An Angry Shepherd: Sudanese Bishop Macram Max Gassis, John Ashworth

The Journal of Social Encounters

Bishop Macram Max Gassis is a near-legendary figure in Sudan since he first spoke out against human rights abuses in his country before a committee of the US Congress in 1988. Targeted by the Islamist military dictatorship which ruled Sudan for thirty years, for protesting enslavement, religious oppression, forced starvation and mass murder in Sudan, he lives in exile, bringing help and hope to his persecuted people.

This essay is condensed from the 2021 book by the same author with the same title.

This article presents a retrospective analysis of the principal peace agreements to emanate from the North–South conflict in Sudan and the civil war in South Sudan. In doing so, it argues that statebuilding practices dating back to the inception of the Sudanese state continue to inform and undermine contemporary efforts to resolve the conflicts in both countries. The article makes a unique contribution by linking the legacy of peace agreements in Sudan and South Sudan to the crises of governance that plague both countries today. Outward foreign direct investment (OFDI) has obvious economic and political connections between the recipient and donor countries. Such investment can benefit both sides and carry certain costs to both, whether through global scrutiny or domestic struggles. This these seeks to add to the ongoing discussion of China's OFDI to Africa by comparing China's investment during its socialist period (1949-1976) and its post-socialist era (1977 – present). Transition Without Transformation: The Legacy Of Sudan’S Comprehensive Peace Agreement, Gene Carolan

In recent years, the transitional justice framework has expanded to include a broader notion of transformative justice, which strives for socio-political reform in addition to legal accountability. Over the course of two civil wars, Sudan has grappled with various attempts at transition and transformation with mixed results. Though the 2005 Comprehensive Peace Agreement brought an end to decades of North–South conflict, South Sudan’s subsequent descent into civil war has been characterised by a flawed transition and a lack of any immediate transformative potential.

Post-independence South Sudan faces numerous development obstacles and many consider oil to be a redeeming factor for the new state. This paper discusses the resource curse related to the country’s oil industry and how with proper management, the oil can largely benefit the new state. It explores Norway’s history of oil development and examines ways in which Norway can assist South Sudan in managing their oil, making it the most effective for the people. In response to the limited guidance on the topic of transition to national ownership, the GICHD commissioned nine country case studies in 2011 to highlight different contexts, processes, challenges, good practices and lessons learnt from the process of transition to national ownership. This case study assesses mine action and national development in Sudan.

Based on lessons learnt and the good practices highlighted in the case studies, the GICHD, in collaboration with UNMAS, produced a Guide on Transitioning Mine Action Programmes to National Ownership.

Sicherheit und staatlicher Aufbau werden heute bei der Stabilisierung und Friedenssicherung fragiler Staaten immer zusammen gedacht. Im Südsudan steht das nächste große Staatsaufbauprojekt an, von dem für die Sicherheitslage in der volatilen Region am Horn von Afrika viel abhängt.

Bisher haben westliche Staatsaufbaustrategien den westlichen demokratischen Nationalstaat und seine Verwaltung zum Vorbild genommen, um Unterstützung beim Aufbau ähnlicher Strukturen zu leisten, zuletzt im Irak und in Afghanistan. Die Ergebnisse dieser Strategien sind sehr durchwachsen. Kritiker führen an, dass die schlechte Performanz an mangelnder Berücksichtigung der Bedürfnisse und vorhandener Governance-Strukturen in den Zielländern liegt.

In the months following South Sudan’s July 2011 electoral secession from the former Sudan, the South’s ability to successfully maintain a demining program has become heavily dependent on its economic and post-conflict recovery. At this point in time, however, much of the South’s sustainability is ultimately reliant on its relationship with the North and, more significantly, the international community, thereby rendering its demining program into an uncertain future.

The GPM Support vehicle had a mine-strike approximately 1m into the uncleared area. The vehicle was turned around 90º in a clockwise direction and resting approximately 2m away from the seat of the explosion.

On 31 August 2007 the Netherlands Government (NG) decided to fund the Danish Demining Group (DDG) mine action activities in Somaliland, Sudan, and Afghanistan. The funding agreement runs from January 2008 to December 2011 and NG and DDG had preliminary discussions on the continuation of the project. The NG Decision of 31 August 2007 foresees an external evaluation initiated by the grant recipient.

On the 8th of December 2010 a demining accident occurred at site NR-880 near the town of El Maria within the Kassala locality in which a deminer sustained traumatic injuries whilst conducting prodder drills and thus initiating a No4 AP mine. Immediate medical care was rendered to the injured deminer who was maintained in a stable condition.

In the Darfur region of Sudan, over 2.3 million children have been affected by the ongoing genocide (UNICEF 2008). Unlike their adult counterparts, children are impacted more severely by the consequences of warfare as they are undergoing a fragile developmental process. While each one of the affected children has had their basic human rights violated in some form, the narrative of trauma differs between groups. Sexually-exploited girls, boy soldiers, unaccompanied children, and those who remain in under-resourced camps have experienced the protracted violence in unique ways. The deminer was busy with clearance in M/F No3, Lane No1 and had an indication from his F3 mine detector. He then carried out the prodder drill investigating the signal and the mine detonated. It is unclear at present why the No4 A/P mine detonated. It appears that the mine was slightly outside the 10cm overlap of the basestick but this could not be confirmed due to the movement of the marking rocks and base stick when the blast occurred.
