In 1996, Broome County opened the new Broome County Public Safety Facility (BCPSF) that doubles the County's capacity for housing inmates locally. However, the County has experienced a significant increase in jail population since BCPSF was opened. This has resulted in the resumption of the practice of boarding excess inmates at regional facilities. Given the County's desire to contain costs associated with overcrowding, this research project conducted a cost effectiveness analysis of three policy alternatives to address the jail overcrowding issues: (1) maintaining the current practice of boarding, (2) renovating a gymnasium into a 48 bed "Gym-Pod," or (3) constructing …

This article compares different communicative trials for apes in captivity and children with autism in order to investigate how ideological assumptions about linguistic agency and impairment are constructed and challenged in practice. To the extent that Euro-American techniques of “unnatural” language instruction developed during the Cold War era have been successful, it is because communicative interactions are broken down into basic components, and would-be language learners are equipped with materials, devices, and habits that make up for their distinct bio/social deficits. Closer Than “Arms Length”: Understanding The Factors Associated With Collaborative Contracting, Anna A. Amirkhanyan, Hyun Joon Kim, Kristina T. Lambright

This article focuses on collaborative relationships between contractors and government agencies and explores which contract characteristics, contractor traits, and environmental factors are associated with the development of such relationships. The study uses data from the Partnership Impact Research Project, a three-round longitudinal survey of over one hundred child care centers and Head Start agencies in Ohio. Our findings suggest that stronger collaborative contracting relationships are associated with greater contract specificity, better contractor service quality, and contractor affiliation with a larger organization. On the other hand, a contractor’s financial autonomy and nonprofit status are negatively related to collaborative relationship strength. We …

From 2000 to 2010, the population of those over 85 years old ( the oldest old) in Broome County has increased by 23.19%. However at the same time, the number of the oldest old who receive service from Broome County Office for Aging (BCOFA) has decreased by 10%. As the only department in Broome County government which provides services specifically targeting senior citizens, BCOFA may differ from the needs of those who do not and what strategies could be used to improve the service coverage for this problem.

The Family and Children's Society is a human services nonprofit organization located in Broome and Tioga Counties. The Men Overcoming Violence Program does not have a formal performance measurement system. To assist the Family and Children's Society as they consider how to best implement a performance measurement system, a survey was distributed to the current clients served to understand their perceptions of the goals of the Men Overcoming Violence Program. In addition, interviews were conducted with nonprofit administrators to explore strategies to develop and implement a performance measurement system. Four main findings emerged from the data. In summer of 2011, as a graduate intern from the Master of Public Administration (MPA) program I conducted a research project under the supervision of the Director of Special Programs for Economic Development. The purpose of the project was to learn about the perceptions of downtown area officials and community members regarding the impact of the Binghamton University Downtown Center (UDC). Findings showed that overall participants were satisfied regarding UDC partnering relationships with public and non-profits agencies. Broome County senior centers serve as an access point for information and assistance, provide opportunities for socialization, offer a variety of activities as well as nutritious meals. They also help seniors to maintain their independence and enable them to stay in the community longer. While the 2010 Census data shows an increase in the aging population in Broome County, there has been a decrease in overall attendance and the number of meals served at the local senior centers.
