Cities are vulnerable to a range of environmental hazards that are likely to be exacerbated by climate change: floods, droughts, poor air quality, and heat islands are a few examples. Assessments of this vulnerability often include an evaluation of a city’s adaptive capacity, or its potential to respond to changes in the frequency or severity of environmental hazards as well as its ability to take advantage of or mitigate these changes. This paper assesses the impact of a cluster development policy in Latin America. A Local Productive Arrangement (APL) is a cluster of firms within the same territory, operating around the same activity and maintaining ties of cooperation and learning among themselves and with other stakeholders. Using firm-level data comprising information on SMEs from Brazil for the years 2002 to 2009 we apply fixed effects, matching and reweighting methods to estimate both the direct and the indirect – i.e. spillovers – causal effect of participating in APLs on a series of SMEs’ performance indicators, including level of employment, value of exports …

Recent trends in many counseling training programs have reflected a proliferation of students entering graduate school directly after completing an undergraduate program. This proliferation has resulted in an increase in the number of emerging adult counseling students. Emerging adulthood is the term used to describe the ages of 18-25, and is unique in that individuals in this age group identify subjectively with aspects of both adolescence and adulthood without fully identifying with either. Lacking a crystallized adult identity poses unique challenges for these students, particularly with regard to developing professional identity and self-efficacy. A new methodology and algorithms were developed to combine diverse data sources and to estimate the impacts of recurrent and non-recurrent congestion on freight movements’ reliability and delays, costs, and emissions. The results suggest that traditional traffic sensor data tend to underestimate the impacts of congestion on commercial vehicles travel times and variability. This research also shows that congestion is not only detrimental for carriers and shippers costs but also for the planet due to major increases in GHG emissions and for the local community due to large increases in NOx, PM, and other harmful pollutants.

There is national interest in building data that expands upon the existing Institute of Transportation Engineers (ITE) trip generation rates to include sites located in a multi-modal context. Current ITE rates represent travel behavior for development in single lots and uses, primarily measured in low-density suburban areas. Despite evidence that a more compact urban form, access to transit and a greater mix of uses generates fewer and shorter vehicle trips, local governments are often compelled to use current ITE trip generation rates to evaluate transportation impacts and calculate transportation system development charges (TSDCs). The nonmedical use of prescription opioid pain relievers and associated overdose deaths have been labeled an epidemic by the Centers of Disease Control and Prevention. While these medicines play an important role in the treatment of pain, the benefits of opioids for the treatment of pain need to be balanced against these very real risks. Librarians regularly encounter students who struggle to understand and apply information literacy concepts. A qualitative survey administered to information literacy practitioners asked about troublesome content and analyzed results using the threshold concepts pedagogical framework first described by Jan Meyer and Ray Land. A threshold concept transforms the learner’s view of content and helps integrate previously learned material; threshold concepts are portals that, once traversed, bring insight into how to think and act like a practitioner within a discipline. This project uses the data collected to propose seven threshold concepts for information literacy.

This report presents the results of a study conducted by the Population Research Center (PRC) to address the long-range planning needs of Yamhill County and produce population forecasts at the county and sub-county level. This report considers recent and historical demographic changes experienced within the County and provides forecasts from 2010 to 2035 in 5-year intervals and for years 2012 and 2032. Expected future populations that result from the most-likely demographic trends throughout Yamhill County are presented in this report. Background: This article presents cohort studies that use data from the National Health Information Survey from 1986 to 1994 and compares the effectiveness of Cox proportional hazards models that assume a linear relationship between body mass index (BMI) and the risk of prostate cancer with models that assume a J-shaped relationship. Methods and results: Our study found that for black males over 40 years of age, neither a linear nor a J-shaped relationship yielded a statistically significant model. With white males over 40 years, assuming a linear relationship did not yield a statistically significant model (P = 0.582). When we …

This PowerPoint describes the Analyze, Search, Evaluate (ASE) model for building a research strategy. This pedagogical model was field tested by Dr. Melissa Gross and Dr. Don Latham in a large, IMLS funded study of Florida college students who were targeted for remedial instruction regarding research skills and information literacy. Using this method at the Portland State University Library in research classes for freshman and international students, I have found the ASE research model to be an engaging way to organize an hour library class so that students learn an efficient and easy way to construct their research strategies.

Fort Vancouver, as the colonial "Capital" of the Pacific Northwest in the 1820s-1840s, supported a multiethnic village of 600-1,000 occupants. A number of the villagers were Hawaiian men who worked in the agricultural fields and sawmills of the Hudson’s Bay Company (HBC) operations. Identification of Hawaiian residences and activities has been an important element of studies of Fort Vancouver National Historic Site, Vancouver, Washington, since the 1960s.

Although the supply chains through which foods are produced, processed, and transported can have a significant impact on carbon dioxide (CO₂) emissions, consumers are largely unaware of how their food choices may impact the environment. Based on a previous related study, we hypothesized that a web-based training process could increase consumer knowledge and perhaps influence consumer behavior longitudinally. Multiplayer online games form complex semiotic ecologies that include game-generated texts, player-to-player communication and collaboration, and associated websites that support in-game play. This article describes an exploratory study of the massively multiplayer online game (MMO) World of Warcraft (WoW), with specific attention to its qualities as a setting for second language (L2) use and development. In the spring and summer of 2012 the State of Oregon commissioned a study from Portland State University’s Center for Public Service to examine the single biggest cost of most government jurisdictions: personnel costs. Working closely with the League of Oregon Cities and the Association of Oregon Counties, the state and the CPS research team identified 21 different city and county jurisdictions in Oregon and southwest Washington, in addition to using state of Oregon data.
