APRI staff provided research support to the Ohio Federal Military Jobs Commission as they met and developed their final report on strengthening the state's federal military jobs sector. APRI primarily provided research and authorship for Chapter 3 of the report, titled Expand Small Business Federal Contracting. Chapter 3 discusses the strategy to enhance communication and collaboration among State entities in order to create statewide response to the federal initiatives that make contracts available to small business and veteran-owned businesses. Walk through the streets of New York and at some point you’ll inevitably pass by a wafting smell of garbage, but residents of North Brooklyn are handling more than their share of the smelly load and they’re tired of getting dumped on.

A newly formed coalition of neighbors and environmental activists has begun a turf war against Brooklyn Transfer LLC, a waste transfer station located on Thames Street in East Williamsburg, which handles private commercial waste through ­­­­­­­­­­­­­Five Star Carting.

Trash may not be treasure, but it can be groceries. The United States Department of Agriculture and Environmental Protection Agency announced plans this year to halve food waste by 2030, but dumpster divers - also known as freegans - have been eating away at food waste for decades. Cutting down on organic waste can help feed the hungry, save money and minimize the environmental impact of rotting food in landfills. Many individuals, private groups and the New York City government are all working to cut down on organic waste.

A considerable number of quantitative analyses have been conducted in the past several decades that demonstrate the existence of racial and socioeconomic disparities in the distribution of a wide variety of environmental hazards. The vast majority of these have been cross-sectional, snapshot studies employing data on hazardous facilities and population characteristics at only one point in time. Although some limited hypotheses can be tested with cross-sectional data, fully understanding how present-day disparities come about requires longitudinal analyses that examine the demographic characteristics of sites at the time of facility siting and track demographic changes after siting. This study investigates the Louisiana 2012 Coastal Master Plan’s ability to reconcile conflicting economic and ecological demands on coastal resources. The Louisiana Coastal Master Plan was unique in combining flood control and coastal restoration under one authority. However, the objectives of flood control and coastal restoration can be in conflict. The plan was also unique in its approach of restoration from a working coast perspective. However, the objectives of ecological restoration and economic productivity do not always agree. Cuyahoga County, Ohio is at the epicenter of the foreclosure crisis. With close to 13,000 foreclosure filings a year since 2005, more than 10,000 vacant and derelict structures and thousands of homeowners losing their homes, the effects of the crisis will be long lasting and far reaching. In Ohio, County courts, agencies and departments have some level of authority and responsibility for virtually every step of the foreclosure process. While the current economic climate is challenging, it provides an opportunity to assess critical workforce and talent issues facing the manufacturing community. In March 2009, Dr. Joel Elvery of Cleveland State University’s Maxine Goodman Levin College of Urban Affairs released the Employment and Wage Trends of Manufacturing Occupations in the Cleveland-Elyria PMSA analysis. The analysis identified occupations that appear to be “pain-points” for employers - or open positions that are hard to fill and thus, in high demand.

Farm-to-school is a new, innovative strategy with multiple planning-related objectives. The article evaluates the significance of farm-to-school in relation to improving the health and nutrition of school-age children, particularly low-income youth; strengthening the capacity of local farmers, particularly those engaged in sustainable practices; adding to the toolkit of strategies designed to contain and ultimately reduce sprawl-inducing developments by helping preserve farmland; and helping establish a community food systems approach no longer entirely dependent on the global food system that has come to dominate food growing, processing, distribution, and consumption patterns around the world.

The foreclosure crisis hit Cuyahoga County earlier and harder than the rest of the nation. The crisis continues to weaken the County’s already weak housing market, as evidenced by declining property values, increasing numbers of vacant and abandoned properties and the continuing high rates of foreclosure filings. In 1999, there were 4,900 residential foreclosure filings in Cuyahoga County. That number doubled to about 10,000 by 2005 and peaked in 2007 at close to 14,000. In 2011, the County had just over 11,000 residential foreclosure filings. In total, an estimated 68,000 homes in the County have been “touched” by foreclosure. The …

In 1998, the Sisters of Charity Foundation of Cleveland began a program-related initiative to increase the availability, affordability and quality of permanent, affordable housing units for low-income and underserved families and persons in Cuyahoga and Lorain Counties. The Affordable Housing Initiative will award approximately six million dollars to community organizations over a five-year period. As part of this initiative, the Foundation funded more than 25 grantees to undertake a variety of non-capital projects. The Maxine Goodman Levin College of Urban Affairs, Cleveland State University was asked to evaluate the overall initiative and the projects of each of the grantees.

In just four decades, the Wal-Mart Company has transformed the retail sector, infl uenced the way we shop and work and shaped the nation’s rural, suburban and urban communities. Now Wal-Mart Supercenters, vast stores that house full-scale grocery stores within their walls, are beginning to affect the food system. After summarizing Wal-Mart’s labor and land use impacts, this working paper addresses an issue that has received less attention: the implications of the Supercenter model of food retailing on food access.
