State responses to interpersonal violence in the US have long been focused on punishment and prison. While opposition to punitive responses to interpersonal violence has been marginal, there are small but growing efforts to challenge the primacy of punishment and incarceration. In its place, different non-punitive approaches to justice have been practiced and promoted including restorative justice and transformative justice, which see accountability, not punishment, as a primary goal. Social work education has traditionally used frameworks, such as cultural competency, to guide implicit and explicit curricula that shape how we think about communities that live and thrive outside of white supremacist and cis/heteronormative norms and values. While the cultural competency framework intends to promote a level of consciousness and attention that is required to practice with diverse individuals, families, and communities whose identities differ from that of the social worker, it instead inadvertently creates a knowledge base that reinforces harmful power dynamics between social worker and client/community. AbstractAccountability is an important concept in public administration and across multiple sectors. NGOs work towards achieving their social purpose and yet, they are perceived to be accountable only to their donors but not to citizens. The purpose of this qualitative case study was to explore perspectives of citizens in three districts: Bongo, Wa, and Sagnarigu in Northern Ghana on how NGOs demonstrate accountability in fulfilling their commitments in drinking water provision. It specifically investigated the lived experiences of citizens: local government authorities, traditional authorities, and individual citizens from the districts. The construct of educational accountability formally originated in 2001 as a means to improve education standards by holding teachers accountable for student academic progress; however, the definition of educational accountability for parents continues to be illusive. The purpose of this generic, qualitative study was to explore the perceptions of educational accountability among single, African American mothers of high school-aged children. Noprofit human services providers are struggling to meet increasing demands for services with diminished budgetary resources. This study returns to a unique collaborative fundraising model one year later in order to assess the progress toward successful joint fundraising a year after an initial study of the partnership was completed. Key stakeholders from the two remaining partner agencies were interviewed using a semi-structured interview protocol. Two major themes arose from examining the data: the primacy of relationships in building a successful collaboration and the importance of sustainability and accountability to the well-being of the new organization. This article looks at the subject of accountability in the administration of the human services. The history of accountability over the last four decades is chronicled and discussed. The point is made that during this period, funders have largely determined the nature of accountability. Because funders have been primarily concerned with funding, accountability has tended to be financial in nature. The authors argue that the focus on financial accountability had two major detrimental effects. First, programmatic accountability was reduced to secondary importance. Changes in nonprofit accounting standards and practices have spearheaded a quiet revolution in financial management practice in social agencies and the delivery of human services during the past three decades. These changes have gone hand-in-glove with other changes in the political arena to dramatically transform the ways in which human services are organized and delivered. At the core of this transition has been the movement from fund to enterprise accounting, together with such larger political developments as the expansion of grant-based relations with government into the performance management environment of purchase of service contracting.

The research reported in this paper is an effort to shed empirical light on traditional accountability in a cross-cultural perspective. Because of the suspicion of a connection between the persistence of the issue in the United States and indigenous cultural factors (most notably the uniquely enduring influence of the Protestant ethic) it was decided to investigate the issue through a comparison of some of the accountability practices of American social agencies with those outside the United States.
