On October 29, 2012, one of the largest Atlantic basin storms in recorded history hit the East Coast. Although Superstorm Sandy centered around New Jersey and New York when it made landfall, the massive storm system spanned 1,000 miles north to south, over three times the size of a typical hurricane.
Luckily for Boston, Sandy’s storm surge hit the city near low tide, causing relatively minor coastal flooding. Had the storm hit 5½ hours earlier, 6.6 percent of the city could have been flooded, with floodwaters reaching City Hall.

The Massachusetts Green Communities Grant Program (GCP) was created by passage of the Massachusetts Green Communities Act in 2008, which provides funding, tools and technical support to assist local communities in achieving the goal of energy efficiency and greenhouse gas (GHG) emissions reduction. With the growing number of communities designated as GCP participants over the past two years, public focus has increasingly turned towards assessing the relative effectiveness of the GCP compared to other programs. As the effects of climate change become increasingly damaging and costly, a public and political consensus is building for planning that will protect private property and public infrastructure. Climate-related planning has primarily focused on mitigation, assessing vulnerability, and building adaptive capacity. Adaptation has not gained substantial ground in the area of implementation. The uncertainty associated with climate change projection and variability has emerged as a dominant barrier to adaptation. However, as knowledge accrues, the global and national science communities have been developing more detailed, fine-scale climate projections. Climate change, understood as a statistically significant variation in the mean state of the climate or its variability, is the greatest environmental challenge of this generation (Intergovernmental Panel on Climate Change, 2001). Marshfield is already being affected by changes in the climate that will have a profound effect on the town’s economy, public health, coastal resources, natural features, water systems, and public and private infrastructure. Adaptation strategies have been widely recognized as playing an important role in improving a community’s ability to respond to climate stressors by resisting damage and recovering quickly.

This historical review of 20 studies since the 1960s examines the influence of urban development on the thermal environment in Singapore, a fast growing tropical island city-state. Past observations are critically assessed with regard to experimental controls and station metadata. Given the availability of historical climate and developmental data spanning almost 50 years, changes in urban heat island (UHI) intensity and spatial coverage can be traced temporally. Rapid urban expansion in Singapore is clearly reflected in spatially and temporally changing air and surface temperature patterns. Competition for scarce Colorado River water resources is nothing new, but the conflicts that prompted the seven basin states to negotiate the 1922 Colorado River Compact have grown considerably fiercer and more complex in recent decades. In 2007, responding to the challenges of increasing demand and sustained drought, the seven basin states and a number of other affected interests agreed to a set of interim guidelines for allocating Colorado River water in the event of shortages. This agreement represents an important evolution in the governance of the Colorado River, suggesting that the many interests in the basin can work together …

Equal Standing With States: Tribal Sovereignty And Standing After Massachusetts V. Epa, Joseph Mead, Nicholas Fromherz

In Massachusetts v. EPA, 549 U.S. 497 (2007), the Supreme Court held that Massachusetts was entitled to "special solicitude" in the standing analysis because it was sovereign. As a result, Massachusetts passed the standing threshold in a global warming case where an ordinary litigant may have been stymied. The Supreme Court’s analysis raises an interesting question: Are Indian tribes—which have been considered sovereign entities since before the founding, and which hold lands facing heavy environmental pressure—entitled to "special solicitude" as well? We think they should be.

The Colorado River is the primary surface water resource of the Southwest, providing water to approximately 30 million residents.
