It is important to investigate what constitutes a standard for a consumer of medical services in selecting a dentist to receive implants. As the laboratory rat is one of the most widely studied animals, the abundance of available research material on its olfactory capabilities is not surprising. However, very little information can be found on their mine/ERW detection abilities. Consequently, in late 2015, GICHD conducted a study of APOPO’s Mine Detection Rat (MDR) programs in Angola, Mozambique and Cambodia. The aim of the study was to focus on the operational efficiency and effectiveness of the MDR, as well as to determine compliance with the International Mine Action Standards (IMAS). While the legal precedent of affirmative action in U.S. higher education is well documented, graduate admissions practices that withstand strict scrutiny need further documentation. This chapter fills that gap in three ways. First, we briefly highlight the history of affirmative action in U.S. higher education as it relates to broadening the participation of URMs. Second, we offer best practices in U.S. graduate admissions that take into account the benefits of diversity while working within legal guidelines. We then close with considerations for future scholarship, policies, and practices.

Reforming Gendered Tenure Policies In U.S. Higher Education: A Policy Recommendation, Donald Mitchell Jr., Ph.D., Abigail Johnson, Laura Poglitsch

Men receive tenure more often than women in United States higher education. One reason may be due to current tenure policies. Within this article, the authors evaluate three policy alternatives—benefits packages targeting women, a three-track tenure process, and support programs—using the evaluative criteria effectiveness, affordability, administrative operability, and political feasibility to determine which alternative might be the best option for decreasing the tenure gap between men and women. Each policy alternative was assessed and ranked based on the outcomes associated with the identified criteria. Public Historically Black Colleges and Universities (HBCUs) continue to receive inequitable funding at state-levels (Gasman, 2010; Minor, 2008). The Higher Education Act of 1965 designates an HBCU as an “institution whose principal mission was and is the education of black Americans, was accredited and was established before 1964” (UNCF, 2013, para. 1). The current funding situation is problematic because HBCUs have successfully educated African Americans, low-income, and underprepared students (Gasman, 2010). Perhaps with equitable state support, the educational gains of HBCUs may improve. The purpose of this article is to analyze three policy alternatives that would improve resources at HBCUs. …

While institutions continue to use and develop summer bridge programs (SBPs), the influences of SBPs remain unclear. The purpose of this current note is to highlight existing literature on SBPs for historically underrepresented students and provide recommendations for building and sustaining successful SBPs.

The GICHD Study of Mechanical Application in Demining is published after two years of research. The study puts the spotlight onto the use of machines as part of worldwide efforts to clear land mines. It looks at how machines work, the physical interaction between the machine tool, the ground struck, and the effects on the mines and UXO. The main roles for machines - potential for clearance, area reduction, and ground preparation - are explained, giving a description of each methodology, and illustrating these with actual case studies from the field.

Dan Richardson's study is "an attempt to analyze present regulatory procedures in the New Jersey coastal zone, with an emphasis on the cost of these procedures to residential developers and housing consumers." Specifically, twenty-one residential developments in a coastal township were monitored from acquisition of land to final approval of the development proposal, and the costs of regulatory approvals, consulting engineering, legal, and governmental fees, as well as holding costs incurred by the developer, were itemized. The costs of the regulatory process were then broken down according to costs incurred during the local regulatory process and those costs resulting from …
