the link between national health reform proposals and community health centers, estimates the cost savings that would be realized by making important investments in non-profit health centers as an element of national health reform. Key findings include:

Increasing health center capacity by another 20 million patients by 2019 (to 39 million patients) under health reform can be expected to generate an additional $35.6 billion savings in 2019 and $212 billion in additional savings over the 2010-2019 ten-year time period.

Bilingual staff and clinicians can serve as enormously valuable resources to hospitals and other health care organizations, offering a critical set of skills to interact with individuals who require care in a language other than English. Bilingual clinicians can serve a vital need for hospitals by providing high-quality health care, improving patient safety, and meeting organizational priorities to provide linguistically and culturally appropriate care for patients. …

This study, commissioned by the Joint Center for Political and Economic Studies and carried out by leading researchers from Johns Hopkins University and the University of Maryland, provides important insight into how much of a financial burden racial disparities are putting on our health care system and society at large. The researchers examined the direct costs associated with the provision of care to a sicker and more disadvantaged population, as well as the indirect costs of health inequities such as lost productivity, lost wages, absenteeism, family leave, and premature death.

In the SEED Initiative, twelve community-based organizations (CBOs) across the United States and its territories were chosen to offer CDAs, establish best practices in delivering CDAs and demonstrate “proof of concept.” Since the inception of the SEED Initiative, a second wave of CDA programs has emerged at the local level. The purpose of this paper is to analyze these community and city-wide CDA innovations in the U.S. and to examine the role that CBOs play in these innovations. Theoretical considerations suggest that problem behavior should increase when a child’s competency does not match the curricular demands of the environment (i.e., when there is poor environmental fit). In the present study, environmental fit was examined for six children with autism spectrum disorders. Results indicated that the children exhibited high rates of problem behavior associated with poor motor or academic competency. Curricular modifications resulted in (a) a decrease in the level of problem behavior, (b) an increase in the percentage of task steps completed correctly, and (c) improved affect. Adults who worked with the children reported ease of intervention techniques. …

Abstract

The relationship among the cause-and-effect of the Arctic atmosphere, sea ice, and ocean is discussed. The increased vulnerability of the Arctic system to anomalous atmospheric forcing can be argued from the perspective that recent ice loss is the result of a long-term preconditioning to thinner ice. Such consequences demonstrate the difficulties inherent in ascertaining how the atmospheric circulation responds to Arctic, and global, climate change. Later-forming sea ice also leads to less protection from the waves of fall storms, affecting coastal communities such as Kivalina and Shishmaref. Abstract

David Finkelhor examines initiatives to prevent child sexual abuse, which have focused on two primary strategies-offender management and school-based educational programs. Recent major offender managment initiatives have included registering sex offenders, notifying communities about their presence, conducting background employment checks, controlling where offenders can live, and imposing longer prison sentences. Although these initiatives win approval from both the public and policy makers, little evidence exists that they are effective in preventing sexual abuse. The carillon is one of the few instruments that elicits sophisticated haptic interaction from amateur and professional players alike. Like the piano keyboard, the velocity of a player’s impact on each carillon key, or baton, affects the quality of the resultant tone; unlike the piano, each carillon baton returns a different force-feedback. Force-feedback varies widely from one baton to the next across the entire range of the instrument and with further idiosyncratic variation from one instrument to another. This OTREC education project links experiential education with local transportation planning through a collaborative partnership between the University of Oregon, the Lane Transit District, and the cities of Eugene and Springfield. The Community Planning Workshop (CPW) is an experiential/service learning program affiliated with the Department of Planning, Public Policy and Management at the University of Oregon. Through this service learning program, graduate students learn professional planning skills while assisting communities in actual planning and policy projects.

Bill Clinton and Geraldine Ferraro were accused of “playing the race card” during the 2008 contest for the Democratic presidential nomination. This essay explores the different forms race cards may assume and the dangers each poses to the public dialogue. Moving away from the traditional focus on persuasive effects, the Clinton and Ferraro utterances are analyzed as argumentative discourses. Then, critical standards are promulgated for evaluating their reasonableness.

A link between a no-side-payment (NSP) market game and a side-payment (SP) market game can be established by introducing a sufficient amount of an ideal utility-money of constant marginal utility to all agents. At some point when there is “enough money” in the system, if it is “well distributed” the new game will be a SP game. This game can also be related to a pure NSP game where a set of default parameters have been introduced. These parameters play a role similar to the parameters specifying the interpersonal comparisons in the side-payment game. We study this game for the …

‘Speaking as a tojisha’ has become an important strategy in establishing ‘correct knowledge’ about sexual minority cultures in contemporary Japan. Originally developed in a legal context where it referred to the ‘parties’ in court proceedings, in the 1970s tojisha was taken up by citizens’ groups campaigning for the right of self determination for the ‘parties concerned’ facing discrimination and has become a central concept for all minority self-advocacy groups. In the continuing discussion on migration and development, the vulnerability of all migrant groups to exploitation and mistreatment in host countries has been highlighted along with an emphasis on protecting their rights. However, xenophobia has not yet received explicit attention although anti-migrant sentiments and practices are clearly on the rise even in receiving countries in developing regions. Despite gaps in existing empirical work, research and anecdotal evidence exposes pervasive forms of discrimination, hostility, and violence experienced by migrant communities, with the latter becoming easy scapegoats for various social problems in host countries. This analysis is designed to study the question of a manager’s contribution to the organization, particularly in terms of uncertainty related to managerial succession. The theory of managerial succession, which is the replacement of one public manager with another, suggests a negative relationship between change and organizational performance. Organizations’ decision to change managers more often exacerbates the negative effect on performance. The hypotheses are tested using baseball managers as proxies for public managers, as they perform similar duties, have similar goals, and operate under similar constraints. The results suggest that managerial succession has a negative effect on organizational performance. Frequent …

This study, which received no outside funding from any organization, analyzed the complete 2007‐2008 coverage of ACORN by 15 major news media organizations, and the narrative frames of their 647 stories during that period. The news media analyzed include the four the highest circulation national newspapers—USA Today, New York Times, Washington Post, and the Wall Street Journal—and an analysis of the transcripts of reports from leading broadcast news organizations: ABC, CBS, NBC, Fox News Channel, CNN, MSNBC, National Public Radio (NPR), and NewsHour with Jim Lehrer (PBS).
