Nonpunctuated And Sweeping Policy Change: Bhutan Tobacco Policy Making From 1991 To 2009, Michael S. Givel Aug 2012

Nonpunctuated And Sweeping Policy Change: Bhutan Tobacco Policy Making From 1991 To 2009, Michael S. Givel

Michael S. Givel

This paper examines policy outputs associated with the 2004 Bhutan antitobacco law, including 2009 amendments, to determine if the law is congruent with punctuated equilibrium or social policy realism theories of policy change. There was no direct and sudden tobacco policy output change in Bhutan due to a shock to the policy system contrary to what punctuated equilibrium theory would predict. Rather, policy change was sweeping but nonpunctuated. This paper reconfirms prior findings of social policy realism theory that various and complex policy output patterns occur due to a mixture of contingent and complex factors. Under social policy realism, a …

Worked with the media to evaluate a school-based pandemic preparedness study. Take home message: Not much, really. However, the CDC should carefully review its promotion of yet-to-be-proven effective syndromic surveillance systems - and the mega $ associated with the investment - until they are proven otherwise effective.

De”Myth”Ifying Mental Health – Findings From A Community University Research Alliance (Cura), Rick Csiernik, Cheryl Forchuk, Mark Speechley, Catherine Ward-Griffin

Rick Csiernik

Many myths exist regarding mental illness and those with mental health issues. Under the auspices of a Community-University Research Alliance on Housing and Mental Health, a partnership between academics, community health and social service agencies and representatives of consumer-survivor groups, fourteen consumer-survivor and eight family member focus groups were held throughout Southwestern Ontario. Individual interviews were also conducted with 150 male and 150 female community-based mental health system consumer-survivors living in a variety of housing environments in London, Ontario. The findings dispute beliefs around four myths: that people with mental health problems are a homogenous population, which was highlighted by …

Patterns Of Interaction In Public Health Pbrns: Insights From Network Analysis, Rachel Hogg, Glen P. Mays Aug 2012

Patterns Of Interaction In Public Health Pbrns: Insights From Network Analysis, Rachel Hogg, Glen P. Mays

Glen Mays

This report presents data from a network analysis survey conducted with public health practice-based research networks (PBRNs) to examine patterns of interaction among researchers and public health practitioners who participate in the networks. These data provide a baseline for tracking the types and frequencies of interaction that occur within networks, and reveal opportunities for promoting more productive patterns of engagement in applied public health research. Over time, these types of data can reveal how and under what circumstances PBRNs facilitate the production and application of research about public health services and delivery systems. The analysis includes data on more than …

Sensemaking In The Shadow Of A Superfund Site: Defining Atsdr Roles And Goals In An Agency-Saturated Community, Anna G. Hoover, Lindell Ormsbee, Stephanie W. Jenkins, Ashley M. Bush Aug 2012

Sensemaking In The Shadow Of A Superfund Site: Defining Atsdr Roles And Goals In An Agency-Saturated Community, Anna G. Hoover, Lindell Ormsbee, Stephanie W. Jenkins, Ashley M. Bush

Anna G. Hoover

By working directly in Superfund communities, the Agency for Toxic Substances and Disease Registry is embedded within a complex tapestry of federal and state agencies, local government entities, and other organizations that community stakeholders encounter regularly. The diversity of statutory obligations and expertise among these organizations, particularly as they relate to stakeholders’ health concerns, presents challenges for creating shared understanding between agencies and the communities they serve. Thus, addressing key elements of individual sensemaking during engagement activities is essential for those who work in communities.

Because sensemaking helps individuals determine the seriousness of a situation, decide how to react to …

Social Determinants Of Health In Canada: Are Healthy Living Initiatives There Yet? A Policy Analysis, Dana Gore, Anita Kothari

Anita Kothari

Introduction: Preventative strategies that focus on addressing the social determinants of health to improve healthy eating and physical activity have become an important strategy in British Columbia and Ontario for combating chronic diseases. What has not yet been examined is the extent to which healthy living initiatives implemented under these new policy frameworks successfully engage with and change the social determinants of health. Methods: Initiatives active between January 1, 2006 and September 1, 2011 were found using provincial policy documents, web searches, health organization and government websites, and databases of initiatives that attempted to influence to nutrition and physical activity …

David J Malebranche

Pooled estimates from across the African diaspora show that black men who have sex with men (MSM) are 15 times more likely to be HIV positive compared with general populations and 8·5 times more likely compared with black populations. Disparities in the prevalence of HIV infection are greater in African and Caribbean countries that criminalise homosexual activity than in those that do not criminalise such behaviour. With the exception of US and African epidemiological studies, most studies of black MSM mainly focus on outcomes associated with HIV behavioural risk rather than on prevalence, incidence, or undiagnosed infection. Nevertheless, black MSM …

Emes Phd Summer School Presentation, Michael J. Roy

Michael J Roy

Introduction/Theory

The persistent and well-documented problem of health inequalities has challenged public health researchers since the relationship between income and health was first established. In the context of austerity measures leading to public-sector funding cuts, and faced with continuing, even growing, inequalities, more innovative, community-based solutions have gained prominence. With this in mind, social enterprises - businesses which, rather than distributing profits to shareholders, re-invest their profits in fulfilment of a social mission – could prove to be a potentially innovative response. However there is a significant gap in knowledge of how, and to what extent, social enterprise impacts upon …

Prospective Investigation Of A Ptsd Personality Typology Among Individuals With Personality Disorders, Meghan E. Mcdevitt-Murphy, M. Tracie Shea, Shirley Yen, Carlos M. Grilo, Charles A. Sanislow, John C. Markowitz, Andrew E. Skodol

Charles A. Sanislow, Ph.D.

