The neighbors are either long-term homeowners, people displaced from North Portland due to the gentrification, and new residents seeking economic development areas with an affordable price. The Green Ring Wayfinding Map is a community place-making project that improves neighborhood safety, accessibility, and enjoyment through conversations and collaboration across Lents diversity and geography. This paper examines government and privately sponsored revitalization projects in inner city and Center City Philadelphia from 1940-1970. These projects—including the construction of rail lines connecting Center City to the suburbs, changes to the National Housing Act, and the revitalization of Society Hill—were meant to bring investment back into the city after the economy had declined from de-industrialization. These projects successfully rebuilt the inner city’s economy, however, they ultimately hurt African-American and minority populations and encouraged segregation. This report presents forecasts of district‐wide and individual school enrollments for the Forest Grove School District (FGSD) for the 10 year period between 2019‐20 and 2028‐29. Three districtwide forecast scenarios correspond to population forecasts incorporating different assumptions about growth within the District, with the primary differences being the contribution of net migration to the District’s population and age distribution. Individual school forecasts consistent with the middle series are also presented for the 10 year period.

Many cities have goals for reducing automotive VMT in order to reduce tailpipe emissions and to reduce congestion. Conventional cycling is a good solution, though its uptake has slowed in recent years in several cities, despite the implementation of greenways, bikeshare, and bike lines (Anderson and McLeod 2017). Electric bicycles (e-bikes) could be an effective new part of the solution to combat mode shift stagnation. The e-bike is a recently introduced mode of travel that is rapidly gaining in popularity throughout the United States.

The electric bicycle (e-bike) is a low emission mode of transportation that offers communities benefits in the areas of health, planning, time, cost, street safety, congestion, air pollution, noise pollution, and energy security (Blondel, Mispelon, and Ferguson 2011). The targeted scenario is a magnitude 9.0 earthquake and tsunami from the Cascadia Subduction Zone, threatening communities along 1,000 miles of the US Pacific Northwest coastline.

The Count provides important information on the people who were counted living unsheltered, in emergency shelter, and in transitional housing (collectively the “HUD homeless” or “literally homeless” population) the night of Jan. 23, 2019. As always, the date of the Count and the definition of homelessness that determines who is counted were set by the U.S. Department of Housing and Urban Development (HUD).

This report presents the results of a demographic study conducted by the Portland State University Population Research Center (PRC) for Portland Public Schools (PPS). The study includes analysis of population, housing and enrollment trends affecting the District in recent years, estimates of the number of PPS students by housing type, and annual forecasts of enrollment for a 15 year horizon, from 2019‐20 to 2033‐34. Enrollment forecasts were prepared under high, middle, and low scenarios for the District. Forecasts for attendance areas by place of residence and for individual schools are consistent with the middle district‐wide forecast.

Pedestrian safety and access is an equity issue. In Portland, inadequate pedestrian infrastructure and traffic safety concerns disproportionately impact low-income communities and people of color. The City is attempting to rectify these inequities through PedPDX, Portland’s new citywide pedestrian plan (anticipated for adoption in Spring 2019). PedPDX prioritizes sidewalk and crossing improvements and other investments, policies, strategies and tools to make walking safer and more comfortable across the city.

This project demonstrates how an inexpensive system (hardware and software) can add new functionality to existing signal controllers, giving bicyclists an efficient way to cross a controlled intersection. The system integrates three components: (1) a Bike Connect box that resides near the signal-controller and is connected to it, (2) an application that runs on a Bike Connect device (currently an iPhone) and requests a green light at the correct approach-distance, and (3) a cloud-based publish/subscribe (pub/sub) component that handles cellular-communication between phone app and box.
