In the mid-1900s there were over eighty thousand public school buildings in the United States housing approximately thirty-nine million pupils. Many were constructed thirty or forty years earlier and have approached the end of their useful life without requiring major retrofitting or replacement. Rising construction costs prompt school systems to investigate alternative means of housing rapidly growing student populations. This study traced the historical background of the school facility and the development of school construction relative to the function of education.

This dissertation documents the early years in the campaign by community leaders in Norfolk and adjacent cities to establish a local medical school as a means to improving the quality of medical education in the Hampton Roads area. Although attention is focused on the period 1959 to 1973, it is not strictly limited to this period of time.

St. Bernard Parish (Louisiana) has undergone a transition from rural, agrarian characteristics to that of a suburban, industrial based community. Its fragile environment has been substantially altered by man's use.

Planning and development strategies need to be devised to address the stress placed on the environment by these alterations, particularly dealing with coastal erosion, land loss and increased threat of tidal surge and flooding if development in the area is to continue.

The concern of this dissertation is planning theory and practice; its purpose is to make planning more responsive to the problems of the city. The premise that the study is built on is that social planning must be in harmony with the nature of its subject matter, and that social problems is its subject matter. The supposition is that if we grasp the nature of social problems and build planning theory and practice on these insights, planning efforts will be more relevant and more effective.
