Development And Confirmatory Factor Analysis Of The Community Norms Of Child Neglect Scale, Rebecca Goodvin, David R. Johnson, Sam A. Hardy, Michelle Graef, Jeff M. Chambers

This article describes the development of the Community Norms of Child Neglect Scale (CNCNS), a new measure of perceptions of child neglect, for use in community samples. The CNCNS differentiates among four subtypes of neglect (failure to provide for basic needs, lack of supervision, emotional neglect, and educational neglect). Scenarios ranging in seriousness for each subtype were presented to a large community sample (N = 3,809). Confirmatory factor analyses indicated that a four-factor model provided a better fit to the data than did a model specifying only one overall neglect factor, suggesting this sample distinguished among the four subtypes of …

As summer faded to fall in 2005, a hurricane hit New Orleans, a city so unique in its history that it has more history than many American cities. It was nonetheless an American city in these telling parameters: a city of luxury alongside squalor, two-thirds Black, one-fourth poor, with the gap between its rich and poor growing at a gallop as the waters of lake and river lapped gently along aging, grass-covered levees.

Interprofessional and interagency collaboration are currently considered to be essential features of professional practice for the provision of effective health, education and human services. Most major professional organizations have now acknowledged the importance of working collaboratively with other professions and have advocated that education programs prepare students to collaborate across professions through the development of interprofessional education programs. At this time there is little evidence to show that when professionals learn together that this enables them, in practice and in the future, to work more collaboratively to achieve client goals.

Evaluating The Implementation Of The Kentucky Drug Endangered Children Training Network, Ramona Gabbard

In late 2004 the Kentucky Drug Endangered Children Alliance was created to bring attention to the methamphetamine problem in Kentucky and coordinate the efforts of many different agencies. The Training Network is part of the Alliance and seeks to educate the various service providers that may come into contact with the child victims of caregiver meth abuse and production. The Training Network estimates it has provided training to almost ten thousand individuals in the three years it has been at work.
My evaluation of the implementation of this training effort focused on the type and number of participants and whether …

State Earned Income Tax Credits And “Making Work Pay”: How Maine Might Help Workers, Glenn Beamer

Established in 1975, the Earned Income Tax Credit (EITC) became the federal government’s largest antipoverty program for citizens under the age of 65 by the mid-1990s. In this article, Glenn Beamer gives a brief overview of how the program works and how states have piggybacked on the federal EITC to further assist their working poor. He observes that Maine’s EITC policy does not fully avail itself of potential returns and points to other states with policies that provide greater benefits for the working poor. He suggests that expanding Maine’s EITC not only would provide working Mainers with extra income, but …

Despite decades of concerted federal, state, local and private effort, poverty persists in Maine and many parts of the nation. The face of poverty, however, differs across regions and states. Maine, for example, has a higher rate of working poor than in the nation as a whole. In this article, Ann Acheson updates the profile of poverty in Maine, examining recent trends and the nature of regional disparities. Some measures of economic distress have worsened over the last five years; others remain stagnant. The Administration for Children and Families (ACF), in partnership with the Administration on Aging (AoA) in Region IV, has demonstrated its commitment to supporting vulnerable families by undertaking a leadership role to establish a network of services for grandparents raising grandchildren. Beginning in 2002, the southeastern offices of ACF and AoA collaborated with federal, state and local public welfare, academic, and community service agencies in Georgia to form a provider consortium to identify the needs of grandparent-headed families, and to develop and execute a service delivery plan to address their needs.
