In 1990, the Human Relations Foundation of Chicago was created in response to a publication called Report on Race, Ethnic and Religious Tensions in Chicago, released by the Chicago Community Trust Human Relations Task Force in 1989. The human relations task force released recommendations for the creation of a foundation to energize efforts to combat racism. The Human Relations Foundation of Chicago implements the recommendations of the task force's report, targeting Chicago leadership by concentrating on issues related to, but not limited to, housing, education, religion, media, government and business.

The Lloyd District is a high-density commercial and residential district located a short distance from downtown Portland, Oregon. Parking and transportation problems in the District have been a source of increasing contention for nearly a decade. As a result. in September of 1997. the City of Portland implemented a Lloyd District Partnership Plan, which consists of a number of elements aimed at curbing SOY use for the commute to and from the District. Humane economics, democratic economic participation, and democratic economic control are words not often combined and terms rarely used by traditional economic developers and urban planners, especially when addressing inner-city redevelopment. Most often, discussions about economic development and the elimination of poverty focus on job creation, workforce development, and access to job opportunities - promoting the corporate model of growth and fortifying big business's penetration into and control of community economics. La descentralización como proceso de reorganización de la sociedad y del Estado está presente en el Ecuador de hoy, más como discurso que como realidad. Como discurso. Porque el proceso de concentración aún no ha concluido y porque todavía no se avizora un proyecto hegemónico que lo contrarreste.
El discurso descentralizador carece de una estrategia explícita y más bien tiende a desarrollarse a partir de ciertos intentos aislados que darían lugar a pensar que se está cimentando el sujeto social de la descentralización, a la par que se definen, los contornos de su propuesta.

La urbanización en América Latina tiene tres grandes de terminaciones en la hora actual: a) los cambios demo gráficos, que se expresan fundamentalmente en la disminución de las tasas de urbanización yen el redireccionamiento de los flujos tradicionales de la población; b) la Globalización que integra mercados, cultura y política, requiere de lugares estratégicos (ciudades) para proyectarse; y c) la revolución científico tecnológica en el campo de las comunicaciones, que produce la aproximación de territorios distantes y una transformación en los espacios de conformación cultural (del aula y el ágora a la televisión Carrión F. 2.000).

El presente libro quiere aportar en esta línea, al discutir dos temáticas relacionadas: cultura y gestión alrededor de los centros históricos. Para este esfuerzo editorial confluyen la Empresa del Centro Histórico, entidad de gestión, y FLACSO, organismo internacional dedicado a la formación. Las dos instituciones ven la necesidad de formar nuevos actores de la renovación de los centros históricos y, en este proceso, reflexionar sobre las experiencias concretas de actuación. Portugal's seaport communities are undergoing substantial change. Once protected by the nation's closed economy and restrictions to cultural adaptation, they are now required to face increased competition, shifting markets, the need for increased efficiency and for new infrastructural systems. In addition to all this, the uses of those seaports need to be examined: will they be centers for fishing, freight activities or have mainly tourist functions? Clearly, the Portuguese seaports of tomorrow will not be the same as they are today. This analysis examined the historical relationship between land use changes and the location of capacity increasing highway projects in the State of Oregon from 1970 to 1990. Aerial photography for 18 cities was used to delineate the extent of urban development in each time period. A geographic information system (GIS) was used to assemble the data. Using this data, a logit regression model tested the significance of geographic variables such as proximity to highway projects, land use zoning classification, city size, and other spatial characteristics. Oregon s weight-mile tax was amended in 1990 to provide for a lower tax rate for trucks weighing more than 80,000 pounds if they added axles. The additional axles within a weight class reduce the amount of road damage. The tax break was largely based on equity considerations, since trucks within a weight class tend to do less road damage if they have more axles; however, the tax reductions also created an economic incentive to add axles and thus reduce road damage. The City of Las Vegas’ 2020 Master Plan requires pedestrian friendly neighborhoods in newly developing areas by stating, “The importance of creating neighborhoods that are walkable and sustainable and which foster a sense of community must be key elements of our newly developing areas”. in price without incurring a tax liability. The previous law was critiqued as detrimental to cities by promoting out-migration to higher-priced homes; it was asserted that the requirement that sellers buy a home equal to or greater than the value of the one they sold to defer tax liability obstructed movement down in price. This study asked whether movement down in price increased in four Ohio cities after the law was changed and whether movement out of the central cities decreased and movement in from the suburbs increased. Statistically significant change in movement down was found in only one city. …

Changes in the economy--at the local, regional, state, and national levels--as well as technological advances have altered how and where people work, which has brought attention to the issue of workforce development. Many public and private entities, Chambers of Commerce among them, now engage in some form of workforce development. This report examines a number of such efforts to determine the “best practices” of workforce development for Chambers of Commerce. This report first considers the complex world of workforce development. Master of Urban and Regional Planning Workshop Projects
This project evaluated the recent construction of a public skatepark located in Tualatin Community Park. The skatepark is unique because a group of underrepresented youth initiated the idea of constructing it and helped bring it to fruition. The city has expressed a desire to see this level of energy and commitment duplicated in other youth-oriented initiatives, but needs to have a better understanding of how the skatepark project served as a positive youth development tool. In support of young people, the Tualtin City Council recently named youth issues as a "first tier" priority.

Quisiera partir cuestionando el nombre de la mesa redonda, en el siguiente sentido: la diversidad de situaciones que ocurren en la Amazonía es tan grande, que es difícil encasillar a la ciudad bajo una sola expresión. Objective: Homelessness and patterns of service use were examined among seriously mentally ill persons in an area with a well-funded community- based mental health system. Methods: The sample consisted of 438 individuals referred between 1990 and 1992 to an extended acute care psychiatric hospital after a stay in a general hospital. Those experiencing an episode of homelessness, defined as an admission to a public shelter between 1990 and 1993, were compared with those who were residentially stable. Data from a longitudinal integrated database of public mental health and medical services were used to construct service utilization measures to test the …

Fundamentalmente voy a plantear tres tópicos, que se inscriben en la perspectiva de la globalización que se vive a escala mundial. En primer lugar, la relación que existe entre globalización y ciudad me parece un punto de partida central; en segundo, lo relacionado con el tema de la descentralización y los municipios; y, en tercer lugar, el tema de la gobernabilidad local. Será una presentación que tenga a Quito y al Ecuador como referentes, pero como telón de fondo aparecerá la experiencia de América Latina.
