Some plants, when transported to non-endemic areas undergo reproduction and rapid growth and will out-compete native plants and become weeds. These weeds then become troublesome giving rise to socioeconomic and environmental impacts. Water hyacinth (Eicchornia crassipes), one of such weeds is often considered the world’s worst invasive aquatic species of weed, indigenous to the Amazon Basin of South America and has spread over the years to various areas in Africa and Asia. This dissertation analyses the problem of water hyacinth infestation in the Wouri River Basin, done through the quantification of its socio-economic and environmental impacts on riparian communities. The discharge of Harmful Aquatic Organisms and Pathogens (HAOP) found in ships ballast water from one port environment to another can have severe ecological, environmental and economic consequences, especially when they transform into marine pests. This informs the necessity to investigate treatment options that could curtail the transfer of these organisms from a source harbour. An alternative to the conventional Ballast Water Treatment Systems is investigated and proposed in this study- it entails the onshore treatment of host port water before it is loaded as ballast water into ships. This dissertation is a study on the oversight scheme over recognized organizations acting on behalf of flag States for consistent and effective implementation of international instruments. A brief history of classification societies, which account for the most recognized organizations, is dealt with and the concept of recognized organizations and their significance is looked into in the first stage. The legal background of delegation of flag States’ authority to recognized organizations is examined, categorized by legal instruments developed by IMO and ILO. Although the global shipbuilding market faces a severe recession due to the shrinkage of international trade, the shipbuilding industry in Korea has contributed to economic growth and employment. Influences of government on the shipbuilding industry have dimmed and every stakeholder manages their own way without direction from the perspective of national interest. On the other hand, the mandatory reduction of CO2 emissions from ships was adopted by IMO in 2011.
