Social work education has traditionally used frameworks, such as cultural competency, to guide implicit and explicit curricula that shape how we think about communities that live and thrive outside of white supremacist and cis/heteronormative norms and values. While the cultural competency framework intends to promote a level of consciousness and attention that is required to practice with diverse individuals, families, and communities whose identities differ from that of the social worker, it instead inadvertently creates a knowledge base that reinforces harmful power dynamics between social worker and client/community. There are multiple ways in which corruption is linked to violent conflict, some direct and some indirect. For ordinary citizens, the experience of this nexus is the denial of basic freedoms and rights. In spite of such bleak circumstances, people can move from being victims and bystanders to becoming a force for transforming their societies. Citizens are engaging in civil resistance to curb corruption and win accountability and justice. This article looks at the subject of accountability in the administration of the human services. The history of accountability over the last four decades is chronicled and discussed. The point is made that during this period, funders have largely determined the nature of accountability. Because funders have been primarily concerned with funding, accountability has tended to be financial in nature. The authors argue that the focus on financial accountability had two major detrimental effects. First, programmatic accountability was reduced to secondary importance.
