This paper perceives Romania as an integral part of the Balkan sub-regional security complex and attempts to evaluate the implications of its participation in Balkan affairs on its security. More precisely, the article discusses the effects that the Yugoslav (Croat-Serbian, Bosnian and Kosovar) wars had on Romanian security and presents Bucharest’s endeavor to manage its insecurity. The research demonstrates that Romania envisaged the management of its insecurity by upholding its application for membership in Western security structures (NATO, WEU) rather than by institutionalizing Balkan cooperation. Considering that NATO and Yugoslavia were adversaries throughout the 1990s, the paper discusses Bucharest’s dilemma …

Distortionary Taxation And Labor Market Performance, Riccardo Fiorito, Favio Padrini

We construct quarterly estimates of consumption, labor and capital tax rates for several Oecd countries. We use then the stylized facts methodology - and also some structural analysis - to evaluate the relation between tax rates and labor market variables. The main policy result is that reducing tx rates on factors (labor, especially) notably increases employment and labor supply but has a smaller effect on unemployment because the two effects widely compensate.

The relative risk aversion (RRA) coefficient of a household whose consumption is close to the subsistence level may be very high. For example, if consumption is exactly at the subsistence level, the household may not be willing to bear any risk. If this is the case, then the RRA coefficient must be a decreasing function of wealth for poor households. Therefore we should allow the possibility of decreasing RRA (DRRA) in testing the full risk sharing hypothesis. A central question in economics is understanding the difficulties that parties have in reaching mutually beneficial agreements. Informational differences provide an appealing explanation for bargaining inefficiencies. This chapter provides an overview of the theoretical and empirical literature on bargaining with incomplete information. The chapter begins with an analysis of bargaining within a mechanism design framework. A modern development is provided of the classic result that, given two parties with independent private valuations, ex post efficiency is attainable if and only if it is common knowledge that gains from trade exist. In an optimal auction, a revenue-optimizing seller often awards goods inefficiently, either by placing them in the wrong hands or by withholding goods from the market. This conclusion rests on two assumptions: (1) the seller can prevent resale among bidders after the auction; and (2) the seller can commit to not sell the withheld goods after the auction. We examine how the optimal auction problem changes when these assumptions are relaxed. In sharp contrast to the no resale assumption, we assume perfect resale: all gains from trade are exhausted in resale. In a multiple object model with independent signals, we …

This paper examines efforts by the Jamaican government and its surrogates to control the Rastafarian movement and reggae music. Since the 1970s, the Jamaican establishment has employed an adjustment tactic, co-optation, to transform reggae music and Rastafari into a cultural attraction. In recent years, however, Rastafarian images and reggae have become increasingly important in the promotion of Jamaica’s tourist industry. The Jamaican government and its supporters have marketed the Rastafarian movement and reggae music as part of Jamaica’s “cultural heritage.” As a result, the Rastafarian movement has declined as a political and social force in Jamaica. This article ‘reimagines’ Max Weber, who is conventionally thought to be one of realism’s founding fathers. While Weber’s work had various ambiguities and tensions, we suggest that his conception of IR had much in common with liberalism, and especially the English School. Nevertheless, our ‘reimagining’ of Weber augments in a sustained and particular way an area of analysis that has not been consistently or sufficiently developed within the English School; namely an emphasis on the social legitimacy of a particular form of state–society complex that is constitutive of international society. Th e purpose of the present paper is to investigate Timbuktu’s economic decline in the three centuries elapsed between 1526, when Leo Africanus reached the Mysterious City, and 1830, when the fi rst European explorers arrived in Timbuktu. It is argued that Timbuktu’s decline was neither an accident nor the result of inevitable natural conditions. Timbuktu’s decay was the product of historical and social forces. Specifi cally, it is argued that Timbuktu lost power and prestige because its market decayed. However, it is also suggested that no single factor can account individually for this event. The 1998 El Niño significantly reduced garden productivity in the Upper Orinoco region in Venezuela. Consequently, parents were forced to allocate food carefully to their children. Nutrition data collected from village children combined with genealogical data allowed the determination of which children suffered most, and whether the patterns of food distribution accorded with predictions from parental investment theory. For boys, three social variables accounted for over 70% of the variance in subcutaneous fat after controlling for age: number of siblings, age of the mother’s youngest child, and whether the mother was the senior or junior co-wife, or was married monogamously. …

This article tests a model for the political economy of the Wari Empire (AD 600–1000) of Peru. This model divides the empire into core and periphery zones. In the core, Wari political economy was organized to extract surplus agricultural production to feed the capital. In the periphery, the Wari strove to extract prestige goods. We suggest that there is a strong relationship between where the empire chose to locate its centers in the periphery and the political complexity of the local population in which the center was placed. A self-report instrument assessed an incident in which respondents experienced a threat to their relationship with a family member. The nature of the relationship with the family member was explored along with the experience, the emotional responses and coping behaviors, the degree of expression, perceived appropriateness, and the effects on the relationship. Results show that 52% of respondents experienced a jealousy incident in the family. Almost 50% of the incidents involved the respondent's sibling (approximately 30% sisters, 20% brothers), and more than 20% involved the respondent's mother. Managing organizational diversity requires managing change. Contemporary organizational leaders must prepare people to adapt to changes in organizational membership and effectively motivate all members of a diverse workforce. However, diversity initiatives are controversial and often met with employee resistance and a backlash of resentment, dissatisfaction, and group polarization. This paper advances a Dialectical Diversity Audit procedure that results in an effective agenda for diversity-related cultural change. The usefulness of the procedure is demonstrated through a Diversity Audit of a mid-sized public university in the southern United States.
