The Portland-Milwaukie Light Rail (PMLR) line will open in 2015 and bring change to the Brooklyn neighborhood of Portland, Oregon. The Imagine Holgate project engaged the public in a visioning process to learn the community aspirations for future transit-oriented development in the Station Area around the southeast 17th Avenue and Holgate Boulevard Station on the PMLR line. This Transit-Oriented Community Vision Plan provides an overview of existing conditions in the Station Area, including a brief history of the Brooklyn neighborhood, a snapshot of Station Area demographics and the regulatory environment and market conditions for development in the area. On Solid Ground is a community disaster preparedness plan for the community that lives, works, and plays within the 12 neighborhoods that compose the Northeast Coalition of Neighborhoods (NECN), the client for this project. Through extensive research, public involvement, and a partnership with the Portland and Multnomah County Bureaus of Emergency Management, Terra Firma Planning provided recommendations for leveraging the unique characteristics of NECN to create a more resilient community. In a 2010 report, the Oregon Legislature-created Oregon Global Warming Commission (OGWC) stated "with confidence" that human activities were primarily responsible for a 1.5 degree Fahrenheit increase in 20th century temperatures in the Pacific Northwest. Transportation and electricity were responsible for about 70 percent of Oregon's greenhouse gas emissions during the 2003-2007 period of study, while agriculture, waste, combustion, leakage, and other sources were responsible for the balance of emissions. The Neighborhood Main Streets Project is an effort to revitalize neighborhood commercial areas in Milwaukie, OR. Horizon Planning conducted the public involvement for the project with walking tours, a survey, visioning workshop, focus group, and open house to determine the community’s vision for walkable and vibrant commercial areas. Horizon Planning also examined existing zoning, transportation, and economic conditions that were not conducive to pedestrian-friendly and vibrant commercial areas. Toward an Age-Friendly Portland connects the people-friendly efforts of the Portland Plan with input and specific needs expressed by older Portlanders to create a vision for what people want their neighborhoods to be like as they grow older. This vision informs recommendations that may be integrated into Portland’s planning efforts. Orca Planning found that the needs of older adults now and in the future are not adequately met by the transportation, housing and greenspace options available in today’s Portland. This project was conducted under the supervision of Ethan Seltzer and Gil Kelley.

My dissertation develops and analyzes ecological economic models to study the complex dynamics of an ecological economic system (EES) and investigate various conditions and measures which can sustain a developing economy over the long term in view of resilience and sustainability. Drawing on the concept of sexual geography, this study examines the social and political meanings of sexualized spaces in the urban geography of Portland, Oregon between 1970 and 2010. This includes an examination of the sexual geography of urban spaces as a deliberate construct resulting from official and unofficial public policy and urban planning decisions. Sexual geographies, the collective and individual constructions of sexuality, are not static. Nor are definitions of deviant sexual practices fixed in the collective consciousness. This study investigates the hydrologic effects of urbanization in two Portland, Oregon streams through a comparison of three hydrologic metrics. Hydrologic metrics used in this study are the mean annual runoff ratio (Qa), mean seasonal runoff ratio (Qw and Qd), and the fraction of time that streamflow exceeds the mean streamflow during the year (TQmean). Additionally, the relative change in streamflow in response to storm events was examined for two watersheds. For this investigation urban development is represented by two urbanization metrics: percent impervious and road density. Consensus is lacking on specific and policy-relevant measures of neighborhood attributes that may affect health outcomes. To address this limitation, we created small standardized geographic units measuring the transit, commercial, and park area access, intersection, and population density for the Portland, Oregon metropolitan area. Cluster analysis was used to identify six unique urban forms: central city, city periphery, suburb, urban fringe with poor commercial access, urban fringe with pool park access, and satellite city. The urban form information was linkable to the detailed physical activity, health, and socio-demographic data of 2,005 older women without the use of administrative boundaries. Evaluation …
