This report provides a profile of women's current economic position in Massachusetts. It examines the age, race, and geographical distribution of women and girls across the state; family structure, income and poverty; and women's labor force participation, occupational and industrial distribution in jobs, and earnings. When relevant 1990s Massachusetts data are compared to national data and to Massachusetts data from the 1970s.

The Employment and Training Institute was asked to provide a detailed demographic analysis of the population on public assistance and the working poor not receiving public assistance in Milwaukee County. Computerized records of families and individuals receiving Aid to Families with Dependent Children (AFDC), food stamps and medical assistance in 1990, 1993 and 1994 were used to construct a picture of Milwaukee County children on public assistance. The Milwaukee County "working poor" population, including families both on and off public assistance, was examined using 1993 income tax data especially generated by the Wisconsin Department of Revenue, detailing the earnings of …

Background Paper On Institutional Data And U.S. Census Counts Of Low-Income Populations In Milwaukee County, John Pawasarat

Comparisons of institutional data and the U.S. census estimates for the same or similar time periods revealed a large undercount of AFDC recipients. For both the CPS and decennial census surveys, respondents are asked to recall earnings and other sources of income for the previous calendar year. As a result, income reporting to the Census Bureau is subject to memory error and under-reporting. Errors due to under-reporting are most pronounced for income not derived from earnings (i.e., public assistance, interest, dividends). Discrepancies between U. S. The Employment and Training Institute has worked with the Private Industry Council (PIC) of Milwaukee County to prepare analysis of JTPA Title IIA participant outcomes over time. This report analyzes data on all JTPA Title IIA participants in Milwaukee County for a seven-year period and tracks their wage history using the employee wage records retrieved from the Department of Industry, Labor and Human Relations for First Quarter 1988 through Second Quarter 1994. The Employment and Training Institute was asked to provide a detailed demographic analysis of Milwaukee County cases on public assistance and the working poor to assist policy makers in discussions of current welfare reform proposals (referred to as “W-2”). An estimated 30,448 out of 37,415 AFDC cases in Milwaukee County would be expected to work under the state's proposed welfare policy changes while 6,967 cases would be exempt because the casehead is on SSI or caring for another relative's children. This report examines the availability of jobs for mothers receiving AFDC and expected to find family-sustaining employment in the private sector under “W-2,” Wisconsin’s new welfare program. Despite the fact that many full and part-time jobs exist in Waukesha, Ozaukee and Washington counties, few women in the “W-2” population are likely to secure employment outside Milwaukee County. Census data for· the Milwaukee County population of women ages 18-39 indicated that only 5 percent of African American and Hispanic women (and 11 percent of white women) found work outside the county. Changes that would be helpful include: 1) require benefit-cost analysis for new regulation; 2) enforce a fixed timetable for agencies to issue permits; 3) emphasize objectives sought rather than precise methods to be used; 4) use risk assessment for achieving environmental, health, and safety protection; and 5) promote regulatory justice.

Most models of the rental housing market assume a close linkage between the level of residential rents and the after-tax user cost of rental housing capital. However, little empirical evidence exists to establish the strength of this linkage or the speed with which rents adjust to changes in user cost or tax policy. This paper develops and estimates an econometric model of the rental housing market in order to shed light on both of these issues. United States annual data for 1964 through 1993 are used to generate two-stage least squares estimates of a four equation structural model. Although the …

Following up on his important work on the competitive advantage of nations, economist Michael Porter has turned his attention to the competitive advantage of the inner city. In his work on the competitiveness of nations—a five-year study often leading trading nations—Porter found that no nation was competitive in everything. He noted that competitive success tends to concentrate in particular industries and groups of interconnected industries, or clusters.

Federal government research and development priorities have shifted in recent years away from areas of national security and agency missions, and toward the enhancement of industrial competitiveness in the global economy. This shift has stirred ideological controversy over whether the federal government should be in the business of picking "winners" and "losers," even prompting some to label this practice “corporate welfare.” Rycroft, Kash, and Adams suggest that the central issues at stake have little to do with ideological differences and a great deal to do with whether the U.S.will continue to lead the world in technological innovation. Maine, like the nation, has focused a great deal of recent attention on determining acceptable levels of environmental and human health risk. Barbara discusses the role and uses of scientific information in risk assessment and public policy debate. Similar to Kevin Boyle's previous article (featured in the December 1994 issue of Maine Policy Review), Knuth discusses the 1992 Maine Board of Environmental Protection hearings which focused on the human consumption of fish potentially contaminated with dioxin.

Implementing Community Policing: A Documentation And Assessment Of Organizational Change, Emmajean Williams

Four research questions guided this documentation and assessment of the Portland Police Bureau's conversion to community policing. These questions generated a description of the events and circumstances that created the perceived need for change in the Bureau's role and function; a search for justification for selecting community policing as an alternative policing approach; a comparative analysis of past attempts to implement innovative change of a similar dimension in police organizations; and an assessment of the process by which the Bureau implemented this new policing strategy. This article uses tuberculosis as the paradigm for exploring rational standards for the exercise of compulsory public health powers. Extant doctrine in disability and constitutional law provides a lens for examining judicial review of state interventions. The author first sets out the central epidemiological and biological aspects of tuberculosis to demonstrate the strength of the governmental interest in curtailing the epidemic. Second, he examines the interventions of testing, screening, and confinement of persons with tuberculosis, where he focuses on two congregate settings--correctional and health care facilities--that present substantial health risks and are principal foci for the exercise of state intervention. …

Pretrial release (PTR) is the permanent or temporary freedom from incarceration for criminal defendants awaiting adjudication of their cases in court. From Anglo Saxon times in England, people accused of non-capital crimes were generally permitted to remain free until judicial officials could hear the charges against them. In America, pretrial release has been advocated by the courts since the colonial era. The U. S. Constitution requires that bail not be excessive, but leaves governments free to decide how bail laws are administered. The study briefly traces the historical developments of PTR up to the present time. The study then centers …