This study investigated the replicability of a previously proposed personality typology of posttraumatic stress disorder (PTSD, and explored stability of cluster membership over a 6-month period. Participants with current PTSD (n = 156) were drawn from the Collaborative Longitudinal Personality Disorders Study (CLPS). The CLPS project tracked a large sample of individuals who met criteria for 1 of 4 target diagnoses (borderline, schizotypal, avoidant, and obsessive-compulsive) and a contrast group of individuals who met criteria for depression but no personality disorder. A cluster analysis using scales from the Schedule of Nonadaptive and Adaptive Personality yielded 3 clusters: “internalizing,” “externalizing,” and …

Developing Service Delivery Measures For Studies Of Practice Variation: The Mprove Study, Glen Mays Jun 2012

Developing Service Delivery Measures For Studies Of Practice Variation: The Mprove Study, Glen Mays

Glen Mays

OBJECTIVES: A growing body of evidence indicates that the delivery of public health activities varies widely across states and communities, creating missed opportunities for prevention as well as inequities in health protection. Consequently, HHS recently used a consensus-based process to develop a framework for improving quality in public health and to identify a set of nine priority areas for improvement. As next steps in operationalizing this framework, measures of quality in public health are needed to guide public health improvement initiatives and to support research on the comparative effectiveness of alternative public health strategies. This presentation profiles the methodology developed …

Scale And Scope Effects In Public Health Delivery: Estimating Gains From Regionalization, Glen P. Mays

Glen Mays

OBJECTIVES: Current approaches to health system reform under the Affordable Care Act include efforts to enhance the delivery of public health services that promote health and prevent disease and injury on a population-wide basis. The nation’s public health delivery system comprises nearly 3000 local public health agencies that vary widely in size, resources, and capabilities. Economic pressures, workforce shortages, and new national accreditation standards are leading these agencies to explore mechanisms for pooling resources and expertise across local jurisdictions to enhance delivery and improve population health. This analysis uses longitudinal observations on a national sample of local public health agencies …

Estimating Medical Cost Offsets Attributable To Public Health Spending, Glen Mays

Glen Mays

BACKGROUND: Policy strategies for reforming the U.S. health care system to control costs and improve health outcomes include the possibility of expanded support for public health activities that are designed to prevent disease and promote health on a population-wide basis. These activities include efforts to monitor and report on community health status, investigate and control disease outbreaks, educate the public about health risks and prevention strategies, develop and enforce laws and regulations to protect health, and inspect and assure the safety and quality of water, food, air and other resources necessary for health. The Patient Protection and Affordable Care Act …

Help-Negation For Suicidal Thoughts In Sub-Clinical Samples Of Young People, Coralie Joy Wilson Jun 2012

Help-Negation For Suicidal Thoughts In Sub-Clinical Samples Of Young People, Coralie Joy Wilson

Coralie J Wilson

Across the popular and academic literature, it is widely recognised that young people with persistent suicidal thoughts are at high risk for suicide completion. It is also accepted that seeking and receiving appropriate help offers protection against the development of acute forms of suicidality, along with suicide completion. Yet, as promising as appropriate help-seeking appears for suicide prevention, a growing number of studies suggest that suicidal ideation itself may impede the help-seeking process. There is evidence that acutely suicidal samples will negate or avoid available help, and there are indications that the help-negation process may occur in samples before levels …

Human Development And Resources Use In The Coastal Zone: Influences On Human Health, Robert E. Bowen, Anamarija Frankic, Mary E. Davis May 2012

Human Development And Resources Use In The Coastal Zone: Influences On Human Health, Robert E. Bowen, Anamarija Frankic, Mary E. Davis

Robert E. Bowen

Coastal watersheds and nearshore marine areas are the most valuable and dynamic places on Earth. Human population growth is great in these regions, which are home to some of the most sensitive habitats in the world. Coastal areas provide more than half of the overall service value derived from the global environment (Costanza et al., 1997). Natural (e.g., hurricanes and tsunamis) and human pressures on this environment require it to constantly adjust. More than any other area, the global coast has defined the progress of human culture and continues to be a singular influence in how humans connect to the …

Pre-Teen Alcohol Use As A Risk Factor For Victimization And Perpetration Of Bullying Among Middle And High School Students In Georgia, Monica Swahn, Volkan Topalli, Bina Ali, Sheryl Strasser, Jeffrey Ashby, Joel Meyers

Monica H. Swahn

Objective: We examined the association between pre-teen alcohol use initiation and the victimization and perpetration of bullying among middle and high school students in Georgia.

Methods: We computed analyses using data from the 2006 Georgia Student Health Survey (N=175,311) of students in grades 6, 8, 10 and 12. The current analyses were limited to students in grades 8, 10 and 12 (n=122,434). We used multilogistic regression analyses to determine the associations between early alcohol use and reports of both victimization and perpetration of bullying, perpetration only, victimization only, and neither victimization or perpetration, while controlling for demographic characteristics, other substance …
