In 2020, most United States (U.S.) schools closed abruptly. Due to the pandemic, students and teachers were affected in multiple ways. Nearly three years post-pandemic, it is evident students lost in academic achievement. Lower academic performance may impact the future economy and labor force due to lower productivity. Therefore, understanding the causal impact COVID-19 had on academic achievement is vital to develop policy that will help mitigate the long-term impact. NAEP is administered nationally to a representative sample of students from all 50 states, so acts as a standard measure of student performance across states and time. AbstractMany elementary school students require and may benefit from supplemental reading support and interventions that can be provided by afterschool programs. The problem addressed in this study was that it was not known if third grade students benefited from an afterschool reading program in one East Tennessee District. Research shows that students who demonstrate low reading achievement in 3rd grade have trouble catching back up to grade level and being successful in school, compared to their peers who demonstrate early proficiency (Fiester 2010; Hernandez 2011; Juel 1988). This report seeks to investigate what happens to Arkansas public school students who demonstrate low achievement in reading in 3rd grade. Reading scores from three cohorts of students are followed from 3rd grade until high school, beginning with data from the 2008-09 school year and continuing through 2016-17. This report describes collaborative efforts undertaken by the Town of Reading’s Elder and Human Services Division and the Center for Social and Demographic Research on Aging, within the Gerontology Institute at the McCormack Graduate School, University of Massachusetts Boston. During Spring 2017, these organizations partnered to conduct a study to investigate the needs, interests, preferences, and opinions of the Town’s older resident population, with respect to living and aging in Reading.

In the United States, Response to Intervention (RtI) is used to promote the use of evidence-based instruction in educational institutions, with the goal of supporting general and specialized educators and enabling these professionals to work together in a comprehensive, integrated manner. In doing so, RtI provides a protocol for identifying students with specific academic deficits and who demonstrate the need for individualized forms of instruction. State education policymakers in Arkansas, and in all states around the country, take great interest in the state assessment scores published each year and are pleased when they are able to present positive results. This has certainly been the case in Arkansas with the annual publication of the results of student performance on the state Benchmark exams. While the state exams provide useful information that allow policymakers to compare schools and districts within Arkansas, they do not allow policymakers to assess the performance of Arkansas students relative to other students in the nation.

Recently, policymakers at the Arkansas Department of Education were pleased to release the results of the 2008 Benchmark exams, which indicate more Arkansas students are becoming proficient each year. This is good news for Arkansas, as the Benchmark exam is an Arkansas developed exam used to compare student performance to state standards. Nevertheless, it is also important to take note of how Arkansas students perform compared to students across the nation, which is where the National Assessment of Educational Progress (NAEP) plays an important role.
