Wind power is one of the world's fastest-growing renewable energy resources and has expanded quickly within the US electric grid. Currently, wind power producers (WPPs) may sell energy products in US markets but are not allowed to sell reserve products, due to the uncertain and intermittent nature of wind power. However, as wind’s share of the power supply grows, it may eventually be necessary for WPPs to contribute to system-wide reserves. This paper proposes a stochastic optimization model to determine the optimal offer strategy for a WPP that participates in the day-ahead and real-time energy and spinning reserve markets. The …

This research introduces an advanced framework which employs parametric wind field models for peak wind speeds, and building fragility curves, loss functions, and demographic data to estimate for estimating housing damage and loss. The uninhabitable units immediate displaced households, short-term and long-term shelter need households are determined. with a particular focus on those eligible for FEMA assistance. The framework's validity is reinforced by a high correlation in the analysis of recent hurricane events between estimated numbers of displaced households and actual FEMA aid recipients, where FEMA aids about 20-60% of the predicted long-term displaced households. The Hawaii Department of Transportation (HDOT) desired to evaluate the crashworthiness of a guardrail end terminal design in which the upstream guardrail anchorage was connected to a block partially buried in a cut slope, known as a “Buried in Backslope” or BIB design. The HDOT BIB system used an upper W-beam with 8-in. deep blockouts attached to W6x9 steel posts and a lower W-beam rubrail located 3 in. below the upper rail. The system used two horizontal flares: 7.4:1 near the upstream anchor block and a 13:1 flare through the ditch.

This dissertation discusses the mobility politics of container shipping and argues that technological development, political-economic order, and social infrastructure co-produce one another. Containerization, the use of standardized containers to carry cargo across modes of transportation that is said to have revolutionized and globalized international trade since the late 1950s, has served to expand and extend the power of international coalitions of states and corporations to control the movements of commodities (shipments) and labor (seafarers). The European Union Aviation Safety Agency (EASA) continues to promulgate Safety Management Systems (SMS) across aviation organizations when it recently issued SMS requirements for EASA certificated Part 145 maintenance, repair and overhaul (MRO) organizations and Part 21 Design & Manufacturing (D&M) organizations. Currently, the Federal Aviation Administration (FAA) has no such rule in place for these U.S.-based organizations, which may challenge those doing business in countries where EASA policies apply. Mining safety and health in the US can be better understood through the application of machine learning techniques to data collected by the Mine Safety and Health Administration (MSHA). By identifying hazardous conditions that could lead to accidents before they occur, valuable insights can be gained by MSHA, mining operators, and miners. This study examines the role of knowledge about underlying causal relationships in classifying controls in order to mitigate omitted- and included-variable biases. Using simulations and accounting examples, the study shows that the researcher may not distinguish good and bad controls because the underlying causal relationships are unobservable, and remedying strategies (such as the relative timing of measurement) may not remove the uncertainty in the classification. Because of the uncertainty about which controls to use, two or more models will be credible as will the distinct estimates derived from them. Large and rapidly growing cities and other urban agglomerations have the potential to become incubators of political instability. This is especially true of rapidly growing cities which are located in countries that are also experiencing high rates of growth in their youth population. Rapid growth rates put stress on urban infrastructure and other institutions, and these stresses can cause major problems for both city and national governments. Knowing when these cities and countries may be trending toward their tipping points regarding political instability will help governments and international organizations develop and implement effective strategies to mitigate the risk of instability.

In addition, it contributes to the literature by examining additional variables and mediators besides the core constructs of the Protection Motivation Model (PMT). The June 2020 clash between the People’s Republic of China and India in the disputed Ladakh border area resulted from the strategic expansions of both powers. Like two bubbles expanding in a contained space, these expansions were bound to collide and cause friction. This article explains how the expansions precipitated the incident and might exacerbate border disputes in the future. In pondering implications, it recommends Washington pursue a Eurasia-focused policy embracing the disputed region.

Nuisance flooding, or recurrent flooding, occurs during high tide and may be exacerbated when combined with other events such as heavy precipitation, strong winds, or storm surge. Sea level rise has contributed to increased frequency and duration of nuisance flooding in low-lying coastal areas and is causing community-specific impacts such as transportation disruption, road closures, compromises to life and property, overwhelmed storm water systems, and infrastructure damage. The reemergence of great power competition, conflict with near-peer competitor states below the level of armed conflict, and persisting threats from nonstate actors with transnational ambitions and global reach pose challenges for strategists planning, executing, and assessing military operations and strategy. Building on current visualization tools, two proposed models—the National Strategic Risk Abacus and the National Strategic Risk Radar Chart—address these challenges and better depict how the US military may inadvertently contribute to risk at the national strategic level.
