Master of Urban and Regional Planning Workshop Projects
HBU Consultants identify available resources in the region that could assist the clean up and redevelopment of the SE 57th and SE Division site, ascertained what kind of future use the community desires on this site, and evaluated sources of data to develop recommendations on how the DCOP could proceed. This project was conducted under the supervision of Deborah Howe, Sy Adler, and Connie Ozawa.

Physical Activity And Use Of Suburban Train Stations: An Exploratory Analysis, John L. Renne
Physical Activity And Use Of Suburban Train Stations: An Exploratory Analysis, John L. Renne
Planning and Urban Studies Faculty Publications
Physical inactivity contributes to a growing proportion of illness and premature death in the United States. Only about 45 percent of Americans meet the recommended national standard for physical activity. Yet, analysis of 300 surveys collected from train riders at three walkable New Jersey suburban train stations showed that 78 percent met the activity guidelines. A new train station that allows these riders to save time in their commute has attracted new riders and has led existing commuters to change their commute. One-third of those surveyed reported additional physical activity primarily because they walked more after leaving the train in …
Changing Festival Places: Insights From Galway, Bernadette Quinn
Changing Festival Places: Insights From Galway, Bernadette Quinn
Articles
This paper focuses on cultural reproduction in arts festival settings. It begins by conceptualizing festival settings as places whose characters derive from a combination of both internally derived traits and a diverse series of interactions with other places. Drawing on case study research conducted in an arts festival setting in Galway in the Republic of Ireland, the discussion identifies how elements indigenous to the place connect and engage with external forces. The study found the process of interacting with other places to be complex, involving much negotiation and adaptation as locales became contexts for re-working an array of often conflicting …

Planning A Sustainable Portland: A Digital Library For Local, Regional, And State Planning And Policy Documents, Carl Abbott
Urban Studies and Planning Faculty Publications and Presentations
This paper is intended as a guiding framework for the collection and digitizing program of the Oregon Sustainable Community Digital Library (OSCDL). The document addresses the following issues: (1) Portland and Oregon as centers of innovative planning (2) The institutional context of planning (3) The types of planning documentation typically found (4) The definition and dimensions of sustainability (5) Issue areas and topics that are most significant and interesting for electronic access.
It then offers suggestions about priorities for digital archiving based on a historical interpretation of Portland’s key planning and policy accomplishments and its consequent planning "gems" that are …

The incorporation of science into environmental policy is a key concern at many levels of decision making. Various institutions have sought to standardize the protection of natural resources by requiring that decisions be made based on the "best available science." Here we present empirical data describing the incorporation of best available science in the land-use policy process on a local scale. Results are based on interviews with planners and others who conducted scientific reviews associated with a Washington State Growth Management Act amendment that requires the inclusion of best available science in protecting critical areas. Our results show that jurisdictions …

Helping Everyone Have Plenty: Addressing Distribution And Circulation In An Hours-Based Local Currency System, Jonathan Lepofsky, Lisa K. Bates
Urban Studies and Planning Faculty Publications and Presentations
This paper summarizes research conducted by the authors who served as the ad-hoc Disbursement Task Force created by NCPlenty, Inc., the non-profit managing agency for a local currency system in central North Carolina, USA. NCPlenty, Inc. began printing a scrip-based local currency called the PLENTY in October 2002. The PLENTY, or Piedmont Local EcoNomy Tender, is based on the Ithaca HOURS currency and has faced circulation and distribution issues similar to other HOURS-based systems in the US. While at the start of the PLENTY’s first year of circulation the number of participating individuals and businesses nearly doubled and a vibrant …
Portland's Regional Economy: The Dynamics Of Change, Sheila A. Martin, Amy S. Vander Vliet
Portland's Regional Economy: The Dynamics Of Change, Sheila A. Martin, Amy S. Vander Vliet
Institute of Portland Metropolitan Studies Publications
As the Portland-Vancouver economy emerges from recession, regional residents must come to terms with the realities of a restructured economy. The familiar sectors and industries upon which we based success in the past likely will no longer sustain us, at least to the degree they once did. We are simultaneously witnessing the rebuilding of an economy while suffering the symptoms of radical change. The slowdown that began in the Portland region in the summer of 2000 was caused, in part, by cyclical downturns in several of the region's key industries. As the region continues to recover, it will most likely …

Minority Threat And Police Strength From 1980 To 2000: A Fixed-Effects Analysis Of Nonlinear And Interactive Effects In Large U.S. Cities, Stephanie L. Kent, David Jacobs
Sociology & Criminology Faculty Publications
Many studies have assessed threat theory by investigating the relationships between the size of minority populations and police strength. Yet these investigations analyzed older data with cross-sectional designs. This study uses a fixed-effects panel design to detect nonlinear and interactive relationships between minority presence and the per capita number of police in large U.S. cities in the last three census years. The findings show that the relationship between racial threat and the population-corrected number of police officers has recently become considerably stronger. In accord with theoretically based expectations, tests for interactions show that segregated cities with larger African American populations …
